💬 Nous, ministres des Affaires étrangères de la Fédération de Russie et des États africains reconnus par l’Organisation des Nations Unies (l’ONU), dirigeants de la Commission de l’Union africaine et des organes exécutifs des organisations d'intégration majeures de l'Afrique, ainsi que leurs représentants, sommes réunis le 10 novembre 2024 dans la Fédération de Russie, territoire fédéral Sirius, pour participer à la première conférence ministérielle du Forum de partenariat Russie-Afrique.

Nous nous félicitons du niveau stratégique de la coopération russo-africaine et nous apprécions positivement le rythme de mise en œuvre des accords conclus lors du premier (Sotchi, 23-24 octobre 2019) et du deuxième (Saint-Pétersbourg, 27-28 juillet 2023) sommets Russie-Afrique et énoncés dans leurs documents finaux, y compris le Plan d’action du Forum de Partenariat Russie-Afrique pour 2023-2026.

Nous réaffirmons l'intention de poursuivre notre coopération au niveau stratégique afin de créer un ordre mondial garantissant la paix et la sécurité internationales pour tous, les possibilités égales pour le développement de tous les États, la préservation de leurs identités culturelles et civilisationnelles quels que soient leurs systèmes politiques, économiques ou sociaux, leur situation géographique, leurs potentiels démographiques et militaires et leurs ressources.

Nous saluons l’adoption par les chefs des délégations participant à la première conférence ministérielle du Forum de partenariat Russie-Afrique des déclarations communes :
- sur les mesures visant à créer un système de sécurité internationale de l'information juste, transparent et équitable,
- sur le renforcement de la coopération dans la lutte contre le terrorisme,
- sur les questions d'actualité relatives à l'exploration et l'utilisation de l'espace à des fins pacifiques.

🔹 Coopération dans le domaine de la politique

Nous considérons le développement d'un partenariat constructif avec l'Union africaine et les organisations d'intégration africaines majeures comme la priorité de la politique étrangère de la Fédération de Russie et des États africains.

🔹 Coopération dans le domaine de la sécurité

Nous confirmons l'importance du principe des « Solutions africaines aux problèmes africains » pour le règlement des conflits.

🔹 Coopération dans le domaine commercial et économique

Nous exprimons notre volonté à poursuivre nos efforts conjoints pour renforcer la voix et la représentation des pays du continent africain dans l'architecture de la gouvernance économique mondiale.

🔹 Coopération dans les domaines de l'éducation, des soins de santé, de la culture, des sports, de la politique de la jeunesse et des médias

Nous notons avec satisfaction la coopération dynamique entre la Fédération de Russie et les États africains dans le domaine de la culture.

🔹 Coopération dans le domaine de la protection de l'environnement et du climat

Nous préconisons d'intensifier les efforts pour consolider les approches aux questions environnementales et climatiques internationales sur les plateformes spécialisées de l'ONU, pour empêcher la politisation des activités dans ces domaines.

🔹L'Occident a poussé la situation jusqu’au coup d'État en Ukraine (en 2014) et a forcé la Russie à lancer une opération militaire spéciale. En ce sens, il a obtenu ce qu'il voulait ;

🔹Les appels de l'Occident à infliger une défaite stratégique à la Russie, une puissance nucléaire, font preuve d’un aventurisme démesuré;

🔹La Russie est prête à des négociations de paix sur l'Ukraine, sur la base des réalités actuelles et des accords déjà atteints à Istanbul;

🔹L'expansion de l'Otan vers l'Est ressemble de plus en plus à une intervention rampante visant à détruire la Russie;

🔹L'Occident a tenté de porter un coup écrasant à la Russie et de la bannir de la politique et de l'économie mondiales, mais il a échoué;

🔹La Russie ne perçoit pas la civilisation occidentale comme un ennemi et ne divise pas le monde en «nous» et en «eux»;

🔹L'Otan est le seul bloc restant dans le monde et un anachronisme flagrant;

🔹Même parmi les membres de l'Otan, certains manifestent leur intérêt pour une collaboration étroite avec les BRICS;

🔹Le monde a besoin de la Russie, quelles que soient les décisions des patrons de Washington et de Bruxelles;

🔹L'ancien ordre mondial est révolu, le nouveau est au cœur des rivalités et des batailles du moment;

🔹Dans le monde multipolaire qui se dessine, il ne doit pas y avoir de pays ou de peuples perdants, personne ne doit se sentir démuni;

🔹L'existence même de la Russie est la garantie d'un développement prospère du monde.

