Prime Minister Mohammed S. Al-Sudani begins an official visit to the United Kingdom this afternoon, Monday, in response to an official invitation from the British Prime Minister.

During the visit, he will hold a series of meetings, including His Majesty King Charles III and a meeting with Prime Minister Keir Starmer, as well as discussions with senior British government officials. The visit will also include meetings with representatives of companies and business sectors, alongside seminars and dialogues with specialized research centers.

This visit aims to enhance cooperation between Iraq and the United Kingdom, with the agenda including the signing of agreements and memorandums of understanding in various fields, particularly in economic, investment, and security sectors.

Prime Minister Al-Sudani is accompanied by a high-level delegation, comprising ministers, members of parliament, the Governor of Basra, advisors, representatives from the private sector, and business leaders and industrialists from various economic sectors.

The State Administration Coalition held its regular meeting today, Sunday, at the Government Palace in Baghdad. The meeting was attended by Prime Minister Mohammed S. Al-Sudani and the Speaker of the Iraqi Council of Representatives, Mahmoud Al-Mashhadani, focusing on key issues impacting the lives of Iraqi citizens.

At the outset of the meeting, which was also attended by the President of the Kurdistan Region of Iraq, Mr. Nechirvan Barzani, the coalition emphasized that this year marks the final year of the parliamentary and governmental term. Accordingly, all parties and national forces are required to exercise the highest level of dedication in fulfilling their commitments under the government program across various sectors. This will support stability and enable executive bodies to complete their tasks in economic, developmental, service, and security domains.

The coalition expressed its support for the financial and economic reform package adopted by the government, which aims to ensure fiscal and economic stability. It stressed that there is no political stance regarding the issue of salaries for employees in the Kurdistan Region of Iraq, aside from technical matters that can be resolved through dialogue and understanding, avoiding media escalation.

The coalition called for Iraq to maintain its consistent and principled approach in addressing regional and international challenges, ensuring the country’s interests are preserved while avoiding involvement in conflicts and crises. The meeting also discussed the situation in Syria, emphasizing Iraq’s readiness to support the Syrian people while closely monitoring political developments, with a focus on adopting a clear and firm stance against terrorism.

The State Administration Coalition condemned the Zionist attacks on Gaza and any other aggressions in the region. It also commended the official visits made by Prime Minister Mohammed S. Al-Sudani to several friendly and neighboring countries, noting that these visits have contributed to embodying Iraq’s wise approach in addressing regional conflicts and wars, as well as the resulting humanitarian and economic tragedies.

Prime Minister Mohammed S. Al-Sudani chaired a meeting today, Sunday, to review the progress of new hospital projects in Baghdad, attended by representatives of the executing companies.

The Prime Minister praised the efforts of all those working on these critical projects, which had previously faced delays but have now resumed. He noted that the growing population and significant pressure on Baghdad’s hospitals have contributed to the weakening of healthcare services.

The Prime Minister emphasized that the reopening of Al-Shaab Hospital has given people hope in a sector that is a top priority for the government, reaffirming his commitment to daily monitoring of healthcare projects and reviewing progress reports for Baghdad and other provinces.

The Prime Minister stressed the issuance of directives to overcome all identified obstacles. He also noted that companies adhering to deadlines and delivering quality services will be given opportunities to execute additional projects. He pointed out that these hospitals, located on the outskirts of Baghdad, will greatly improve services and easing the burden on central hospitals.

During the meeting, the Prime Minister listened to the remarks and concerns of the company representatives and resident engineers, issuing instructions to address them. Among the key issues discussed was electricity, for which it was decided to include a unified project to supply power to all hospital projects in the province.

During the call, the Prime Minister emphasized the deep ties between Iraq and Lebanon and the importance of developing and strengthening these relations to serve the mutual interests of both brotherly countries.

