President of Ethiopian Civil Service University, Professor Fikre Dessalegne, Discussed with Ryan Bradeen, Cultural Affairs Officer at the US Embassy in Addis Ababa, on potential partnership opportunities between the parties on November 2, 2024 at ECSU Senate Hall.
Professor Fikre welcomed the USA cultural affairs team lead by Ryan Bradeen and explained the overall Ethiopian Civil Service University establishment and its journey in the last three decades. Besides, he briefed what the university has done for the last two years in different phases to be an autonomous university and what will be done in the coming three consecutive years .He also briefed ECSU interest to create strong relations and make strategic partnership on different areas with international partners.
Dr. Abrham Hagos, ECSU President’s Office Head, in is part explained the university’s overall profile and its strategic goal as research and autonomous university and its achievements to the team.
Mr. Ryan Bradeen also explained USA and Ethiopian long relations in different areas and Education sector .He also expressed his interest to make collaborations and work together with Ethiopian Civil Service University in different academic areas.
The discussion also focused on how to make different potential partnership and collaboration including workshop and seminar, joint research in different thematic areas, training and staff development, E-library, and scholarship for students and staff.

የ2017 በጀት ዓመት ዕቅድና የመጀመሪያ ሩብ ዓመት የመደበኛና የሪፎርም ስራዎች አፈጻጸም ግምገማ ተካሄደ፡፡
የኢትዮጵያ ሲቪል ሰርቪስ ዩኒቨርሲቲ ካውንስል የ2017 በጀት ዓመት ዕቅድና የመጀመሪያ ሩብ ዓመት የመደበኛና የሪፎርም ስራዎች አፈጻጸም ግምገማ ጥቅምት 12 ቀን 2017 ዓ.ም በሕዳሴ አዳራሽ አካሄደ፡፡ በግምገማ መድረኩም የ2017 ዓ.ም በጀት ዓመት የዩኒቨርሲቲው አጠቃላይ ዕቅድ ላይ ሰፊ ውይይት የተደረገ ሲሆን የመጀመሪያው ሩብ ዓመት የስራ አፈጻጸም ሪፖረት ላይ ካውንስሉ በዝርዝር ተወያይቷል፡፡
በግምገማ መድረኩም ፕ/ር ፍቅሬ ደሳለኝ የኢትዮጵያ ሲቪል ሰርቪስ ዩኒቨርሲቲ ፕሬዚደንት ባደረጉት የመክፈቻ ንግግር የቀረበው ዕቅድ የየዘርፍ አመራሮች የተሳተፉበትና በየደረጃው ሰፊ ውይይት ሲደረግበት የቆየ መሆኑን እንዲሁም የዩኒቨርሲቲውን የአስር ዓመት መሪ ዕቅድ እና በውስጡ የተቀመጡ ግቦችንና ቁልፍ ተግባራት መነሻ አድርጎ የተዘጋጀ መሆኑን ገልጸዋል፡፡ በመደበኛነት ከሚከናወኑት ተግባራት በተጨማሪም በቀጣይ ዩኒቨርሲቲውን ለመለወጥ የሚያስችሉ የሪፎርም ሥራዎችንም በዕቅዱ እንዲካተቱ መደረጉን፤ ዩኒቨርሲቲውም በቀጥታ ተጠሪነቱ ለኢፌዴሪ የትምህርት ሚኒስቴር እንደመሆኑ መጠንም የትምህርት ሚኒስቴር ለሁሉም የከፍተኛ የትምህርት ተቋማት ያስተላለፈውን በዋናነት የትምህርትና የምርምር ሥራዎች ጥራትን ለማረጋገጥን የሚሰሩ ስራዎችን ለመለካት የተቀመጡ የውጤት አመላካቾችን መነሻ አድርጎ የታቀደ እቅድ መሆኑንም አመላክተዋል፡፡