• Nous constatons avec satisfaction que le rythme impulsé par les deux précédents sommets contribue à renforcer progressivement nos relations. Nous observons des progrès significatifs dans tous les domaines.

• En 2023, nous avons atteint un record historique dans notre commerce bilatéral, avec un volume de 24,5 milliards de dollars. Il est évident que ce chiffre ne reflète pas tout le potentiel que nous avons à exploiter, et nous devons nous efforcer de le libérer pleinement.

• Les liens dans les domaines industriels et humanitaires se développent également à un rythme dynamique. La diversité des 18 panels de discussion, tenus lors des journées précédentes, en est un témoignage.

• À l’issue de nos échanges d’aujourd’hui, une déclaration sera adoptée, qui inclura de nouvelles priorités et des idées dignes d’être présentées à nos présidents dans la préparation du prochain, troisième, Sommet Russie-Afrique.

🇷🇺🇹🇳 9 ноября в Сочи «на полях» первой министерской конференции Форума партнёрства Россия - Африка состоялась встреча Министра иностранных дел Российской Федерации С.В.Лаврова с Министром иностранных дел, по делам миграции и тунисцев за рубежом Тунисской Республики Мухаммедом Али Нафти.

В ходе беседы были обсуждены ключевые направления дальнейшего поступательного развития традиционно дружественных российско-тунисских отношений, включая поддержание регулярного доверительного политического диалога, наращивание торгово-экономического и культурно-гуманитарного взаимодействия.

При обмене мнениями по актуальным вопросам региональной и международной повестки дня особое внимание было уделено беспрецедентному обострению застарелого ближневосточного конфликта, а также ситуации на Севере Африки.

🇷🇺🌍 À l'approche de la Première conférence ministérielle du Forum de partenariat Russie-Afrique, qui se tiendra les 9 et 10 novembre 2024 à Sotchi, il convient de rappeler les résultats du Deuxième sommet Russie-Afrique, dont l'un des principaux acquis a été la création de ce format de dialogue au niveau ministériel.

Le 2023 Sommet Russie-Afrique est un événement majeur dans les relations russo-africaines, visant à porter notre partenariat mutuellement bénéfique à un nouveau niveau, afin de relever les défis du XXIe siècle.

L’objectif de cet événement est de renforcer la coopération intégrée et équitable entre la Russie et les pays africains dans tous ses domaines : politique, sécurité, économie, science et technologie, culture et action humanitaire.

🌐 Malgré la pression sans précédent exercée par l'Occident, des délégations officielles de 48 pays (dont 27 ont été représentés au plus haut niveau, soit par leurs premiers ou deuxièmes responsables d'État) ainsi que des représentants des cinq plus grandes organisations d'intégration du continent ont pris part au Sommet.

🤝 En marge du Sommet, le Président russe Vladimir Poutine a tenu près de 20 entretiens avec des chefs d'État africains et des responsables d'organisations régionales.

✍️ En 2023, l'événement à Saint-Pétersbourg a donné lieu à la signature de plusieurs accords bilatéraux aux côtés de la Déclaration finale du Sommet.

💬 Vladimir Putin: The moment of truth is fast approaching.

The former world arrangement is irreversibly passing away, actually it has already passed away, and a serious, irreconcilable struggle is unfolding for the development of a new world order. It is irreconcilable, above all, because this is not even a fight for power or geopolitical influence.

It is a clash of the very principles that will underlie the relations of countries and peoples at the next historical stage. Its outcome will determine whether we will be able, through joint efforts, to build a world that will allow all nations to develop and resolve emerging contradictions based on mutual respect for cultures and civilisations, without coercion and use of force. And finally, whether the human society will be able to retain its ethical humanistic principles, and whether an individual will be able to remain human.

