*Next round of talks between Pak govt, Imran Khan’s party could be held on Jan 28: Rana Sanaullah*

Islamabad, Jan 21: Rana Sanaullah, a key member of the official team negotiating with the opposition Pakistan Tehreek-e-Insaf (PTI), said on Tuesday that the next round of talks between the two sides could be held on January 28.

Sanaullah, political advisor to the prime minister, said in an interview with Geo News that the government and allies after a meeting set up a subcommittee to come up with a detailed response to the charter of demands presented by jailed former prime minister Imran Khan's party during the third round of talks held on January 16.

He said that it was agreed that the government would respond to the PTI demands after seven working days.

“We will ask for a meeting on January 28 and present a detailed response to their demands,” he said.

Earlier, the government and its allies met in Islamabad (on Tuesday evening) and discussed the issue of the next meeting with the PTI.

Sanaullah’s remarks come when the fate of talks between the government and PTI hang in the balance over the issue of formation of judicial commissions.

The two sides began formal negotiations on December 23 last year to address the prevailing tension and political instability due to the protests by the PTI against the alleged rigging of last year’s elections and arrest of its workers and leaders.

The PTI presented its charter of demands during the third round of talks held on January 16, giving the government seven days to set up two judicial commissions to probe the incidents of May 9, 2023, and November 26, 2024.

The key demand has become a sticking point, as the government has not agreed so far to form the commissions and Khan asked his party to stop the talks if the key demand was not met.

The Dawn newspaper reported that PTI chief Gohar Ali Khan told the media on Monday outside Rawalpindi’s Adiala Jail that Khan had directed the negotiating team to withdraw from talks if the judicial commission was not formed within seven days.

Gohar emphasised that the establishment of the judicial commission was critical for a meaningful dialogue, saying that if the government did not move forward on forming the commission, there was no point in continuing the negotiations.

Gohar reportedly said that there wouldn’t be a fourth round of talks if the commissions were not constituted. However, he added that the PTI team would wait for seven days for a response from the government side. Meanwhile, the government’s negotiation committee was mulling over extending its seven-day deadline by another week to submit its response to the PTI demands, Senator Irfan Siddiqui, the spokesperson for the government’ negotiation committee, said.

“Currently, the seven parties, included in the government committee, are in the process of mutual consultation and seeking guidance from their respective leaderships,” Senator Siddiqui wrote on X on Monday, adding that “it may take another week to prepare the final response”.

The government committee spokesperson also refuted reports that claimed that the ruling coalition had already prepared its response. He said that there was no truth in the news and all such stories were baseless.

Siddiqui’s statement came against the backdrop of several reports that claimed that the government side’s response was ready and the government had decided not to constitute a judicial commission on the May 9, 2023, incidents.

The reports further claimed that the government committee had discussed the PTI’s demands – formation of judicial commissions and release of political prisoners, including Imran Khan – and decided that the commission could not be formed on May 9.

There were several reasons for not accepting the demand, the reports said, such as sensitive civil and military installations were attacked on that day; the accused were already on trial; and several accused had already been convicted of May 9 attacks.

Siddiqui, however, refuted all such claims by saying that no decision was made on the PTI demands.

*Misleading: J-K ACB on claims transfer of some officers was punitive action for exposing corruption*

Srinagar, Jan 18: The Jammu and Kashmir ACB on Saturday called "misleading and factually incorrect" allegations that the recent transfer of some agency officers was a punitive action for exposing corruption.

In a statement, the Anti Corruption Bureau (ACB) rebutted the allegations of punitive action levelled against it from certain quarters, including former chief minister of the erstwhile state Mehbooba Mufti.

"This is in response to the recent claims suggesting that the recent transfer of personnel from the ACB was a punitive action for exposing corruption. These claims are entirely misleading and factually incorrect," the anti-graft agency said.

Transfer is a normal administrative procedure and an incidence of service, and the government remains committed to ensuring that efforts against corruption continue without disruption, it said.

"One of the officers transferred recently from the ACB had served in the organisation for more than six years, far exceeding the usual tenure for officers in such postings, while the other two also completed tenures of three years," it added.

The agency said these transfers were long overdue and in line with standard rotational policies followed across government departments.

The claim that these officers were removed for challenging corruption is baseless. The process of personnel rotation in the ACB was initiated in 2023 but, due to certain administrative exigencies, got delayed, it said.

The ACB said none of the transferred officers were associated with the investigation or supervision of investigation of any FIRs recently registered.

The agency remains fully operational and continues its mandate of investigating corruption cases without bias or external influence, it said.

Routine transfers do not affect the agency's work or integrity and the government remains committed to transparency, accountability and due process in its fight against corruption, the ACB said in the statement.

