Joint Statement on the First Round of Technical Negotiations between Somalia and Ethiopia within the scope of the Ankara Process

The first round of technical negotiations between Somalia and Ethiopia within the scope of the Ankara Declaration adopted on 11 December 2024 took place today in Ankara hosted by H.E. Hakan Fidan, Minister of Foreign Affairs of Türkiye, with the participation of delegations headed by H.E. Dr. Gedion Timothewos, Minister of Foreign Affairs of Ethiopia, and H.E. Ali Mohamed Omar, State Minister for Foreign Affairs of Somalia.

By virtue of the Ankara Declaration, H.E. Prime Minister Abiy Ahmed Ali and H.E. President Hassan Sheikh Mohamud, with the facilitation of H.E. President Recep Tayyip Erdoğan, had put forward a vision, ushering the way to a more prosperous and stable future.

Today, during the first round of technical negotiations, both delegations demonstrated their commitment to the letter and spirit of the Ankara Declaration.

The delegations began the concrete work to transform this vision into reality and lay the ground for mutually beneficial sustainable development.

Both delegations appreciate Türkiye’s continued commitment to prepare the ground for the next iteration of technical negotiations in March 2025.

Somalia, UNDP Explore Strategies for Economic and Institutional Development

Mogadishu, February 18, 2025 – The Permanent Secretary at the Ministry of Foreign Affairs and International Cooperation, H.E. Mr. Hamza Adan Haadoow, received on Tuesday in his office at the Ministry the UN Assistant Secretary General, UNDP Assistant Administrator and Director of the Regional Bureau for Arab States, Dr. Abdallah Al Dardari, and discussed with him enhancing collaboration in development programs and pushing forward the National Transformation Plan (NTP).

The meeting focused on advancing Somali-led development initiatives, regional integration, institutional capacity building, urban planning for Mogadishu, strategies for Somalia’s accession to the World Trade Organization, and promoting the blue economy, particularly in the fisheries sector. Other key areas of discussion included mapping the diaspora’s role in development and supporting the municipal elections set for 2025.

Both sides underscored the importance of transitioning from humanitarian assistance to sustainable development, aiming for long-term prosperity.

The meeting was attended by senior officials from the Ministry, including the Director General of East African Community Affairs, Mr. Mohamed Isack Ibrahim (Fatiir), the Director of the Protocol Department, Mr. Hussein Sheikh Abdusalam, the Director of International Organizations, Mr. Hassan Mohamed Ali, the Director of the Communications Department, Mr. Ali Abdi Ali Hoshow, and the Director of Diaspora Affairs Department, Mr. Ibrahim Gure Mohamed.

The Africa CDC has played a crucial role in equipping African nations, including Somalia, with the resources and strategies needed to combat health threats. Its timely response has strengthened public health systems and reinforced the importance of African solutions for African challenges.

The Africa CDC Report highlights progress made, challenges faced, and future priorities for public health. Somalia welcomes these efforts, recognizing the importance of stronger health systems, improved disease surveillance, and enhanced laboratory capacity.

During the COVID-19 pandemic, Somalia’s health system, though strained, demonstrated resilience. We swiftly implemented virus control measures, launched awareness campaigns, and secured vaccines with the support of the Africa CDC, ensuring even remote regions were reached.

However, the pandemic exposed gaps in healthcare infrastructure, including shortages of medical supplies and personnel. Somalia remains committed to strengthening our health systems to ensure better preparedness for future public health emergencies.


We must stand united in truth, setting aside our differences to focus on the common goals we share. By working together with a spirit of collaboration and mutual respect, we can overcome challenges and create lasting solutions for the betterment of all.

We also emphasize the need for regional cooperation under PHECS, where member states can share resources and expertise. A united approach is essential for tackling emerging health threats, ensuring that no country faces these challenges alone.

القاهرة، ٢٣ يناير / كانون الثّاني ٢٠٢٥ - وقع وزير الشؤون الخارجية والتعاون الدولي، معالي أحمد معلم فقي أحمد، اليوم الخميس، بالقاهرة، اتفاقيتين مع نظيره ، وزير الخارجية والهجرة وشؤون المصريين بالخارج بجمهورية مصر العربية الشقيقة، معالي الدكتور بدر عبد العاطي، تغطيان مجموعة واسعة من المجالات، بما في ذلك التعاون في مجال التدريب الدبلوماسي، والإعفاء المتبادل من متطلبات التأشيرة لحاملي جوازات السفر الدبلوماسية، مما يرمز إلى خطوة مهمة إلى الأمام في تعميق العلاقات الثنائية وتعزيز الروابط التاريخية بين البلدين.

The Minister of Foreign Affairs and International Cooperation, H.E. Amb. Ahmed Moallim Fiqi Ahmed, delivered a pivotal speech at the 9842nd UN Security Council meeting in New York today, where he addressed the critical issue of countering terrorism in Africa, emphasized the continent's proactive role, and shared Somalia's progress in combating terrorism.