At first glance, it might appear that there is no alternative. Yet, regrettably, there is. It is the dive of humanity into the depths of aggressive anarchy, internal and external splits, the erosion of traditional values, the emergence of new forms of tyranny, and the actual renunciation of the classical principles of democracy, along with fundamental rights and freedoms.

Increasingly often, democracy is being interpreted not as the rule of majority but of minority. Traditional democracy and the rule of the people are being set against an abstract notion of freedom, for the sake of which, as some argue, democratic procedures, elections, majority opinion, freedom of speech, and an unbiased media can be disregarded or sacrificed.

The peril lies in the imposition of totalitarian ideologies and making them the norm, as exemplified by the current state of Western liberalism. This modern Western liberalism, in my view, has degenerated into extreme intolerance and aggression towards any alternative or sovereign and independent thought. Today, it even seeks to justify neo-Nazism, terrorism, racism, and even the mass genocide of civilians.

Moreover, there are international conflicts and confrontations fraught with the danger of mutual destruction. Weapons that can cause this do exist and are being constantly improved, taking new forms as the technologies advance. The number of nations possessing such weapons is growing, and no one can guarantee that these weapons will not be used, especially if threats incrementally multiply and legal and moral norms are ultimately shattered.

❗️We have come close to the dangerous point.

The West’s calls to inflict a strategic defeat on Russia, a nation with the largest arsenal of nuclear weapons, reveal the reckless adventurism of certain Western politicians.

Such blind faith in their own impunity and exceptionalism could lead to a global catastrophe.

Efforts to cling to their diminishing power through force result only in widespread instability and more tensions, leading to casualties and destruction. However, these efforts fail to achieve the desired outcome of maintaining absolute, unchallenged power.

For the march of history cannot be halted.

🗓 On November 7, 1941, the historic military parade took place on the Red Square in Moscow marking the 24th anniversary of the Great October Socialist Revolution.

The parade was organised and held, when the Nazi forces were already approaching the Soviet capital — at the time an unthinkable endeavour.

Not only was it a defiance of Hitler's war machine and inhumane regime, but a testament to the unbending will of the Soviet people, the parade showed the Red Army soldiers and officers’ resilience and determination.

The march involved some 28'500 servicemen, as well as 140 artillery pieces, 160 tanks, and 232 vehicles. From the Red Square, Soviet soldiers and officers headed directly to the front, ready to defend their Motherland from the Nazis no matter the hardships and seemingly improbable odds.

The military parade became a symbol of the Soviet people’s fortitude and courage, inspired them in their fight against German aggression. It bolstered the USSR’s international prestige and strengthened the Allied coalition.

⚔️ A month later, the “invincible” Wehrmacht suffered its first major defeat, and Hitler’s ambitious blitzkrieg plan against the Soviet Union was thwarted.

In 2004, a federal law was passed designating November 7 as a Day of Military Glory in Russia in honour of the Red Square military parade. Ever since, festive concerts and exhibitions commemorating this event have been held annually across the country.

Following the bloody state coup in 2014, the neo-Nazi regime in Kiev embarked on a systematic campaign to eradicate all that is associated with the Russian World. Russians, Russian speakers, and individuals simply affiliated with Russian culture came under assault. <...>

In Ukraine, the use of the Russian language is legally prohibited across various areas, from education and media to daily life. In late September, yet another law banning the canonical Ukrainian Orthodox Church was passed. The West is not just keeping silent, but is vocally proclaiming its support for Ukraine which allegedly "upholds European values".

Notably, protecting the rights and freedoms, as well as the legal interests of the Russian people and Russian speakers should be an integral part of a political settlement in Ukraine, alongside ensuring Ukraine’s non-aligned, neutral, and non-nuclear status, and eliminating any and all threats to Russia’s security that may come from within its borders. <...>

🌐 We will continue working alongside our like-minded partners to shape a fairer multipolar world order that relies on civilisational diversity of the modern-day world. We will keep pursuing our independent foreign policy and expanding mutually beneficial cooperation with every country that is willing to cooperate on the basis of equality, trust, and an honest balance of interests, thus contributing to an atmosphere of mutual understanding among nations. 🇷🇺⚓️🇹🇳 26 октября в Доме культуры «Шейх Идрис» тунисского города Бизерта состоялось торжественное открытие выставки «Под солнцем Африки: русские в Тунисе».