Allocating the required funds for furnishing the schools by transferring amounts from the petrodollar allocations for the provinces of Basra, Maysan, Kirkuk, and Wasit to fully cover the furnishing costs in these provinces. The remaining funds for other provinces will be transferred similarly, amounting to 113.917565 billion dinars to the account of the General Secretariat of the Council of Ministers.
2. Allocating 17.426690 billion dinars from the emergency reserve to the General Secretariat of the Council of Ministers to cover the remaining furnishing costs for other provinces.
3. Utilizing approximately $75 million remaining under the Iraq-Turkey Agreement (BTA) to procure school furniture in coordination with the Turkish side. The General Secretariat of the Council of Ministers will handle contracting and coordination.
4. Authorizing the General Secretariat of the Council of Ministers to invite direct offers and contract for the full amount, exempting it from government contracting procedures (No. 2 of 2014), provided that contracts include a clause stating they will only become effective upon availability of financial allocations.
5. Allocating 15 billion dinars from the emergency reserve for equipping smart schools (50 schools, 24 classrooms each), with the National Projects and School Buildings Directorate authorized to proceed with contracting under the same exemption.

To complete stalled and delayed projects, the Council approved increasing the contingency allocation and total cost for the project to develop and pave roads in Al-Zohour Subdistrict, Baghdad, listed in the Ministry of Construction, Housing, Municipalities, and Public Works’ investment budget.

In the energy sector, the Council of Ministers approved allocating and expropriating lands for the Bin Omar Gas Field Investment Project in favor of South Gas Company, based on coordinates established by the Ministry of Oil. The lands will be used for setting up gas processing and production units, expediting gas investment, and reducing environmental pollution caused by gas flaring.

Regarding hospital projects, the Council approved the recommendations of the 39th meeting of Diwani Order Committee No. 45 of 2018 to finalize public hospital projects. This includes signing an additional contract for Al-Hawraa Maternity and Children’s Hospital in Al-Shatrah, Dhi Qar, assigning the current contractor to supply medical equipment and furniture.

In the aviation and revenue enhancement sector, the Council of Ministers approved:
1. Amending Article (1) of the Civil Airport Fee System (No. 6 of 2018) to revise fees for non-scheduled flights, airspace usage, and related services.
2. Amending Article (11/First) of the aforementioned system to adjust the distribution of airspace usage fees, with 60% allocated to the Ministry of Transport and 40% to the state treasury.
3. Allocating 10% of air navigation revenue to the Ministry of Transport for purchasing modern equipment and machinery.

The Council of Ministers authorized the head of the Iraqi Civil Aviation Authority to negotiate and sign an air transport agreement with Armenia, with the Ministry of Foreign Affairs preparing the necessary authorization documents.

The Council of Ministers also approved exempting the 10% investor share from public bidding requirements in line with Council of Ministers Decision No. 245 of 2019, as amended by Decision No. 23374 of 2023.

The Council of Ministers made additional decisions, including:
1. Granting financial and administrative powers to the head of the national team for renewable energy and energy efficiency projects.
2. Including the Counter-Terrorism Service in reduced fuel pricing at official rates.
3. Approving the recommendations of Diwani Order Committee No. 28 of 2020 regarding the regulation of Arab unions and organizations operating in Iraq.
4. Approving the agreement with Vietnam to settle its outstanding debt to Iraq, amounting to $34.867534 million, in two equal semi-annual installments.

Prime Minister Mohammed S. Al-Sudani chaired today, Tuesday, the 1st regular session of the Council of Ministers for the new year. The session included discussions on the general situation in the country, important files, and priorities of the government program, as well as deliberations on the items listed on the agenda and necessary decisions.

At the beginning of the session, the Prime Minister expressed his hope for continued government efforts to serve the people and fully implement the government program, emphasizing the importance of precise execution of all details. He noted several positive indicators in the government’s work, particularly its ability to address challenges through teamwork and legislative and oversight support, resulting in 1,148 decisions and directives across 53 regular sessions and one extraordinary session.

The Prime Minister also reviewed significant milestones in the history of the Iraqi Army, especially post-2003, on the occasion of its 104th anniversary. He highlighted that Iraq’s current security and stability were achieved through the sacrifices of the armed forces, underscoring the army’s fundamental role in maintaining the political system and supporting government efforts in administrative and economic reform and state-building.

The Prime Minister further highlighted the role of the Iraqi Police, as preparations are underway to celebrate its founding anniversary on January 9. He noted the police’s ongoing presence and contributions across all formations in both security and service roles over the years, ensuring daily life flows smoothly across Iraq.

The Prime Minister reiterated the government’s commitment to providing all necessary armament, technical support, and operational needs for the security forces, particularly the army and police, while ensuring their duties are carried out in line with constitutional principles and human rights. He stressed that law enforcement must always adhere to these principles and praised the efforts of personnel in the Ministries of Defense and Interior.

