በወጣው መመሪያ  በተቀመጠው  የጊዜይ ገደብ ውስጥ  የሙያ የስራ ፈቃዱን  ያላሰደሰ ባለሙያ ከሶስተኛው አመት መጨረሻ ቀን ጀምሮ ከእድሳት  የአገልግሎት  ክፍያ በተጨማሪ  በየወሩ ለእድሳት የተቀመጠውን የክፍያ መጠን ሶስት እጥፍ ቅጣት በመክፍል  ለሚቀጥሉት ስድስት ወራት  ማደስ ይችላል።( በሀገራዊ ግዳጅ ላይ ፣በጤና ችግር ላይ ወይም በማረሚያ ቤት እያለ የእድሳት ጊዜው  ያለፈው ባለሙያ  አይመለከትም)

በዚህ  በወጣው መመሪያ መሰረት  ሳያሳድስ የቀረ ባለሙያ ያለሙያ ፍቃድ  እንደሰራ ተቆጥሮ  በተቋሙ አስተዳደራዊ እርምጃ ይወሰድበታል።