ባለፉት ሶስት ወራም የክረምትና ተከታታይ ትምህርት ሲሰጥ የቆየ መሆኑን፣ የብሔራው ፈተና ተፈታኞች ድጋፍ ማድረግ፣ የመምህርን አቅምን የመገንባት ስራዎች፣ የተለያዩ ስልጠናዎችና የምዘና አገልግሎት ለሲቪል ሰርቪስ ተቋማት ሲሰጥ የቆየ መሆኑንና የ2017 ዓ.ም ተማሪዎችን የመመዝገብ እና የማስተማር ስራን ማስጀመር በአካዳሚክ ዘርፍ መከናወናቸውን የጠቀሱት ፕ/ር ፍቅሬ በምርምር ዘርፉም ከመንግስት በተፈቀደ በጀት የሚሰሩ ምርምሮችን የመምረጥ እና በበጀት የመደገፍ፣ የምርምር ውጤቶችን በጆርናሎችና ፕሮሲዲንግ በማሳተም ለተጠቃሚዎች ተደራሽ የሚሆኑበት የቅድመ ዝግጅት ስራዎች፣ የምርምር ውጤቶችን በዲጂታል ቋት የማሰባሰብ ስራዎች፤ በአስተዳደርና ልማት ዘርፍም ለራስ-ገዝ ዩኒቨርሲቲነት እየተደረገ ባለው ጥረት ብቁና በቂ የሰው ኃይልን ከማጠናከር አኳያ የአካዳሚክ ሰራተኞችን ፕሮፋይል በማደራጀትና በመተንተን አዲስ ውል የሚገቡበት ሁኔታ የተዘጋጀ ሲሆን አስፈላጊው የትምህርት ግባትና መሰረተ-ልማት ማስፋፋት ስራዎች፣ አዳዲስ የገቢ ማመንጫ ስራዎችን የመለየት፣ የተለያዩ ትስስርና ጉድኝቶችንም ከተለያዩ ተቋማትና ድርጅቶ ጋር ለመመስረት ሰፋፊ ስራዎች ባለፉት ሶስት ወራት መከናወናቸውን ፕ/ር ፍቅሬ ለካውንስሉ ገልጸዋል፡፡
በማስከተልም የ2017 በጀት ዓመት ዕቅድና የመጀመሪያ ሩብ ዓመት የስራ አፈጻጸም ሪፖርት በአቶ ተፈሪ ጊሼ የስትራቴጂያዊ ጉዳዮች ሥራ አስፈጻሚ የቀረበ ሲሆን ዕቅዱም የትምህርትና ስልጠና አግባብነት፣ ተደራሽነትና ፍትሃዊነትን ማሳደግ፣ የጥናትና ምርምር፣ የማማከር አገልግሎት ማሳደግ፣ የማህበረሰብ ተሳትፎ፣ የሳይንስ ባህል ግንባታ እና የኢንዱስትሪ ትስስርና ቴክኖሎጂ ሽግግርን ማሳደግ፣ የትምህርትና የስልጠና አገልግሎት፣ አሠራርና ጥራትን ለማረጋገጥ የሚያስችሉ መመሪያዎችና ስታንዳርዶችን ማዘጋጀትና መተግበር፣ የሰው ኃይልና ተቋማዊ አቅምና ብቃት ማጎልበት፣ ቴክኖሎጂ፣ መሠረተ ልማትና ፋሲሊቲ ማሳደግ፣ አጋርነት፣ ትስስር እና አለማቀፋዊነትን ማሳደግ እንዲሁም የበጀት፣ የፋይናንስ፣ የንብረት አስተዳዳር አገልግሎትን ውጤታማነትን ማሻሻልና የውስጥ ገቢ ማሳደግ የሚሉትን ግቦች ያነገበ መሆኑን እና ግቦቹን ለማሳካት የሚከናወኑ ዓላማዎችና ዋና ዋና ተግባራቶችን በዝርዝር በሪፖርታቸው አመላክተዋል፡፡
በማስከተልም የመጀመሪያው ሩብ ዓመት በተቀመጡት ስትራቴጂያዊ ግቦችና ዓላማዎች መሰረት የተሰሩ ስራዎችን በሪፖርት ያቀረቡት ሲሆን በትምህርት አገልግሎት የላቀ ውጤት ማስመዝገብ፤ በጥናትና ምርምር ፤ በስልጠና አገልግሎት ፤ ማማከር አገልግሎት ፤ በማህበረሰብ አገልግሎቶች የላቀ ውጤት ማስመዝገብ እና የዩኒቨርሲቲው የውስጥ አቅም ግንባት የ2017 ዓ.ም ዋና ዋና የትኩረት መስኮች መሆናቸውን አቶ ተፈሪ በሪፖርታቸው ገልጸዋል፡፡
በግምገማ መድረኩ ላይም የሪፎርም ስራዎች አፈጻጸም ሪፖርት በዶ/ር አብርሃም ሐጎስ የፕሬዚደንት ጽ/ቤት ኃላፊ የቀረበ ሲሆን በሪፖርቱም መሰረት ዩኒቨርሲቲው በየደረጃው የተቀመጡትን መስፈርቶች በማሟላት ሙሉ በሙሉ ራስ-ገዝ ዩኒቨርሲቲ ለመሆን በትምህርት ሚኒስቴር በተሰጠው አቅጣጫ መሰረት በርካታ ስራዎች በመከናወን ላይ መሆናቸው ተገልጿል፡፡ በዚሁም መሰረት ዩኒቨርሲቲው በ2018 ዓ.ም ከፊል ራስ-ገዝነትን፣ በመቀጠልም በ2019 ዓ.ም ወደ ከፍ ያለ ራስ-ገዝነት ደረጃ በመሸጋገር በመጨረሻም በ2020 ዓ.ም ሙሉ በሙሉ እራስ-ገዝ ዩኒቨርሲቲ እንደሚሆን ፤ ይህ የጊዜ ሰሌዳም በዩኒቨርሲቲው የሥራ አመራር ቦርድም የጸደቀ መሆኑንና በዚህ የጊዜ ሰሌዳ መሰረትም የሚተገበሩ የሪፎርም ስራዎች ተለይተው በትኩረት እየተሰራባቸው መሆኑን ዶ/ር አብርሃም ገልጸዋል፡፡ በእስካሁኑ ሂደትም ተልዕኮና የትኩረት መስኮችን መለየትና ማጠናከር፣ የራስ-ገዝ የሽግግር ሰነዶችን ማዘጋጀት ፣ የምርምር ምርታማነትና ተጽዕኖ ማሳደግ፣ የውስጥ ገቢን ማሳደግ፣ በቂና ብቁ የሰው ኃይልን ማደራጀት፣ ትብብርና ትስስር ማጠናከር፣ መሰረተ-ልማቶችን ፋሲሊቲዎችን ማደራጀትና የመሳሰሉት ስራዎች በስፋት እየተሰራባቸው መሆኑን ገልጸዋል፡፡
የካውንስሉ አባላትም በቀረበው ዕቅድና የሩብ ዓመት የሥራ የአፈጻጸም ሪፖርት ላይ ያላቸውን ሀሳብና አስተያየት እንዲሁም ትኩረት ሊሰጣቸው ይገባሉ ያሏቸውን ጉዳዮች በማንሳት ሰፊ ውይይት አድርገዋል፡፡

