នាថ្ងៃពុធ ១៥ កើត ខែមាឃ ឆ្នាំរោង ឆស័ក ពុទ្ធសករាជ ២៥៦៨ ត្រូវនឹងថ្ងៃទី១២ ខែកុម្ភៈ ឆ្នាំ២០២៥ លោកមជ្ឈត្តករ សាន គីរី ប្រធាននៃមជ្ឈមណ្ឌលជាតិនៃមជ្ឈត្តការផ្នែកពាណិជ្ជកម្ម (ម.ជ.ម.) បានដឹកនាំសមាជិកក្រុមប្រឹក្សាប្រតិបត្តិ និងក្រុមការងារអគ្គលេខាធិការដ្ឋាន ម.ជ.ម. អញ្ជើញចូលជួបសម្តែងការគួរសម និងពិភាក្សាការងារជាមួយ ឯកឧត្តមសាស្ត្រាចារ្យបណ្ឌិតសភាចារ្យ សុក ស៊ីផាន់ណា ដែលជាទេសរដ្ឋមន្រ្តីទទួលបន្ទុកបេសកកម្មពិសេស (វិស័យពាណិជ្ជកម្ម និងសេដ្ឋកិច្ចអន្តរជាតិ) និងជាក្រុមប្រឹក្សាពិគ្រោះយោបល់របស់ ម.ជ.ម. នៅវិមានសន្តិភាព នៃទីស្តីការគណៈរដ្ឋមន្ត្រី។

កិច្ចពិភាក្សានៃជំនួបនេះ បានផ្ដោតទៅលើវឌ្ឍនភាពរបស់ ម.ជ.ម. ទិដ្ឋភាពទូទៅនៃសេវាសន្ធានកម្មរបស់ ម.ជ.ម. និងក៏ដូចជាវឌ្ឍនភាពវិស័យដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការនៅប្រទេសកម្ពុជា។ មិនតែប៉ុណ្ណោះ ឯកឧត្តមសាស្ត្រាចារ្យបណ្ឌិតសភាចារ្យ សុក ស៊ីផាន់ណា បានលើកឡើងអំពីកំណែទម្រង់ថ្មីៗនៅក្នុងបរិបទច្បាប់ និងការគាំទ្រទៅលើការប្រើប្រាស់យន្តការមជ្ឈត្តការ និងសន្ធានកម្មចំពោះប្រតិបត្តិការពាណិជ្ជកម្ម។

បន្ទាប់ពីកិច្ចពិភាក្សាបានឈានដល់ទីបញ្ចប់ នាឱកាសដ៏វិសេសនេះ លោកប្រធាន បានប្រគល់ជូននូវលិខិតថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះឯកឧត្តមសាស្ត្រាចារ្យបណ្ឌិតសភាចារ្យ ដែលបានផ្តល់យោបល់ និងទស្សនវិស័យដ៏មានតម្លៃ ក្នុងនាមជាក្រុមប្រឹក្សាពិគ្រោះយោបល់របស់ ម.ជ.ម. ព្រមទាំងបានប្រគល់ជូននូវសៀវភៅមជ្ឈត្តការពាណិជ្ជកម្មនៅកម្ពុជា ដែលជាកម្រងស្នាដៃនិពន្ធរបស់លោកប្រធានផ្ទាល់ និងកម្រងវិធានស្តីពីសេវាសន្ធានកម្មរបស់ ម.ជ.ម. ជូនដល់ឯកឧត្តមសាស្ត្រាចារ្យបណ្ឌិតសភាចារ្យផងដែរ។

On 12 February 2025, National Commercial Arbitration Centre (NCAC) under the direction of Mr. SAN Kiri, President of the NCAC led Member of the Executive Board and NCAC General Secretariat Team, for a courtesy meeting and fruitful discussion with His Excellency Professor Dr. SOK Siphana, Senior Minister in charge of Special Missions (Multilateral Trade and Economic Affairs) and Member of NCAC Advisory Council, at the Peace Palace of the Council of Ministers.

The discussion highlighted on the advancement of NCAC, the overview of the NCAC newly launched mediation services, as well as the development of the Alternative Dispute Resolution in Cambodia. In addition, His Excellency Professor Dr. SOK Siphana raised about recent reforms in the legal context of Cambodia and support for the use of arbitration and mediation mechanisms in commercial transactions.

Following this significant discussion, Mr. President SAN Kiri, presented appreciation letter to His Excellency Professor Dr. for invaluable advice and vision as a member of NCAC Advisory Council, as well as a copy of his newly published book namely Commercial Arbitration in Cambodia, and sets of Mediation Rules to His Excellency Professor Dr. to commemorating this special occasion.

On 08–09 February 2025, National Commercial Arbitration Centre (NCAC) successfully conducted the NCAC Commercial Mediation Training – Intake 1 at GIA Tower.

