If that doesn't work, use manual activation via editing the .vmoptions file:
1. Open the IDE and from the gear icon menu select
Edit Custom VM Options
2. Paste in the opened window
--add-opens=java.base/jdk.internal.org.objectweb.asm=ALL-UNNAMED
--add-opens=java.base/jdk.internal.org.objectweb.asm.tree=ALL-UNNAMED
-javaagent:/path/to/ja-netfilter.jar=jetbrains
where /path/to the path where you unpacked the jetbra archive
3. Close and restart the IDE, enter the activation code from 3.jetbra.in
Don't pay attention to the version that is specified on the website
