*In majority verdict, SC holds states have power to regulate on industrial alcohol*

New Delhi, Oct 23: In an 8:1 majority ruling, the Supreme Court on Wednesday overturned a seven-judge bench verdict and held that states have regulatory power over production, manufacture and supply of industrial alcohol.

In 1997, the seven-judge bench ruled that the Centre had the regulatory power over the production of industrial alcohol. The case was referred to the nine-judge bench in 2010.

Chief Justice D Y Chandrachud, who wrote the latest judgement for himself and seven other judges, said the Centre lacks the regulatory power.

Justice B V Nagarathna on the nine-judge SC bench dissented with the majority verdict.

Industrial alcohol is not meant for human consumption.

While Entry 8 in the State List under the 7th Schedule of the Constitution gives the states the power to legislate on the manufacture, possession, transport, purchase and sale of "intoxicating liquors", Entry 52 of the Union List and Entry 33 of the Concurrent List mention industries whose control was "declared by Parliament by law to be expedient in public interest".

While both parliament and state legislatures can enact laws on the subjects mentioned in the Concurrent List, a central law will have primacy over the state law.

The nine-judge Constitution bench was hearing a batch of petitions after a seven-judge Constitution bench ruled against the state governments.–(PTI)

*Sakeena Masood chairs maiden review meeting of HED*

*"Students’ overall development, govt’s top priority"*

SRINAGAR, OCTOBER 22(KN): Minister for Education, Social Welfare and Health & Medical Education, Sakeena Masood Itoo, today chaired maiden review meeting of Higher Education Department (HED) at Civil Secretariat here.

The Minister had a detailed review of functioning of the department including achievements and challenges faced by the department in improving education outcomes, research and development bedides infrastructure development and filing of vacancies.

Maintaining that well-being of the students is top priority for the government, the Minister stated that officers should keep in mind the best interests of the students and work towards that goal. She asked the officers to work hard for the benefit of students and strive towards enabling our institutions match global standards of knowledge production and dissemination.

She sought details about the ongoing construction of 51 colleges and asked the concerned to expedite the work for benefit of the student community. She also asked the officers to examine the feasibility of establishment of new colleges as per the laid down norms and guidelines.

Regarding NAAC accreditation of colleges, HED Minister sought inputs about the progress made in respect of all the required parameters. She asked them to prioritise the areas as per the accreditation requirements so that all colleges in Jammu and Kashmir are NAAC accredited.

Regarding the annual transfer drive, the Minister highlighted that students should be made aware of the same so that they do not have to come to offices with applications.

Earlier, the HED Minister was given a detailed presentation wherein she was informed about the major digital interventions in higher education, component wise Capex Budget 2024-25, National Education Policy, industry- academia collaboration, status of posts among other things.

She also reviewed the hostel facility for students in colleges and said that work on all the under construction hostels should be expedited.

It was informed in the meeting that three hostels for girls are under construction in Bemina, Kupwara and Pulwama degree colleges.

The Minister assured support to address all the issues of Higher Education department including the dearth of staff, infrastructure and equipment. Ahe told the officers that all interventions should be carried out for the benefit of the student community.

The meeting, among others, was attended by Commissioner Secretary HED, Special Secretary HED, Director Finance HED, Director Colleges HED, Nodal Principal of Colleges Kashmir.(Kashmir News-KN)

SRINAGAR, SEPTEMBER 22(KN): Several delegations from various districts of Kashmir province today met the Minister for Jal Shakti, Forest & Tribal Affairs, Javed Ahmad Rana today at the Civil Secretariat here.

The visiting deputations raised critical developmental concerns pertaining to their respective areas, seeking the Minister’s intervention in redressal of the same.

During the interaction, the delegations expressed their gratitude to the Minister for his leadership in spearheading and organising the electorate of far flung Pir Panjal region.

A delegation led by General Secretary of SFC, Retired Employees Forum J&K, submitted a memorandum to the Minister urging his intervention for granting pensionary benefits to employees of J&K State Forest Corporation (SFC).

The Contractors delegations also submitted representation seeking release of pending funds, clearance of the revised cost estimates (LIS) Scheme, establishment of a revolving fund and other issues.

They brought to his attention pressing issues like release of UT share for Tral lift irrigation Scheme and particularly those related to infrastructure development and social services, requesting the government’s immediate attention to these matters.

Responding to the issues of the delegations, Javed Rana assured the deputations that their concerns would be addressed on priority. He reiterated the commitment of Omar Abdullah led government towards ensuring balanced development of all regions and sub-regions of Jammu and Kashmir emphasizing the government’s priority to address the needs of every community with special focus on the downtrodden.(Kashmir News-KN)