NCAC was honored to have Mr. Johnny TAN CHENG HYE, NCAC Advisory Board Member and Arbitrator Member, as the Trainer, sharing his expertise in mediation. Additionally, NCAC Registered Mediators contributed as Assessors, providing guidance and evaluation throughout the training.

This training course aimed to equip participants with essential mediation skills, preparing them to become qualified commercial mediators.

On 7 February 2025, Mr. Johnny TAN CHENG HYE, Member of the NCAC Advisory Board and NCAC Registered Arbitrator Member, hosted a briefing session for the Assessors in preparation for the NCAC Commercial Mediation Training – Intake 1, set to commence on 8 February 2025.

The session was attended by NCAC Registered Mediators who serve as assessors to evaluate the mediation training. Mr. Johnny delivered a comprehensive presentation, outlining the training framework, key procedures, and assessment criteria to ensure a structured and effective training course.

On 22 January 2025, National Commercial Arbitration Centre (NCAC) under the chairmanship of Mr. SAN Kiri NCAC President, has led NCAC Executive Board Members and General Secretariat Team participated in the courtesy meeting and discussion with His Excellency BUON Sarakmony, Secretary of State Ministry of Commerce (MoC), Highest Representative of Her Excellency CHAM Nimul, Minister of Commerce.

This courtesy meeting focused on the future collaboration between MoC and NCAC with the purpose of strengthening understanding and the use of arbitration mechanisms and collaborating in organizing workshops, training courses and activities to promote arbitration and mediation mechanisms to the users and relevant bodies.

To conclude this significant discussion, Mr. President SAN Kiri, presented fruit baskets to His Excellency BUON Sarakmony for the valuable discussion and a copy of his newly published book namely Commercial Arbitration in Cambodia, and sets of Mediation Rules to MOC, commemorating this special occasion.

On 15 January 2025, National Commercial Arbitration Centre (NCAC) with the Bar Association of the Kingdom of Cambodia (BAKC) co-organize a seminar under the topic "Introduction to Mediation Rules of National Commercial Arbitration Centre” at BAKC, under the chairmanship of Mr. SAN Kiri, NCAC President and His Excellency SAING Vannak, BAKC President. This seminar was held in the spirit of the Memorandum of Understanding between both institutions, with the purpose of promoting and fostering alternative dispute resolution in Cambodia.

This seminar featured our esteemed speaker Mr. BUN Youdy, Managing Partner of Bun & Associates, NCAC Arbitrator Member and Registered Commercial Mediator at NCAC.

During the seminar, esteemed speaker provided a comprehensive overview of NCAC Mediation Service, which serves as a fundamental framework for participants, especially BAKC Members who are seeking to understand and study on the implementation which beneficially for them to represent client in the mediation procedure or to pursue mediator as a profession in the future. Our esteemed speaker also underscored the practical experience as mediator that significantly demonstrated of actual implementation of NCAC Mediation Service.

In this special occasion, NCAC would like to express our sincere appreciation to our esteemed speaker for dedicating his precious time and imparting essential knowledge to the participants. This seminar will serve as a crucial step on enhancing commercial alternative dispute resolution mechanisms in Cambodia, thereby fostering the using of ADR to investors and business community.

For this training course, the number of trainees is limited to twelve (12) trainees only.​​ NCAC requires individuals to attend the training session in person at the designated venue organized by NCAC and individuals are required to complete all 5 (five) days of the training program.

កិច្ចពិភាក្សានៃជំនួបនេះ ផ្តោតទៅលើកិច្ចសហប្រតិបត្តិការនាពេលខាងមុខរវាង ក្រសួងយុត្តិធម៌ ម.ជ.ម. និង អ.ដ.ក. ក្នុងគោលបំណងពង្រឹង និងអភិវឌ្ឍនូវយន្តការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការឱ្យកាន់តែមានភាពរឹងមាំ និងរីកចម្រើន។ បន្ថែមពីនេះ ស្ថាប័នទាំងបីក៏បានពិភាក្សាទៅលើការបង្កើតឱ្យមាននូវសិក្ខាសាលានានា វគ្គបណ្ដុះបណ្ដាល និងសន្និសីទអន្តរជាតិ ដើម្បីពង្រឹងសមត្ថភាព និងការយល់ដឹងឱ្យកាន់ច្បាស់អំពីនីតិវិធីនៃការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការទៅកាន់អ្នកអនុវត្ត និងប្រើប្រាស់។

On 23 December 2024, the Executive Board Members and NCAC General Secretariat Team, under the direction of Mr. SAN Kiri, President of National Commercial Arbitration Centre (NCAC), had a courtesy meeting and fruitful discussion with His Excellency Dr. CHIN Malin, Permanent Secretary of State of the Ministry of Justice (MoJ) and Vice-Chair of the National Authority for Alternative Dispute Resolution (NADR), Highest Representative of His Excellency KOEUT Rith, Deputy Prime Minister, Minister of Justice and Chair of NADR.