The Council of Ministers then proceeded to review and approve several decisions presented:

In the context of assessing ministries and non-ministerial entities regarding the shift towards electronic payments, automation, and digitization, the Prime Minister directed the following:
1. Analyzing and measuring progress in ministries’ and government institutions’ adoption of automation and electronic payment, with a performance comparison to previous years.
2. Employing a precise methodology for collecting data on adoption rates, completed transactions, obstacles, and success factors.

As part of ongoing efforts to generate energy from waste, the Council approved:
1. Granting an investment license for a high-efficiency waste-to-energy power plant in Baghdad on a portion of plot No. (43626/1, District 3, Nahrawan) to SHANGHAI SUS ENVIRONMENT CO. LTD., under the Investment Law (No. 13 of 2006, as amended).
2. Authorizing the National Investment Commission to issue the investment license and sign the investment contract jointly with sectoral entities involved in the project’s inputs and outputs, including the Ministries of Health, Electricity, and Environment, and Baghdad Municipality. The commission will coordinate with the Ministry of Foreign Affairs to verify the company’s documents before awarding the project.

In the agricultural sector, the Council of Ministers approved the second amendment to the Agricultural Loan Fund Facilitation Law (No. 28 of 2009), reviewed by the State Council, and referred it to the Parliament.

Regarding school infrastructure, the Council of Ministers approved financing for furnishing the project to build 1,000 model schools under the Iraq-China Framework Agreement, as follows:

The Prime Minister directed the Ministry of Electricity to proceed with signing a contract with Crescent Petroleum to secure 100 million standard cubic feet of gas for operating power stations.

As the new year begins, while the righteous, the voice of truth, and those with living consciences aspire for peace, security, and the realization of nations’ legitimate rights and the essential elements of a dignified life, the Zionist occupation forces have carried out attacks on “displaced persons’ tents in the Al-Mawasi area west of Khan Yunis in southern Gaza” and other parts of the Gaza Strip. These assaults, which began last night and continued throughout January 2, have resulted in the martyrdom of more than 60 civilians and injuries to many others, including women and children, with some in critical condition. This repeated and blatant escalation seeks to expand the conflict, target defenseless innocents, and undermine all efforts toward peace, a ceasefire, and the delivery of humanitarian aid.

This brutal aggression, which has wiped out entire families and left devastating destruction, represents a continuation of significant and ongoing violations of international law by the Zionist entity. It flagrantly breaches all laws, norms, and rules of armed engagement and demonstrates a barbaric disregard for humanity and the lives of defenseless civilians in dire need of humanitarian aid, especially amidst harsh weather conditions. The images of this savage bombing reveal the extent of the indiscriminate targeting by the occupying forces, with the terror on the faces of children and women standing as a shameful stain on humanity.

Emphasis was placed on seizing the opportunity to realize the Iraqis’ dream of qualification, particularly after the team’s participation in Gulf Cup 26, where the results did not meet fans’ expectations.

The Prime Minister stressed the importance of everyone embracing a sense of national responsibility to secure qualification for the World Cup and to achieve the long-held dream of representing Iraq in the world’s most significant football event. Prime Minister Mohammed S. Al-Sudani stated that since the government began its work, it has been reevaluating Iraq’s rentier economic philosophy and implementing practical steps, rather than theoretical approaches, to diversify the economy. His remarks came during the inauguration and launch of several oil sector projects in Baiji District, Salah al-Din Province.

The Prime Minister praised the national effort, diligence, and dedication that have led to achievements previously limited to foreign companies. He emphasized that the true value of these accomplishments lies in the products that will meet market demands through Iraqi hands.

🔷 Iraqi expertise is now producing and constructing refinery units, adding value to the product and contributing to market stability.
🔷 A country producing over 4 million barrels of oil daily cannot continue importing petroleum products and gas.
🔷 Several strategic projects, unprecedented in Iraq’s oil industry history, have been initiated.
🔷 Significant progress has been made in addressing issues such as gas flaring through contracts and agreements.
🔷 A deadline has been set to achieve zero gas flaring by 2028.
🔷 Efforts are ongoing to promote exploration blocks and fields for free gas.