People's Democratic Party (PDP) chief Mehbooba on Friday alleged that the transfer of officers investigating a corruption case raised questions about the government's commitment to justice and accountability.

The government ordered repatriation to the home department of ACB Senior Superintendent of Police Abdul Wahid Shah, designated as assistant inspector general, among other officers of the anti-graft body.

Shah was investigating alleged corruption in the Srinagar Smart City project and recently booked two of its senior officers in disproportionate assets cases.

"The removal of Abdul Wahid and his colleagues from the Anti Corruption Bureau (ACB) highlights the risks faced by officials who challenge corruption. It exposes nexus between the corrupt and most powerful," Mehbooba had said in a post on X.

She had alleged the action of "punishing the whistleblower" revealed the government's true intentions behind using various agencies, including the ACB, to raid properties of Kashmiris "under the guise of corruption investigations".

"(It) raises questions about the government's commitment to justice and accountability," the former chief minister had added.–(PTI)

*GoI signals renewed dialogue with Kashmiri Hurriyat leaders amid thaw in relations: Report*

Srinagar, Jan 18: Backchannel communications between the government of India and Kashmiri Hurriyat leaders have reportedly eased tensions, increasing the likelihood of the Indian government resuming peace talks with the Hurriyat leadership, *_Decan Chronicle reported._*

The initiative, previously hindered by concerns about its outcomes and the BJP’s assertive policies in Jammu and Kashmir, now appears to be gaining momentum.

The report quoting reliable sources said the government is keen to ‘broaden the peace constituency’ by re-engaging with the Mirwaiz Umar Farooq-led Hurriyat Conference in meaningful and sustained dialogue. This shift follows what is being described as a ‘change of heart’ among influential Hurriyat leaders, who have begun to see the futility of confrontation.

The Modi government has reportedly moderated its hardline approach due to shifting political dynamics in JK following recent assembly elections.

A BJP leader, speaking anonymously to Decan Chronicle, confirmed the government’s willingness to provide political space to some leaders and initiate open talks with the Hurriyat, citing a positive shift in their mindset. He referenced a viral video by Hurriyat executive member Abdul Gani Bhat, where Bhat criticised the Hurriyat movement as “directionless” and acknowledged its detrimental impact on the people of JK.

The BJP leader emphasised that engaging with the Hurriyat could be a strategic mechanism to “counter divisive forces and achieve broader goals,” although he did not elaborate on these objectives.

A Hurriyat leader acknowledged the ongoing backchannel negotiations, highlighting their importance in peacebuilding efforts. He reiterated that the Hurriyat has always been open to dialogue and pointed to the group’s active participation in discussions initiated by former Prime Minister Atal Bihari Vajpayee, under the principles of “Insaniyat, Jamhooriyat, and Kashmiriyat” (humanity, democracy, and Kashmiri cultural identity).

However, he criticised subsequent governments for failing to sustain these efforts. He noted that while the Congress-led UPA government under Manmohan Singh initially expressed support for dialogue, it did not follow through with concrete actions. He also recalled that the last formal meeting between Hurriyat leaders and Singh was in 2007, during which several proposals were submitted but never acted upon.–(FPK)

*Security forces launch search ops in Kathua, security beefed up in Jammu region*

Kathua/Jammu, Jan 17: The security forces launched a search operation following reports of suspected movement in Jammu and Kashmir’s Kathua district on Friday, sources said.

Security has been beefed up in the Jammu region ahead of the Republic Day celebrations, with top police officials directing supervisory security officers to maintain a high degree of vigilance in the hinterland and border areas. Frisking of people and checking of vehicles have also been intensified.

Acting on inputs about the movement of suspected persons, the police, Army and CRPF personnel backed by Village Defence Guards (VDGs) launched a search operation in the forest areas of the Billawar belt, sources said.

The area has been cordoned off and locals have been advised to remain indoors as the combing operation to track down the suspected persons continues, they said.

Additional troops have been rushed to the area and security has been further tightened in and around the suspected locations, they added.

The security arrangements across the Jammu region have been enhanced, with personnel from the Army, BSF, CRPF, police and VDGs maintaining high vigilance along the International Border (IB), Line of Control (LoC) and in the sensitive hinterland areas of various hilly and border districts.

Patrolling along the IB and LoC by the BSF and Army has been intensified, while border police units and members of VDGs have been activated to foil any infiltration attempts in the wake of the Republic Day.

Night ambushes along the border and night checkpoints (nakas) in the urban and rural areas have been strengthened to ensure round-the-clock vigilance, sources said.

Vehicle checks and frisking of people have also commenced in several areas, particularly in Jammu city.–(PTI)

*Availability of more spectrum will improve mobile services for common man: COAI DG*

New Delhi, Jan 17: The government's decision to make more spectrum available for mobile telephony will improve services for the common man, industry body COAI said on Friday.

