Tigray officials urge AU to ensure Pretoria agreement implementation

Parties to the Pretoria agreement and African Union (AU) officials convened today to discuss the implementation of the peace deal that ended the two-year war in late 2022.

Following the presentation of a report on the status of the peace process in Tigray, Olesegun Obasanjo and members of the AU Political Affairs, Peace and Security (PAPS) department acknowledged that much remains to be done in the region.

Also present at the meeting were Tigray Interim Administration (TIA) President Getachew Reda and TPLF Chairman Debretsion Gebremichael (PhD), who have been at the center of an escalating political feud in the regional state.

Both called on the AU, the federal government, and the wider international community to step up their commitment to the implementation of the Pretoria agreement.

“There are a number of issues we still have not addressed. DDR is one. But most importantly, the IDPs languishing across Tigray must return to the constitutionally mandated territories of Tigray,” said Getachew.

Debretsion echoed the sentiments.

“The Pretoria agreement was a pivotal moment but we have to go a long way before its full implementation. Critical components like the constitutional restoration of Tigray’s territory, the withdrawal of non-ENDF forces from Tigray, the return of IDPs, and the reinstatement of TPLF legal party license, remains [to be done]. These require accelerated actions,” said the party chairman, calling for the AU to enhance verification and monitoring mechanisms.

Gedion Timothiwos, minister of Foreign Affairs, also urged for more direct dialogue “to make sure belligerent rhetoric has no place in national and regional discourse and reject overtures to or from spoilers of peace in our country, whether local or foreign.”

AU officials responded by acknowledging the work that remains to be done, and calling for concerned parties to remain steadfast in their commitment to the peace deal.

“Contested areas must remain neutral until the issue is resolved,” said Obasanjo.

Lawmakers will cut short a one-month recess for a parliamentary session on Tuesday, February 18, 2025.

Sources informed The Reporter that the session will address the next step for the Ethiopian National Dialogue Commission, whose three-year lifespan is coming to an end.

The Commission has been undergoing preparations for the upcoming dialogue, including the collection of public input from across the nation.

Top Djibouti diplomat wins AUC Commissioner race

Djibouti’s Foreign Minister, Mahmoud Ali Youssouf, has been chosen as the new Chairperson of the African Union Commission (AUC).

Youssouf was elected on Saturday, during the 38th Ordinary Session of the Assembly of the African Union Heads of State and Government in Addis Ababa.

He succeeds Moussa Faki Mahamat of Chad, who completed his second four-year term limit on Saturday.

While the position was strictly reserved for East Africa, three contestants including Youssouf, Madagascar’s ex-foreign minister Richard Randriamandrato, and Kenyan politician Raila Odinga, contested the seat.

Born September 2, 1965, Youssouf is a Djiboutian diplomat who has headed the country’s Ministry of Foreign Affairs since 2005. He is fluent in Arabic, French, and English.

“Ethiopia’s Reform is Tough, Takes Time—Please Be Patient”: IMF Chief pleads

IMF Managing Director Kristalina Georgieva called on Ethiopians to exercise patience and rally behind the government’s economic reform efforts.

Speaking at a press briefing held today, February 9, 2025, at the Ministry of Finance premise in Addis Ababa alongside Finance Minister Ahmed Shide, Georgieva emphasized the importance of unity in achieving the reforms’ goals.

“The reform Ethiopia has embraced is tough and takes time, but it will yield tremendous results,” said Georgieva. “I appeal to the public to be patient. Society must unite behind the reform. There is a lot of work to be done to make the economy more efficient. Please support the government in getting the job done.”

An article published in The Reporter last week with the title ‘Tigray Admin introduces legislation paving way for federal intervention’ has elicited a strong response from senior officials of the Tigray Interim Administration (TIA), who deny the legislation referred to in the article exists and are engaging in a campaign to distort the facts.

The legislation in question is a regulation signed and ratified by TIA President Getachew Reda two weeks ago, with provisions that reinforce and empower councils and the TIA executive organ.

IMF chief set for February visit

Kristalina Georgieva, managing director of the International Monetary Fund, is scheduled to make a two-day visit to Addis Ababa in early February.

Georgieva will meet with Prime Minister Abiy Ahmed and other senior officials during her stay, according to a statement from the Ministry of Finance.

The IMF approved an extended credit facility program for Ethiopia six months ago, with large-scale reforms in government policy enacted since then under the terms of the deal.

The Managing Director will also meet with representatives of the private sector during her visit, according to the Ministry.

“This visit reaffirms the IMF’s commitment to supporting Ethiopia’s economic development and fostering dialogue on policies aimed at ensuring resilience, and shared and lasting prosperity,” reads the statement.

Parliament set to appoint Berhanu Adelo to lead Human Rights Commission

Berhanu Adello Gebremariam, consultant and attorney at law, is expected to become commissioner of Ethiopian Human Rights Commission (EHRC), a position that has been vacant since Daniel Bekele (PhD) stepped down in July 2024. Parliament is expected to approve the appointment in its session this morning.

