If places would follow a genuine RFP process then P3s could work as they'd be one offs and the government wouldn't be picking perm winners and losers. As it stands now they do. ESG, DEI and all these other programs force companies into "compliance" if they want to participate. Is the government a large employer? Do they have contracts (P3s) with large employers? How do we overcome such a thing? What are some suggestions for solutions? What would you call this?