Церемонию посетило свыше 100 гостей, среди которых были чиновники региональной администрации и мэрии города, тунисские деятели культуры, российские соотечественники, проживающие в Тунисе, представители СМИ обеих стран.

Напомним, что масштабный проект состоит из двух выставок - «Последние гардемарины», подготовленную Домом русского зарубежья имени Александра Солженицына и «Вдали от России», которую реализовала Тунисская ассоциация «Российское наследие» при поддержке Россотрудничества и Русского дома в Тунисе.

We are delighted to welcome you.

Our previous meeting took place in June of this year in St Petersburg, on the sidelines of the International Economic Forum, where we deliberated on matters pertaining to the future operations of the Bank.

We hold in high regard the accomplishments you have achieved in recent years. It is, indeed, a strong, evolving and promising financial institution. Since 2018, the Bank has funded about one hundred projects, amounting to a total of $33 billion.

The increase in the share of settlements denominated in national currencies helps reduce debt servicing costs, strengthen the financial independence of #BRICS states, and minimise geopolitical risks, that is, free economic development from political influence, as much as possible in today’s world.

As the BRICS chair this year, we anticipate your active engagement in the leaders' meeting at the BRICS summit in Kazan. As you are aware, your meeting with the leaders and your presentation on the Bank's operations are also scheduled.

Le matériel militaire occidental continue de montrer son inefficacité sur le champ de #bataille en #Ukraine. Certains équipements et engins sont tout simplement détruits, et d'autres deviennent des trophées de guerre pour les troupes russes. Le prix international «L’écologie est l’affaire de tous» a été créé par le Service fédéral de surveillance des ressources naturelles (Rosprirodnadzor) le 31 mars 2021 et se
déroule chaque année (Rosprirodnadzor est l’organe principal de contrôle en Fédération de Russie pour la protection et la préservation de l’environnement, y compris les espèces
animales en voie de disparition). La réception des candidatures est ouverte du 1er août 2024 au 1er avril 2025. Pour participer au concours, il est nécessaire de s’inscrire sur le site. Ensuite, les travaux peuvent être téléchargés en nombre illimité jusqu’au 1er avril 2025. Les résultats seront annoncés en juillet/août 2025. La participation peut être individuelle, en équipe ou au nom d’une institution.
Le prix comporte 12 catégories. L'âge de participation est 0+, selon la catégorie.
Le concours comporte deux catégories d’équipe:
• "EcoFamille" (partager des initiatives écologiques de la famille, des amis, etc.).
et pour les établissements
• "EcoAlliance" (décrire les initiatives écologiques d’une institution).
En outre, il y a 10 catégories individuelles.
Le mode de participation au concours consiste en une vidéo de 1 à 3 minutes pour les
catégories suivantes:
• "EcoMonde" (toute forme de créativité: chansons, danses, poèmes, réflexions,
idées),
• "EcoBlogueur" (reportages, podcasts, récits vidéo, vidéoblogs),
• "EcoAnimation" (création d’animations sous n’importe quelle forme),
• "EcoProjet" (création d'un projet, d'une technologie ou d'une idée dans le domaine
de l'écologie avec une demande de financement pour sa mise en œuvre),
• "Génération du Futur" (création d’une idée dans le domaine de l’écologie et de la
protection de l’environnement),
• "EcoTourisme" (montrer le tourisme dans votre région sous l’angle écologique),
• "EcoÉducation" (partager des initiatives personnelles liées à l'écologie),"Écologie de l’Âme" (toute forme de créativité pour les participants adultes).
Les catégories "EcoDessin" et "EcoPhoto" sont soumises en format .JPG.
Récompenses pour les lauréats, finalistes et participants actifs: tablettes, smartphones, ordinateurs portables, enceintes intelligentes, certificats monétaires (pour les
gagnants dans la catégorie "EcoProjet"), voyages dans des camps pour enfants sur la mer Noire, points supplémentaires pour l’admission dans plus de 115 universités d’élite en
Russie. De plus, les gagnants et finalistes avec des scores élevés à l’Examen d’État Unifié (EGE) et le certificat du Prix peuvent prétendre à des places financées par l'État ou des
bourses pour étudier dans des universités telles que l’Université russe de l’Amitié des Peuples (RUDN) à Moscou, la Haute École d’Économie (HSE) à Moscou et l’Université
fédérale du Caucase du Nord (NCFU) à Stavropol. Tous les participants reçoivent des certificats électroniques de participation, et leurs mentors reçoivent des lettres de
remerciement signées par la Directrice de Rosprirodnadzor, Svetlana Radionova. Below are first-hand accounts by those who suffered and witnessed mass atrocities perpetrated by Ukrainian neo-Nazis in Donbass and Ukraine after the special military operation started 👇