Prime Minister Al-Sudani Orders Sustained Efforts to Prevent School Dropouts

Prime Minister Mohammed S. Al-Sudani chaired today, Thursday, a special meeting of the committee formed by a Diwani Order to address the “Back to Learning” campaign, alongside representatives from UNICEF.

The Prime Minister praised the efforts made by civil society organizations, international organizations, and the Ministry of Education, particularly UNICEF, in tackling the issue of school dropout. This issue is a consequence of the challenges Iraq has faced in recent years, including terrorism, displacement, and poverty, which have affected all sectors, particularly education.

Prime Minister Al-Sudani emphasized that infrastructure remains one of the main challenges for the Ministry of Education. Issues such as mud-brick and caravan schools prompted the government to focus on completing stalled projects through various initiatives, such as the framework agreement with China, Project No. 1, and the recent launch of the initiative to build 600 schools through the Iraq Development Fund in Baghdad and other provinces.

The Prime Minister directed the dissemination of the committee’s final report to ministries, provinces, and local governments and instructed governors to collaborate with the government to address the causes of the problem of school dropouts. He also emphasized the need to continue efforts to track students who have yet to return to their schools.

It is worth noting that the back to learning campaign was established last year by a Diwani Order from the Prime Minister’s Office. Over the course of a year, the campaign addressed the cases of 261,338 school dropouts, many of whom had left due to the war against ISIS. The campaign successfully returned 129,643 students to learning, either through regular education or alternative options such as literacy programs, youth education programs, and accelerated learning schools. Others were registered for external exams.

Prime Minister Mohammed S. Al-Sudani met in Erbil today with representatives of the various political parties that won in the Kurdistan Region Parliament elections.

At the beginning of the meeting, Prime Minister Al-Sudani congratulated the attendees on earning the trust of the people in the Kurdistan Region of Iraq, emphasizing that the regional elections are a significant milestone in the political process. He highlighted that the elections reinforce the principles of democracy and the peaceful transfer of power, reflecting the commitment of the people in the Kurdistan Region of Iraq to the electoral process. He also noted that the federal government worked closely with all political forces and the President of the Kurdistan Region to ensure the successful completion of the elections and to provide all necessary requirements for their success.

As part of efforts to reform the financial and banking system, a priority of the government’s program, and given the progress made over the past two years, as well as the challenges currently facing the financial and banking sectors, particularly in the provinces, Prime Minister Mohammed S. Al-Sudani has directed several measures to address these challenges, enhance trust in the financial and banking sectors, facilitate economic development, and increase financial inclusion nationwide. This action is necessary since most efforts have been concentrated in Baghdad. The directives include:
     1. Increasing the Number of Bank Branches: Expand branches in the provinces to meet local needs, enhancing access to financial services, with attention to modern buildings and essential facilities.
     2. Adopting Modern Technologies: Ensure that all provincial banks adopt modern technologies such as online banking and mobile applications, making it easier for citizens to access their banking services.
     3. Developing Financial Services: Emphasize the importance of banks enhancing financial services to meet the needs of individuals and small businesses, including offering affordable loans and savings accounts.
     4. Enhancing Financial Inclusion: Provide banking services across various community segments, including districts, sub-districts, and rural areas.
     5. Launching Awareness Campaigns: Organize conferences and awareness campaigns in the provinces to educate citizens on the importance of banking, financial management, and investment.

Prime Minister Mohammed S. Al-Sudani chaired the 45th regular session of the Council of Ministers today, Tuesday, during which recent developments in the country were reviewed, and essential files related to the government program’s priorities were discussed. The Council of Ministers also reviewed the agenda items and made the necessary decisions.

As part of the Council’s oversight of preparations for conducting the national population census across Iraq on November 20, the Council approved the following:

1. Emphasis on adhering to the Federal Court Decision No. 73/Federal/2010 regarding the national census.

2. The census in disputed areas will be conducted by a joint team representing the three ethnicities (Arab, Kurdish, and Turkmen). In areas with a Christian majority, a Christian representative will be added to the team.

3. The Federal Statistics Authority and Kurdistan Region Statistics Authority, in cooperation with the Federal Ministry of Interior, will compare the following records with the census results:
a. The Ministry of Interior’s records, the 1957 census, and subsequent updates.
b. Records from the Ministry of Trade and data from the Ministry of Migration and Displacement.