President of Ethiopian Civil Service University, Professor Fikre Dessalegn discussed with H.E. Mr. Atif Sharif Mian Ambassador of Pakistan to the Federal Democratic Republic of Ethiopia & the African Union in the area of collaboration and partnership in different areas on October 3, 2024.

Professor Fikre warmly welcomed the Ambassador and briefed ECSU establishment and mission on building the capacities of the civil servants of the country. He also explained the University’s objective and strategic partnership in education, short term training, and research and consultancy services. Collaboration and networking is one of the strategic agenda of the university and currently ECSU is working with different institutions and organizations nationally and internationally he said. It is also working hard to create regional integration under the higher education capacity-building and be center of Excellence he emphasised

H.E. Mr. Atif Sharif Mian also explained the overall public service systems and the National School of Public Policy of Pakistan. Besides, he also expressed his willingness to strengthen partnerships and enhance collaboration between ECSU and National School of Public Policy of Pakistan in different areas.

Urgent notice
We have noticed two issues with our Google Form:
1. Some of you submitted your names even if you scored below 50 points.
2. Some listed master's or PhD programs that do not exist at our university.
To address these problems, we have made the following changes:
1. You must now enter an NGAT score of 50 or higher to submit the form. If your score is below 50, you will not be able to submit.
2. For the program type, we have changed the question to a multiple-choice format, so you can select from a list of available programs.
You cannot submit the form twice, but you can edit your response. Please use the same link to make these updates. It’s important to clarify your choice of master’s or PhD programs now.
We will use your responses to make important decisions moving forward.