Mr. President,

At the outset of my remarks, I extend my sincere gratitude to our brotherly Algerian presidency for organizing this crucial meeting, which reflects our collective commitment to confronting terrorism—a serious threat to international peace and security, particularly in our African continent. I also express my appreciation to Ms. Amina Mohammed, Deputy Secretary-General, for her valuable briefing that has paved the way for our discussion today.

Terrorism in Africa is not merely a security threat; it is a complex phenomenon affecting the stability of our states and the future of our peoples. However, our continent is not a passive spectator to this challenge. Africa today is a source of pioneering initiatives and innovative solutions, and it's time we tell our own story, highlighting our successes and experiences that have demonstrated the effectiveness of African solutions across the continent.

Twenty years ago, we established the African Union Center for Counter-Terrorism, which has become a symbol of our determination to address this phenomenon through local African solutions. Through initiatives such as "Operation Nouakchott," we have strengthened intelligence coordination and joint operations in the Sahel and Sahara region. The "Accra Initiative" has also formed an effective platform for addressing organized crime and preventing the spread of terrorism in West Africa.

Mr. President,

Let me share my country Somalia's experience, standing at the frontlines of counter-terrorism in the Horn of Africa. Over the past two years, the Somali government has reclaimed vast territories home to more than three million people from Al-Shabaab's control—one of Africa's most dangerous terrorist groups.

We have adopted a comprehensive strategy based on three main pillars: ideological confrontation, military operations, and drying up terrorist financing.

On the financial front: We have succeeded in closing approximately 500 financial accounts used to fund terrorist activities both inside and outside the country. All illegal checkpoints used by Al-Shabaab to impose unlawful taxes have been dismantled, and those responsible for collecting funds for the movement have been arrested. Parliament has passed legislation aimed at closing legal loopholes exploited to support terrorist activities and enhancing transparency and accountability.

On the ideological front: We organized a national conference for religious scholars and preachers in Mogadishu, leading to a unified approach that exposes extremist ideologies and refutes terrorist groups' false claims. Religious scholars have issued fatwas clarifying the falsehood of these deviant interpretations, confirming that these groups' actions have no connection to Islam.

On the military front, our national forces continue their decisive operations against terrorism, achieving tangible progress in restoring security and stability. The Somali government has, over the past two years, liberated nearly half of the territories previously under Al-Shabaab's control, re-establishing state sovereignty in these areas.

Mr. President,

We fully recognize that military solutions alone are insufficient. Therefore, we call for adopting a comprehensive approach addressing the root causes of terrorism through three main axes:

First: Linking development with security.
Extremism flourishes in environments of poverty and unemployment. Sustainable development must be at the heart of our counter-terrorism strategies. In this context, we emphasize the necessity of reforming the international financial structure to support our development goals.

It is unacceptable that Africa allocates $163 billion for debt servicing in 2024 when these resources could contribute to stability and development.

Second: Ensuring sustainable funding for peace.
The adoption of Resolution 2719, which allows funding of African Union peacekeeping missions through UN contributions of up to 75%, is historic. However, fully activating this framework is key to ensuring the sustainability of African efforts.

Third: Strengthening cooperation between African institutions and UN mechanisms while maintaining African leadership.
African solutions are most appropriate for addressing African challenges. However, they must be reinforced by fair international partnerships that support our capabilities without compromising our sovereignty.

Mr. President,

Despite significant challenges, our commitment to the "Silencing the Guns" initiative remains unwavering. Our vision for a prosperous and secure continent drives our efforts, and our belief in African solutions as the path to our collective security unites us.

Our strength lies in our unity, and our success depends on our commitment to our shared principles and goals.

Somali FM Discusses Bilateral Relations with Rwandan Counterpart in New York

New York, January 20, 2025 – The Minister of Foreign Affairs and International Cooperation, H.E. Amb. Ahmed Moallim Fiqi Ahmed, met today in New York with the Minister of Foreign Affairs and International Cooperation of the Republic of Rwanda, H.E. Olivier Jean Patrick Nduhungirehe, and discussed with him the advancement of bilateral relations, the consolidation of joint cooperation, and the security and political situations in the region.

During the meeting, the two ministers discussed strengthening the bonds of historical relations between their nations and reaffirming their shared commitment to enhancing cooperation in all fields for mutual benefit and development while addressing several issues of common interest and highlighting the importance of fostering partnerships to achieve shared goals.

The discussions covered the latest regional and international developments, emphasizing the need for African-led approaches to address conflicts and challenges across the continent with a strong focus on using African perspectives to resolve complex political and security issues.