4. The census results and data cross-checked with the records mentioned in point (3) will be handled by the Federal Ministry of Planning and the Kurdistan Regional Government Ministry of Planning. A special record will be organized for these areas, with both ministries retaining a copy of this record.

5. Statistical tables regarding the numbers of displaced and relocated individuals in disputed areas and other provinces will be organized based on official documents.

6. The Kurdistan Region Statistics Authority will be allowed to send a technical team to the main census operations room to observe and monitor the census operations continuously until completion.

7. The Kurdistan Region Statistics Authority will immediately begin intensive training courses for enumerators in preparation for the general census of population and housing on November 20, 2024.

The Council of Ministers approved a proposal to amend Article 12/Second/c of the Three-Year Budget Law No. 13 of 2023 as follows:

1. The Federal Ministry of Finance will compensate the Kurdistan Regional Government (KRG) from sovereign expenditures for the production and transportation costs of oil produced in the region and received by the State Oil Marketing Organization (SOMO) or the Federal Ministry of Oil, based on subparagraphs (a) and (b). Production and transportation costs for each field will be estimated fairly by an internationally specialized consulting entity, as agreed upon by the Federal Ministry of Oil and the KRG’s Ministry of Natural Resources, within 60 days of the law’s enactment. If no agreement is reached within this period, the Federal Council of Ministers will determine the consulting entity.

2. The consulting entity mentioned in the previous paragraph will submit estimated production and transportation costs to the Federal Ministries of Oil and Finance and the KRG. These will be adopted for the purposes of this law, with compensation calculated based on the estimated cost per barrel, multiplied by the number of barrels received as per subparagraphs (a) and (b). The Federal Ministry of Finance will be responsible for paying the compensation to the KRG.

3. Oil produced in the region must be immediately delivered to SOMO or the Federal Ministry of Oil, per subparagraphs (a) and (b). The Federal Ministry of Finance will compensate production and transportation costs in advance at a rate of $16 per barrel, to be settled retroactively after the completion of the aforementioned consulting entity’s review.

In line with the government’s commitment to strengthening civil defense, the Council of Ministers approved an allocation of 25 billion dinars to the Ministry of Interior to establish 100 civil defense units in Baghdad and other provinces as part of the second phase, funded from the emergency reserve in accordance with the Three-Year Budget Law. The Ministries of Interior and Planning will coordinate to provide the Ministry of Finance with detailed information on the additional required transfer amount.

The Council of Ministers also approved a direct contract with the Chinese company SANY to purchase 18 specialized firefighting vehicles, exempting this contract from standard government contracting instructions and Decision No. 68 of 2016, as amended.

Additionally, the Council of Ministers permitted Units within the Ministry of Interior with independent budgets to contract directly with the Police Martyrs Fund to procure uniforms and other supplies, exempt from the standard government contracting instructions.

In support of the educational sector, the Council of Ministers amended its Decision No. 24285 of 2024 to increase the acceptance quota for top graduates from technical institutes in universities from 10% to 20%, allowing institute graduates to continue their undergraduate studies in similar or related fields.

In the area of administrative reform and performance evaluation of officials in government institutions, the Council of Ministers approved the appointment of four directors-general in various ministries, based on performance evaluation criteria established by the Council of Ministers.

The Council of Ministers also approved the selection of Ms. Islam Hassan Al-Saadi as the sixth member of the Board of Trustees of the Iraqi Media Network and recommended that the Council of Representatives vote on her appointment as per the Iraqi Media Network Law.

Continuing its focus on completing delayed projects and advancing infrastructure initiatives, the Council of Ministers approved the following:

1. Adding a component for “medical equipment and supplies” within the Emergency Hospital project in Rania, Sulaymaniyah, and increasing the total project cost.

2. Increasing the overall cost of the project to demolish 411 unauthorized buildings and replace them with 229 traditional-style and 182 concrete-style school buildings in Baghdad and other provinces.

3. Increasing the total cost of the construction project for the North Nasiriyah Bridge and its approaches (Phase I).

4. Increasing the total cost of preparing alternative sites, demolishing, and constructing the second phase of the development project for the Martyr Mohammed Baqir Al-Hakim Hospital in Baghdad.

5. Including the construction project for a 100-bed general hospital in Ali Al-Sharqi, Maysan Province (infrastructure), in the 2024 investment budget for the Ministry of Health.

