Ethiopia opens multimodal transport sector to private investors, first licenses to be issued

Ethiopia is set to end the state monopoly on the multimodal transport sector this month, opening the industry to private investors. The Ethiopian Maritime Authority has announced that the first three private multimodal operators will be accredited and granted work permits in October, with operations expected to commence within six months.

Out of eight organizations that applied for multimodal work, only three—Panafric Global, Tikur Abay Transport, and Cosmos Multimodal Operation—met the government’s criteria for accreditation.

መኪና አስመጪዎች በበኩላቸው መንግስት እስካሁን ተሽከርካሪዎቹን ያስቆያቸው በአዲሱ የምንዛሬ ተመን ለማስከፈል ነው አሉ

በነዳጅ የሚሰሩ ተሽከርካሪዎች ወደ ሀገር ውስጥ እንዳይገቡ ክልከላ ከተጣለ ወዲህ በጅቡቲ እና ድሬዳዋ ተከማችተው የሚገኙ ተሽከርካሪዎች ወደ ሀገር ውስጥ እንዲገቡ መመርያ መተላለፉን ከአንድ የገንዘብ ሚኒስቴር ደብዳቤ ተመልክተናል።

ከየካቲት 26/2016 ዓ/ም በፊት ግዢ የተፈፀመባቸው ተሽከርካሪዎች ወደ ድሬዳዋ ተጓጉዘው የመንግስትን ውሳኔ ሲጠባበቁ ነበር።

ይህ ከትናንት በስቲያ፣ ሀሙስ እለት በገንዘብ ሚኒስትሩ አቶ አህመድ ሺዴ የተፈረመ ደብዳቤ በድሬዳዋ እና ጅቡቲ የሚገኙት እነዚህ ተሽከርካሪዎች "ጥንቃቄ በተሞላበት ሁኔታ መረጃቸው ተይዞ ሀገር ውስጥ እንዲገቡና የጉምሩክ ስነስርዐት እንዲፈፀምባቸው በመንግስት ውሳኔ ተሰጥቷል" ብሏል።

ደብዳቤው አክሎም የጉምሩክ ዲክላራሲዮን ተቀባይነት በሚያገኝበት ቀን በሚኖረው የምንዛሬ ተመን መሰረት ቀረጥ እና ታክስ ተከፍሎባቸው እንዲገቡ መወሰኑን ይገልፃል።

ይሁንና መሠረት ሚድያ ያነጋገራቸው የተሽከርካሪ አስመጪዎች መንግስት እስካሁን ተሽከርካሪዎቹን ያስቆያቸው በአዲሱ የምንዛሬ ተመን ለማስከፈል አስቦ መሆኑን በመጥቀስ በአሁን ሰአት በርካታ አስመጪዎች ከስራ ውጪ ስለቆዩ የሚከፍሉት እንኳን እንደሌላቸው ተናግረዋል።

መንግስት በነዳጅ የሚሰሩ ተሽከርካሪዎች ወደ ሀገር እንዳይገቡ ወሳኔ ማሳለፉን የትራንስፖርት እና ሎጅስቲክስ ሚኒስትር ያስታወቀው ከ10 ወር በፊት ነበር።

የገንዘብ ሚኒስትር እንደገለፀው የጥቅምት ወር የደመወዝ ክፍያ በአዲሱ በተሻሻለው የደመወዝ ስኬል መሰረት መሆን ይጀምራል ብሏል። ለዚህም በቂ ዝግጅት ከመደረጉ በላይ የአፈፃፀም መመሪያ መዘጋጀቱን አስታዉቋል ።

ከዚህ ቀደም በተደረገዉ ማሻሻያ ላይ የመንግስት ሰራተኞች ያቀረብትን ቅሬታ አስመልክቶ አዲሱ የደመወዝ ማሻሻያ ጥናት: የሚኒስትሮች ምክር-ቤት ከማፅደቁ አስቀድሞ ሰራተኞችን ማወያየት እንዳለበት እና በድጋሚ መታየት እንደሚኖርበት ተጠይቆ ነበር።

እነዚሁ ሠራተኞች እንደገለፁት የደመወዝ ማሻሻያው አሁን ያሉበትን የኑሮ ሁኔታ እንደተባለውም ከግምት ያላስገባና እንደጠበቁት እንዳልሆነ ማስረዳታቸው ይታወቃል።

ይሁን እንጂ የገንዘብ ሚኒስቴር ደመወዝ ማሻሻያ ረቂቅ ለሚኒስትሮች ምክርቤት በቀን 28/12/2016 ዓ.ም ያቀረበዉ ከሰሞኑ በካቢኔው መፅደቁን አስታዉቋል።

ሚኒስትሩ አህመድ ሽዴ እንዳስታወቁት " በአጠቃላይ ሪፎርሙ በህብረተሰቡ ላይ የተለየ ጫና አለማምጣቱን እና የተፈራው የዋጋ ንረት አለመድረሱን " የተናገሩት የካቢኔው የ 100 ቀን አፈፃፀም ግምገማ አስመልክተው በሰጡት ማብራሪያ ነዉ።

ይህ በእንዲህ እንዳለ ካፒታል ማሻሻያው ተከትሎ በወቅቱ በሰራዉ ዘገባ የደሞዝ ጭማሪ መኖሩን መንግስት መናገሩን ተከትሎ በማግስቱ  የሁሉም ነገር ዋጋ በሁለት እጥፍ ጨምሯል። በዚህም ሰራተኛዉም ሆነ በዝቅተኛ ኑሮ ላይ የነበሩት ሰዎች ምንም የተሰጣቸዉ ነገር ሳይኖርና ጭማሪ እጃቸዉ ሳይገባ የኑሮ ዉድነቱ ተባብሶ ቀጥሏል ሲሉም ሁኔታዉን በምሬት ገልፀዉለት እንደነበር ይታወሳል።