Update on the Madagascar Tragedy: Government’s Commitment to the Safety and Dignity of Somali Nationals.
Mogadishu, Somalia – December 3, 2024.
The Federal Government of Somalia mourns the loss of lives following the tragic capsizing of two boats carrying Somali nationals near Madagascar on November 23, 2024. His Excellency Dr. Hassan Sheikh Mohamud , President of the Federal Republic of Somalia, extends his heartfelt condolences to the victims' families and assures the Somali people of the government’s steadfast commitment to ensuring the safe return of the survivors.
The Ministry of Foreign Affairs and International Cooperation dispatched two senior delegates to Madagascar to assess the situation and coordinate with local authorities. Their findings confirm that the boats carried 75 Somali nationals. Tragically, 28 individuals lost their lives. Of those, 23 were buried at sea, while four women and one young man were laid to rest in Madagascar.
The remaining 47 survivors—16 women and 31 young men—were rescued near the Island of Nosy Iranja by Malagasy fishermen, whose heroic efforts saved dozens of lives. The survivors were transported to the Island of Nosy Be, where they are currently housed in a sports facility for processing. The Federal Government of Somalia expresses its deep gratitude to the people of Madagascar for their swift and compassionate response, which underscores the spirit of humanity and solidarity in times of crisis.
The Somali nationals began their journey in Mogadishu, travelling first to Nairobi and then to Mombasa, where they embarked on this tragic voyage by boat. In response, the Ministry of Foreign Affairs and International Cooperation is collaborating with Kenyan authorities to bolster the security and protection of Somali nationals and to prevent such devastating incidents in the future.
The Somali government is also working closely with Malagasy authorities to ensure the survivors’ safe and dignified repatriation. In addition, efforts are underway to repatriate 109 Somali youth detained in Libya, who are scheduled to return on Thursday, as well as to assist Somali nationals facing hardship in Togo and other regions, including those previously stranded in Madagascar and Libya.
The Minister of State for Foreign Affairs and International Cooperation, His Excellency Ali Mohamed Omar, stated:
“This tragedy has left an indelible mark on our nation, reminding us of the dangerous realities many face in pursuit of better opportunities. We extend our deepest gratitude to the Malagasy fishermen whose bravery saved many lives and to the authorities in Madagascar for their cooperation during this difficult time. The Federal Government of Somalia remains committed to bringing our people home safely, ensuring justice for those affected, and strengthening international partnerships to prevent such incidents from happening again.”

Somalia Reaffirms Commitment to Global Peace and Security

Foreign Minister Ambassador Ahmed Moalim Fiqi met with Dr. Robert Floyd, Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), during the 11th Oran Seminar on Promoting Peace and Security in Africa. Their discussions centered on Somalia’s recent accession to the CTBTO and strategies to enhance collaboration for mutual benefit.
Dr. Floyd commended Somalia’s dedication to the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and recommended several steps to strengthen engagement: appointing an Ambassador to serve as Permanent Representative to the CTBTO, establishing a National Data Centre (NDC) with CTBTO-provided training and equipment, and designating a National Authority within the Ministry of Foreign Affairs to oversee CTBT-related activities.
To support Somalia’s ratification process, Dr. Floyd announced that CTBT documents are being translated into Somali. He also offered the assistance of CTBTO officials to brief Somalia’s parliament during the ratification proceedings.
Minister Fiqi affirmed Somalia’s commitment to implementing these recommendations and expediting the ratification process, highlighting the nation’s dedication to global peace and security through multilateral cooperation.

The Federal Government of Somalia welcomes the United Nations Security Council’s decision to transition the United Nations Assistance Mission in Somalia (UNSOM) into a temporary mission over the next two years, commencing November 1st. This step transforms UNSOM into the United Nations Transitional Mission in Somalia (UNTMIS), marking significant progress in Somalia’s journey toward self-reliance and governance.
The Security Council’s unanimous resolution aligns with Somalia’s proposal to gradually transition UNSOM’s responsibilities to the Federal Government of Somalia and United Nations agencies within the country, strengthening Somalia’s sovereignty and institutional independence.

Advancing Regional Peace, Security and International Cooperation

Minister of State, His Excellency, Hon. Ali Omar welcomed Germany’s Special Envoy for the Horn of Africa, His Excellency Ambassador Heiko Nitzschke, along with Ambassador Yonis Hashi and Deputy Ambassador Martin Stein, to the Ministry of Foreign Affairs & International Cooperation in Mogadishu.

The discussions centered on advancing regional stability, security, and international cooperation, with particular attention to Somalia’s election to the U.N. Security Council for a two-year term starting in 2025.

Key discussion points focused on strengthening Somalia-Germany relations, tackling critical security challenges in the region, and expanding Somalia’s role in global governance, with particular attention to developments in Sudan and Haiti. Mogadishu, 26 October 2024 – State Minister of Foreign Affairs H.E. Ali Omar chaired a meeting to align the Ministry’s objectives with Somalia’s National Transformational Plan (2025-2029). Key officials, including Permanent Secretary Hamza Adan Haadow and Ministry Directors, attended the session, focusing on diplomatic priorities and strengthening international partnerships.

NTP (2025-2029) is Somalia’s roadmap for socio-economic growth and governance reform and aims to bolster regional stability, economic integration, and global influence. The meeting emphasized enhancing diplomatic goals through regional cooperation, diaspora engagement, and investment attraction.