The Council of Ministers also addressed other topics on its agenda, approving the following:

1. Approval of the bill for the Fifth Amendment to the Civil Aviation Law No. 148 of 1974 and its referral to the Council of Representatives, in accordance with constitutional provisions. Alternatively, the withdrawal of the Civil Aviation Law bill issued by Council of Ministers Decision No. 24441 of 2024 and its amendments from the Council of Representatives.

2. Adjustment of the price of diesel fuel supplied to vehicles and generators of the Iraqi National Paralympic Committee to 400 dinars per liter, down from 750 dinars.

3. Authorization for the Ministries of Trade and Industry and Minerals to enter into lease contracts with the Independent High Electoral Commission for the warehouses currently occupied by the Commission, in accordance with the Selling and Renting State Property Law.

Prime Minister Mohammed S. Al-Sudani chaired the 44th regular session of the Council of Ministers today, Tuesday. The session focused on a comprehensive review of current conditions across multiple sectors, examined key files and agenda items, and resulted in essential decisions to address these matters.
 
The Prime Minister delivered a speech marking two years since the government was formed, with its first session held on Friday, October 28, 2022. He reviewed the government’s key steps and achievements in its program, reflecting a practical vision for Iraq’s needs and citizens’ aspirations.
 
The Prime Minister stated that the government has achieved 62% of its targets, with ministries and provinces currently managing 8,934 projects, while the number of stalled projects has dropped from 1,471 to 916. Work resumed on 555 ministry projects and 442 provincial projects.
 
Prime Minister Al-Sudani highlighted the government’s focus on its five main priorities, which have reduced the poverty rate from 23% to 17.6% and unemployment from 16.5% to 14.4%. Additionally, 962 families have been included in the social protection network, extending services to approximately 7.6 million citizens.
 
The session featured a presentation from the Minister of Planning on the upcoming population census scheduled for November 20, with directives for the Ministry of Education to support with required personnel.
 
The Council addressed various topics on the agenda, including:
 
•          Economy: Approved customs duty rates for mobile phones and accessories as presented by the Ministry of Finance and included the Director General of Kurdistan Region Customs or an equivalent representative in the Committee under Order No. 61 of 2024.
 
•          Military: Approved the Iraqi Army Uniform Regulation, as reviewed by the State Council, based on Law No. 35 of 1935.
 
•          Development Projects: Authorized a 3.75 billion dinar transfer from the Sunni Endowment’s investment budget to the Ministry of Construction, Housing, and Public Works for the rehabilitation of Al-Khulafa Mosque minaret, with immediate funding from the Ministry of Finance.
 
•          Emergency Allocations: Allocated 10 billion dinars from the 2024 emergency reserve for the Ministry of Electricity to purchase a surveillance system and specialized vehicles for the Electric Police Directorate.
 
•          Media: Approved the Professional Conduct Code for Sports Media prepared by the Committee of the Order No. 24640 from the Prime Minister’s Office.
 
•          Domestic Product Protection: Approved recommendations from the Ministry of Industry, including:
 
1.         Imposing an additional 50% customs duty on imported thermestone for four years.
 
2.         Instructing the the Customs Commission to apply this duty and report import details regularly.
 
3.         Monitoring import volumes and market demand to prevent unjustified price increases, with the decision effective 120 days from issuance.
 
•          Civil Aviation: Amended Decision No. 23610 of 2024 to enable the Civil Aviation Authority to contract experts in air transport, ground services, and safety programs through ICAO, IATA, or individually.
 
•          Legal Affairs: Approved the
Dignity restoration bill, reviewed by the State Council, and referred it to Parliament with legal notes.
 
•          Land Allocation: Exempted property No. 4/45, District 28, Tajiyat, Baghdad, from Decision No. 197 of 2016, reallocating it to Baghdad Municipality to establish Al-Jawadain Park.
 
The Council also approved increased budgets for certain stalled infrastructure projects:
 
1.         Increasing costs for the construction of 115 low-cost housing units in Amarah.
 
2.         Increasing costs for 108 low-cost housing units in Al-Salih Castle.
 
3.         Raising reserve funding and total costs for expanding Souk Al-Shuyukh Hospital and establishing an emergency care unit in Al-Tar.