The cabinet has approved refarming of 687 Mhz of spectrum for telecom services which will be made available to the industry in phases by 2028-29.

The "government has accepted the industry's requirement of 2000 Mhz of spectrum for mobile services. They have given us around 400 Mhz of spectrum and the (telecom) minister (Jyotiraditya Scindia) has promised us that this is not the end of it and you will get more. This will improve utilisation and services...to the common man," COAI Director General SP Kochhar said.

Scindia at an event organised by the Cellular Operators Association of India (COAI) shared that the Cabinet has approved the refarming of 687 Mhz spectrum for mobile services and more will be done based on the study by a committee of secretaries put in place by Prime Minister Narendra Modi.

He said initially 320 Mhz will be released, some by the end of next year and more by the end of 2028-29.

The telecom industry has been demanding to make 2000 megahertz of radiowaves available for mobile services in mid-bands, which are frequencies in the range of 1000 Mhz to 6000 Mhz.

Scindia, earlier in the day, said the government will ensure that the requirement of the industry is met and there are no hurdles in the digital telecom landscape of the country.–(PTI)

*16 Indians serving with Russian military 'missing': MEA*

New Delhi, Jan 17: India on Friday said 12 Indian nationals have been killed while serving with the Russian military and another 16 listed by Russia as missing.

Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal said a total of 126 Indians were serving with the Russian military and 96 of them have so far been discharged.

"Twelve Indian nationals have died in the (Russia-Ukraine) conflict, who were serving in the Russian Army," Jaiswal said, responding to a question at his weekly media briefing.

"Out of the 126 known cases of Indian nationals serving in the Russian armed forces, 96 individuals have already returned. They have been discharged from the Russian armed forces," he said.

Of the remaining 18 Indian nationals in the Russian armed forces, the whereabouts of 16 individuals are currently not known, he added.

"The Russian side has categorised them as missing," Jaiswal said.

The MEA is in touch with the families of all the 16 Indians categorised as missing by Russian authorities.

"We remain engaged with the Russian authorities to ascertain the whereabouts of the missing Indian nationals and for an early release and repatriation of those who remain," he said.

This week, the MEA confirmed the death of an Indian from Kerala.

The death of Binil TB, who hailed from Thrissur, was first made public on Monday by one of his relatives.

Jaiswal described Binil's death as "unfortunate".

The Indian embassy in Moscow is in touch with Russian authorities for bringing his body back, he said, adding that another resident of Kerala, who was injured, is currently being treated in a Moscow hospital.

"The embassy is in touch with him and Russian authorities for his well-being, and we are hopeful that he will return after his treatment," Jaiswal said.

Officials had confirmed the deaths of nine Indians till last year and Binil is believed to be the 10th casualty.

Following Binil's death, India pressed Russia to release all the Indians recruited by its military.

Prime Minister Narendra Modi had strongly raised the issue of early discharge of the Indian nationals working in the Russian Army during his talks with Russian President Vladimir Putin in Moscow in July last year.

In October last year, Indian officials said 85 Indian nationals have been discharged from the Russian military and efforts are on to secure the release of 20 more.

In August last year, the Russian embassy said Moscow and New Delhi are working in close coordination for an early "identification and discharge" of the Indian nationals who voluntarily joined contractual work in the military service and now want to return home.

Since April last year, the ministry of defence of the Russian Federation has stopped recruiting citizens of a number of foreign countries, including India, into the military service, it had said.–(PTI)

*India reports first HMPV cases; 5 children test positive in Karnataka, Tamil Nadu, Gujarat; JP Nadda says closely monitoring situation*

New Delhi, Jan 6: Five infants tested positive for the Human Metapneumovirus (HMPV) in Karnataka, Tamil Nadu, and Gujarat on Monday, the first reported cases of the virus in India.

Union Health Minister J P Nadda sought to assuage fears, saying the government is closely monitoring the situation and there is no reason to worry.

HMPV is a globally recognised respiratory virus that recently gained attention after its outbreak was reported in China. It is a viral pathogen that causes respiratory infections in people of all age groups.

While the Karnataka, Gujarat, and Maharashtra governments assured that there was no cause for alarm, the Delhi government directed all hospitals in the capital to remain fully prepared to manage a potential surge in respiratory illnesses with former Delhi chief minister Arvind Kejriwal urging the Centre to act swiftly to prevent a potential health crisis.

Two cases were detected in Karnataka by the Indian Council of Medical Research (ICMR) through routine surveillance for multiple respiratory viral pathogens.

A three-month-old girl with a history of bronchopneumonia was diagnosed with HMPV after being admitted to Baptist Hospital in Bengaluru. She has already been discharged, the health ministry said.