This courtesy meeting focused on the future collaboration between MoJ, NCAC, and NADR, purposely and significantly to strengthen and modernize the alternative dispute resolution mechanism for solidity and effectiveness. Additionally, the three institutions explored opportunities to jointly organize seminars, webinars, trainings, and international conferences aimed to strengthen the capacity of practitioners and deepening users’ understanding of ADR procedures.

To conclude this significant discussion, Mr. President SAN Kiri, presented fruit baskets to His Excellency Dr. CHIN Malin for the valuable discussion beneficially for the three institutions. In addition, Mr. President also gifted to MoJ with copies of his newly published book namely Commercial Arbitration in Cambodia.

On December 5, 2024, National Commercial Arbitration Centre (NCAC) hosted a training session for students from the English Language Bachelor of Laws (ELBBL) program at the Royal University of Law and Economics (RULE). This initiative aimed to prepare the students for the prestigious 20th International Chamber of Commerce (ICC) Commercial Mediation Competition, scheduled to take place in February 2025 in Paris, France.

This practice session was led by Mr. SO Mosseny, NCAC Registered Mediator, who generously volunteered his time to serve as a mediator. He provided hands-on training, constructive feedback, and strategic guidance to help the students, Ms. TAING Kimsou and Ms. KOEUT Sokunpanita, prepare for the competition.

NCAC is proud to support these aspiring legal professionals and remains committed to fostering the growth of alternative dispute resolution in Cambodia.

នាថ្ងៃទី១៨ ខែវិច្ឆិកា ឆ្នាំ២០២៤ មជ្ឈមណ្ឌលជាតិនៃមជ្ឈត្តការផ្នែកពាណិជ្ជកម្ម (ម.ជ.ម.) បានរៀបចំវេទិកាពិភាក្សាអនឡាញស្តីពី៖ "មូលហេតុដែលគួរជ្រើសរើស វគ្គបណ្តុះបណ្តាលជំនាញមជ្ឈត្តការផ្នែកពាណិជ្ជកម្ម" ដែលមានការចូលរួមពីសំណាក់គ្រូបង្គោល ព្រមទាំងអតីតសិក្ខាកាមនៃវគ្គបណ្ដុះបណ្តាលជំនាញមជ្ឈត្តការពាណិជ្ជកម្មជាវាគ្មិនកិត្តិយស។

In the evening of October 31, 2024, Ms. Math Fanita, Secretary General of the National Commercial Arbitration Centre (NCAC), was invited to deliver an insightful session as a guest lecture on alternative dispute resolution in Cambodia by Professor Paul Mornet, Program Director of Dual Master’s Degree Program in International Business Law to Year 2 students enrolled in the program at the Royal University of Law and Economics (RULE). This special session, organized within the framework of the Alternative Dispute Resolution and Arbitration course taught by Professor Dario Simone Palmiotti.

Ms. Secretary General presented an overview of NCAC background and NCAC services such as: Commercial Arbitration and Mediation Service, as well as the best practices and discussed recent developments in Cambodia’s arbitration and mediation landscape.

NCAC hopes that this session will inspire and equip students with an insightful understanding of arbitration and mediation practice in Cambodia which is the alternative dispute resolution mechanism and contribute to the growing of this sector.

On Friday, 27 September 2024, National Commercial Arbitration Centre (NCAC) bid farewell to Mr. KHUT Oudam, NCAC Case Manager, he intend to pursue new opportunities in legal field as he endeavors to advance toward his future goal.

Throughout the past almost 4 years, Mr. Oudam has performed admirably and accomplished significant achievements for NCAC. Mr. Oudam has been diligently in his duties and creativity. He have done very well in the position as NCAC Case Manager.

Commercial Arbitration Skills Training Course Intake9, Introductory Level

National Commercial Arbitration Centre (NCAC) is pleased to inform the public that: NCAC is now opening the Commercial Arbitration Skills Training Course Intake9, Introductory Level which will be held from 23 November 2024 onward.

For this training course, NCAC will allow trainees who are residing or on a mission oversea to attend the course remotely via Zoom Platform. In particular, trainees who are residing or working in Cambodia must attend the course physically at the venue.|

On 17 September 2024, National Commercial Arbitration Centre (NCAC), Chairman of NCAC Membership Committee Mr. LIM Veasna, Chairman of Disciplinary Committee Mr. SO Mosseny, and NCAC Secretary General Ms. MATH Fanita, had welcomed and conducted an insightful meeting with the esteemed delegation from the Lawyers Association of Guizhou Province, led by Mr. ZHU Shan, Deputy to the National People's Congress and Chairman of the Supervisory Board of the Guizhou Lawyers Association. This momentous occasion served as a testament to NCAC's commitment to promoting commercial arbitration and fostering a deeper understanding of its processes.