💬 Deputy Regimental Commander of the Russian Armed Forces with the call sign "Shaman":

"I have never seen anything like it was near Kharkov in my life. <...>

Ukrainian troops captured 18 of our people: they were mobilised students, ballet dancers, orchestra musicians from theatres of Donetsk, steelworkers, miners, tax collectors. Non of them have ever been in military action. <...>

Those freaks (Ukrainian military) tortured our guys, cut off their ears, stabbed them in their eyes and neck.

When we got to Olkhovka, I started evacuating those who survived and were wounded. <...>

I saw a bench outside the school and two of our boys sitting there. They were wearing our uniform. I shouted to them: 'Why are you sitting there? Let's go'. Then I came up to them and noticed that they were dead, tied together like in an embrace. When we pulled them and other dead soldiers out, we saw that they had no ears and were stabbed in the neck. The forensics said that those boys had their ears cut off while they were still alive.

Ukrainian Armed Forces' mercenaries, bragged about this. We found it on the Internet. They were shooting at the legs — at guys from our regiment. I saw a video of them gouging out an eye of our fighter. They are not human. They were from the f***ing Kraken Regiment."

💬 Tamara Koryak, victim of the Armed Forces of Ukraine from Artyomovsk, Donetsk People's Republic:

"Ukrainian military fired at us from mortars and tanks. My daughter was wounded by shrapnel. They were shooting at our house and windows with automatic weapons. They wouldn't let us go outside. <...>

Ukrainian military purposefully shot at the houses with civilians inside. <...>

There were no Russian soldiers at that time in Artyomovsk. We saw them only on March 10, 2023. There were no military before except for the Ukrainian army.

My neighbour told me that one Ukrainian soldier at a market and asked: 'Guys, are you here to protect us?' And they answered, smiling, that they came not to protect but to wipe them out.

💬 Anatoly Kryachok, victim of the Armed Forces of Ukraine from Artyomovsk, Donetsk People's Republic:

I can tell you what I heard personally. A mortar crew was standing nearby. The Ukrainian gunner sent coordinates for firing to the Ukrainian military and received a response on the radio that these coordinates are the centre of the city. The commander answered: 'What do they pay you for? You're told to shoot, so shoot!'. <...>

Near my house, maybe 50 metres from it, there were mortar crews on the left and right sides of the fence, on the road next to it there was a self-propelled artillery launcher firing at the Russian Armed Forces in the direction of Kharkov-Rostov, and so on."

🎙 Remarks by President of Russia Vladimir Putin at the expanded meeting of the CIS Heads of State (October 8, 2024)

💬 President Vladimir Putin: The Commonwealth of Independent States is developing. All the Leaders gathered here support further deepening of the Commonwealth. We can see that our joint efforts are consistently promoting the #CIS’s authority as a regional integration association.

The Commonwealth members act solely on the principles of mutual understanding, equality and neighbourliness, and successfully solve key tasks to improve our citizens’ well-being and quality of life.