An eight-month-old boy with a history of bronchopneumonia tested positive for HMPV on January 3 after being admitted to Baptist Hospital. He is now recovering, it said.

Neither of the two have any history of international travel, the ministry underlined.

In neighbouring Tamil Nadu, two more children tested positive for the virus.

These two are the first cases to be reported from the city and are currently undergoing treatment in two hospitals, officials said.

The fifth case was reported from Gujarat's Ahmedabad. A two-month-old boy admitted to a private hospital in the city tested positive for HMPV. The infant, who hails from Dungarpur in Rajasthan, was hospitalised on December 24, 2024, with symptoms of respiratory infection.

Initially, the child needed ventilator support but his condition is stable now, Ahmedabad Municipal Corporation medical officer Bhavin Solanki said.

Union Health Minister Nadda said the government is closely monitoring the situation and there is no reason to worry.

He said HMPV is not a new virus and no surge in any of the common respiratory virus pathogens has been observed in the country.

In a video message, Nadda said in the wake of the recent reports of HMPV in China, the health ministry, the ICMR, the country's apex health research body, and the National Centre for Disease Control (NCDC) are keeping a close watch on the situation in China and other neighbouring countries.

The World Health Organization has "taken cognisance of the situation and will share the report shortly with us", he said.

"The country data for respiratory viruses available with ICMR and integrated disease surveillance programme has also been reviewed and no surge in any of the common respiratory virus pathogens is observed in India," Nadda said.

The joint monitoring meeting was held under the Chairmanship of DGHS on January 4 to review this situation.

"The health systems and surveillance network of the country remain vigilant in ensuring the country is ready to respond promptly to any emerging health challenge. There is no reason to worry we are closely monitoring the situation," he said.

He said that health experts have clarified that HMPV virus is not a new virus. It was first identified in 2001 and it has been circulating in the entire world. HMPV spreads through the air by way of respiration, Nadda stated.

This can affect persons of all age groups, he said.

The virus spreads more during winter and early spring months.

Earlier in the day, the health ministry said there was no unusual surge in Influenza-Like Illness or Severe Acute Respiratory Illness cases in the country.

NEWS FRONT KASHMIR(کشمیر)

India is well-equipped to handle any potential increase in respiratory illnesses and public health interventions can be deployed promptly if needed, it said.

The Delhi government, meanwhile, directed all the hospitals in the capital to remain fully prepared to manage a potential surge in respiratory illnesses.

In a directive marked "most urgent", Health Minister Saurabh Bharadwaj instructed the Health and Family Welfare Department to closely monitor the situation, and remain in constant touch with the Union health ministry for timely updates.

Meanwhile, Karnataka Health Minister Dinesh Gundu Rao said there was no need to panic as the infections detected are of old virus strains existing in the country and they are not life-threatening.

The minister who chaired a meeting of health department officials said the two infected infants are "normal".

"I don't think we should be pressing the panic button, because HMPV is not a new virus... HMPV is an existing virus and a certain percentage of people do get affected by it and it is not something new," Rao said.

The Karnataka government also said the HMPV was "not as transmissible as Covid-19" while Rao underlined that there was no need for Covid-like protocols as of now as there have been no "unnatural developments".

Gujarat Health Minister Rushikesh Patel assured people that the state government is prepared to tackle the situation.

Arrangements will be made for the diagnosis of HMPV in various government hospitals, the minister said, adding that the people should understand the viral infection symptoms and take measures accordingly.

Maharashtra Chief Minister Devendra Fadnavis said citizens must not panic and asserted his government will soon issue a comprehensive advisory on the situation.

The Brihanmumbai Municipal Corporation, meanwhile, said no HMPV case has been found in Mumbai.

West Bengal Chief Minister Mamata Banerjee also confirmed on Monday that no HMPV cases have so far been detected in the state.

HMPV was first discovered in 2001 and belongs to the Paramyxoviridae family. It spreads through respiratory droplets from coughing or sneezing, as well as by touching contaminated surfaces or coming into direct contact with infected individuals.–(PTI)

Assad regime executed dozens of Hamas members without trial, intelligence documents show

Dozens of leaders and members of the Hamas movement have been executed without trial in Syria by the ousted Assad regime.

Al-Quds Al-Arabi was told by Hamas sources that 94 members were executed in Syrian prisons without trial.

Intelligence documents found in the Syrian security services' headquarters after the fall of Assad's regime show that the order to arrest any cadre with proven links to Hamas remains in force.

Despite reconciliation two years ago, sources say Hamas remains designated as a traitor. The sources denied that any detainees had been released, including the Qassam Brigades' military commander, Mamoun al-Jaludi (Abu Jawdat).
