🔘اعلام محکومیت قطعی دو تن از وزرای دولت آقای رییسی موجب شد که واکنش تندی از سوی تندروها را شاهد باشیم. این واکنشها در پوشش استدلالهایی مطرح شد که نشان داد فساد در ایران ریشههای عمیقی دارد و تا هنگامی که این ریشهها خشکانده نشود، فساد نه تنها حل نمیشود، بلکه گستردهتر هم خواهد شد. فراتر از فساد، ذهنیت سنتی نسبت به فلسفه و اصول حکومت است که درکی متعارف از مسئولیت حکومتکنندگان ارائه نمیدهد. از نظر آنان در بدترین حالت، فساد یعنی دزدی مقامات که به صورت فردی بهرهمند میشوند، در حالی که نام این دزدی است و فساد خیلی ریشهایتر از این است. متاسفانه خیلی از دزدیها را هم فساد نمیدانند.
🔘فساد ظرفیت آن را دارد که ذیل عناوین خیرخواهانه و عدالتجویانه انجام شود. امتیازات و سهمیهبندیهای غیر آموزشی برای ورود به دانشگاه از بدترین نوع فساد است. مثل این است که چنین امتیازاتی را به اعضای تیمهای ملی کشور بدهیم. اگر چند درصد از اعضای هر تیم ملی را به سهمیههای مشابه در کنکور اختصاص دهند؛ سرنوشت این تیم ملی پیشاپیش روشن است. همان سرنوشت را در مدیریت، در آموزش و در خیلی از حوزههای دیگر میبینیم و متوجه آثار زیانبارش هستیم.
🔘اگر تیم ملی فوتبال با چند نفر سهمیهای وارد زمین شود، چون در رقابت با تیمهای دیگر است، و همگان هم از کیفیت پایین اعضای سهمیهای تیم آگاه هستند، در نتیجه شکست چنین مسابقهای پیشاپیش مورد انتظار و اعتراض مردم است. این یعنی فساد؛ که فراتر از دزدی است، چون دزدان پول کسی را برمیدارند و خرج میکنند، ولی دزدانِ مدرکِ تحصیلی با غصب جای دیگران حتی نمیتوانند علم را به دست آورند و استفاده کنند.
🔘بنابر این ما با پدیدهای فراتر از فساد مواجهیم، که ناشی از ذهنیت و نگاه و ادبیاتی است که فساد را توجیه و آن را عادی میکند. این اتفاق در جریان صدور حکم چای دبش رخ داد و اصولگرایان تندرو به جای آنکه سرشان را زیر اندازند و شرمنده مردم شوند، با فرار به جلو در صدد توجیه برآمدند که در این یادداشت میکوشم برخی از توجیهات فراتر از فساد آنان را ذکر کنم.