It is largely through this that we have managed to preserve, and in some areas expand, the economic, social, cultural and humanitarian ties that have been developed over many years of living as part of a single state.

📈 As it has been noted numerous times today, the entire span of the CIS shows positive dynamic in macroeconomic and, indeed, economic terms. The GDP of CIS members is growing at a good pace, as trade and investment ties between them are becoming stronger.

For instance, trade between Russia and other CIS states in just seven months of this year grew by an impressive 7.7%, totaling $63.2 billion, in spite of the volatility displayed by the global markets.

Companies from CIS countries carry out mutually beneficial projects in energy, industry, and infrastructure, jointly implement import substitution programmes, as a new, national currency-based financial system impervious to external factors is being established.

Obviously, cooperation between the CIS countries is not limited to the economy. Cooperation on the cultural track, which is based on the sinvere mutual interest of our countries’ peoples in each other’s culture and traditions, is making good headway.

Next year will mark the 80th Anniversary of the Victory of the Soviet people in the Great Patriotic War. In this regard, a joint Appeal to the Commonwealth nations and the world community will be adopted following the results of our meeting. <...>

☝️ In the current difficult global situation, it is crucial that all CIS states advocate the formation of a fair world order based on universally recognised principles of international law with the pivotal role of the UN. We constantly coordinate positions on key global and regional issues, and our approaches are traditionally close or completely coincide.

Об итогах президентских выборов в Тунисе 🇹🇳

🗳 6 октября в Тунисе состоялись президентские выборы. Согласно данным, обнародованным Независимой высшей избирательной комиссией, уверенную победу на них одержал действующий глава государства К.Сайед, которого поддержали свыше 90% участвовавших в голосовании тунисцев.

Голосование прошло в спокойной обстановке. Серьёзных нарушений, способных повлиять на итоги волеизъявления, зафиксировано не было.

Убедительные результаты голосования свидетельствуют о доверии тунисских граждан Президенту К.Сайеду и проводимому им курсу, призванному обеспечить дальнейшее поступательное развитие страны.

🇷🇺🇹🇳 Российская сторона подтверждает принципиальный настрой на укрепление взаимовыгодного сотрудничества с Тунисом на благо наших народов, в интересах обеспечения стабильности и безопасности на Ближнем Востоке и в Северной Африке.

Une délégation d'observation russe dirigée par M. Alexandre Kourdumov, Membre de la Commission électorale centrale de la Fédération de Russie, s'est rendue en Tunisie pour suivre les élections présidentielles sur l'invitation de la Partie Tunisienne. Après avoir visité des bureaux de vote le 6 octobre a.c., les observateurs ont constaté le bon déroulement des élections, tout en saluant les efforts des autorités tunisiennes pour que tout le processus électoral soit réalisé conformément à la législation nationale. Lors de son séjour à Tunis, la délégation a également rencontré M. Farouk Bouasker, Président de l'Instance supérieure indépendante pour les élections de la République Tunisienne, pour discuter le renforcement de la coopération bilatérale en la matière dans le cadre d'un mémorandum conclu en mars 2024 à Moscou.

In Russia's Kursk region, the Ukrainian Armed Forces shot civilians, including women, children and the elderly, both in their own homes and while attempting to evacuate in civilian vehicles, with full understanding of the nonmilitary status of the victims.

The Kiev regime, which, with the support of Western countries, systematically and purposefully killed Russian citizens with small arms, unmanned aerial vehicles, by shelling private homes with artillery and multiple rocket launchers.

Such actions of the Kiev regime are qualified as massive war crimes and gross violations of the Geneva Conventions and their Additional Protocols. These conventions and protocols set out the obligations of countries to provide mandatory protection to civilians and explicitly state that ‘at any time and in any place whatsoever, attacks on life and person, in particular all forms of killing, remain prohibited’. Under the international humanitarian law, women and children are also to be given special protection.

❗️ The testimonies of victims presented in the report prove that the Kiev regime has systematically and flagrantly violated the Geneva agreements and committed war crimes on a massive scale, which, according to international law, has #NoStatuteofLimitations.
