Who is responsible for the lives of the three students? It's not just three; if you look at news from the past year, the number exceeds ten.
1. Building Owners: Many roads have mushrooming libraries in basements. These basements should be permanently filled with soil or concrete to prevent further tragedies.
2. Corrupt Municipal Corporation of Delhi (MCD): The whole department is corrupt, whether under the AAP or BJP. Extortion practices began on the same day, when the Delhi CM received interim bail during the Lok Sabha Elections. Mukherjee Nagar and GTB Nagar witnessed rampant corruption, extortion, and forceful sealing of the buildings violating laws. The MCD can control everything, but it operates on a payment-and-use basis for basements, second floors, and third floors.
3. Current Delhi Government: Kaalin Bhaiya of Delhi is the Delhi CM. This is the constituency of Raghav Chadha, known for the his recent remarks on budget "Tax like England, Services like Somalia." Everything happens right under their nose with their involvement. MCD officials openly threaten in the name of sitting MLAs.
How is it possible that running a coaching institute in basement, second floor and above is illigal, but you can sign a Registered Court Agreement (not notary of 100 rupees, it's registered - cost starts from 20-30k for one year depending on the area).
How is it possible that same MCD takes conversion charges for these floors, courts register rent agreement, and still the whole process is illegal. This practice is happening for decades.
4. Big Coaching Institutes: Despite a police post in front of Rau's IAS, they still manage to run test series or libraries in basements. They could afford to rent an additional floor, but their greed has cost students their lives. Smaller institutes pay bribes to the MCD to sustain their businesses due to the lack of clear information from the government. Small businesses even don't know the rules when they take buildings on rent/ lease.
5. Students: They willingly ruin their lives for the UPSC. But how do they end up joining big institutes? The role of reel masters (influencers or teachers) and paid topper talks is significant. These reel masters are comparable to performers, and paid toppers are the industry's biggest influencers. The payment for toppers varies based on rank, from 10-20k for ranks above 500 to over 200k for top 50 ranks. (Mentioned in the end*)
Boycott ORN and Mukherjee Nagar entirely to bring down rents and stop illegal libraries and coaching centers in basements.

Sad to know the news of the Library's tragic incident.