Rakeb Melese, who has been deputy commissioner and serving as acting commissioner, was expected to replace Daniel but Berhanu has become government's preference, according to sources. Berhanu is a new face among the human rights frontiers.

Berhanu was an official during late PM Meles Zenawi.

PM nominates university VP for Ethiopian Media Authority directorship

The Prime Minister has nominated Samson Mekonnen (PhD), vice president for strategic communication and internationalization at Addis Ababa University, for the top job at the Ethiopian Media Authority.

Lawmakers are expected to vote on the nomination during a parliamentary session tomorrow.

If approved, Samson will fill the empty seat left behind Mohammed Idris, who was appointed Minister of Peace a few weeks ago.

Samson assumes his new position as the Authority began pushing for controversial amendments to the Media Proclamation.

Critics view the proposed amendments, which include sweeping changes to the structure of the Authority as well as restrictions on live broadcasts, as a threat to press freedom.

Somalia's president Hassan Sheik arrives in Addis

Somalia's president Hassan Sheikh Mohamud arrives in Ethiopia's capital today afternoon, amidst persisting diplomatic tension.

Villa Somalia stated the visit followed invitation from Addis Ababa, and is part of Hassan Sheikh's regional diplomatic tour.

"The discussion with Ethiopian leadership aim to strengthen bilateral relations and advance shared priorities.

The visit builds on the Ankara Declaration and marks a new era of collaboration between Ethiopia and Somalia," reads the statement.

Foreign Ministry denies Ethiopian involvement in Doolow attack

The Ministry of Foreign Affairs said it is “dismayed” by a statement from the Somali government incriminating Ethiopian forces in a deadly attack on Somali security personnel on the morning of December 23, 2024.

A statement released by the Somali Foreign Ministry yesterday blamed Ethiopian forces for an “unprovoked and unexpected” attack on the border town of Doolow, which it says resulted in numerous injuries and fatalities, including civilians, at three different security bases.

The development comes less than two weeks after Prime Minister Abiy Ahmed and Somali President Hassan Sheikh Mohamud agreed to put an end to the tensions that have marred relations between the two countries for the past year. The terms of the ‘Ankara Declaration’ will reportedly grant Ethiopia maritime access under the “sovereign authority” of Somalia...

Ethiopian expands into DRC with Air Congo

The Ethiopian Airlines Group has finalized an agreement with the government of the Democratic Republic of Congo that will grant the carrier a 49 percent stake in Air Congo.

Ethiopian will control Air Congo’s management, according to a statement released today.

The agreement also includes terms for an aircraft lease arrangement, technical and systems support, and training for pilots, cabin crew, and sales staff, reads the statement.

Air Congo joins the likes of ASKY, Malawi Airlines, and Zambia Airways under Ethiopian’s acquisitions and partnerships in Africa under its Vision 2035 strategy.

“The launch of Air Congo is a significant step in our strategic plan to collaborate with African governments and enhance air transport across the continent,” said CEO Mesfin Tasew. “The partnership will provide greater connectivity for the DRC and central Africa, facilitating investment, trade, and tourism.”

Banking industry opens to foreign business

The Ethiopian banking industry is open to foreign investment for the first time in half a century as lawmakers finally ratify the amended Banking Business Proclamation.

The bill was passed today with only three MPs voting in opposition following a lengthy discussion in Parliament today.

Among those who opposed the bill was Desalegn Chane (PhD), who argued the National Bank of Ethiopia (NBE) lacks the capacity to regulate foreign banks.

He fears liberalizing the industry would crowd out domestic banks and hurt small and medium businesses by funneling finance towards large conglomerates.

Desalegn also questioned what the move would mean for industry shareholders, particularly those who own stakes in recently formed third generation banks.

Central bank Governor Mamo Mihretu, however, brushed aside the concerns and stated the bill would enable the NBE to scale up its regulatory prowess.

Ethiopia, Somalia to reach maritime agreement by June 2025

A Türkiye-facilitated meeting between Prime Minister Abiy Ahmed (PhD) and Somali President Hassan Sheikh Mohamud ended yesterday with promises to reach a commercial maritime arrangement between the two Horn countries by June next year.
The deal, negotiations for which are set to start in February, would allow Ethiopia sea access under the “sovereign authority” of Somalia, according to a statement released yesterday.
The ‘Ankara Declaration’ signed by both leaders states intentions to “leave behind differences and contentious issues and forge ahead in a cooperative manner.”
Although the third round of talks in Ankara could mark an end to the tensions that have defined relations between Addis Ababa and Mogadishu for the past year, the Declaration fails to mention the fate of the sea access deal signed with breakaway Somaliland in January.
The development also comes amid reports that the incoming Trump administration is prepared to recognize the sovereignty of Somaliland.
What the Ankara Declaration will mean for Ethiopia’s participation in an upcoming African Union-led peacekeeping mission in Somalia is also unclear. Over the past few months, Mogadishu has vehemently spoken out against the inclusion of Ethiopian troops in AUSSOM.
However, the Declaration hints the position might change.
“Somalia recognizes the sacrifices of Ethiopian soldiers within the African Union Missions,” it reads.
