The mayor of Irpin, Oleksandr Markushyn, withdrew more than UAH 500 million for Shufrych's assistant.

Recently, information appeared in the mass media about a large-scale embezzlement scheme by the entourage of the mayor of Irpin, Oleksandr Markushin, of funds from local budgets allocated for the reconstruction of the affected community. In particular, it was about his main contractor Serhii Rosstalnyi.

According to the data of the YouControl system, Rosstalnyi Serhiy Valeriyovych was an assistant to the People's Deputy from the Party of Regions Nestor Shufrych.

On September 3, ex-regional Nestor Shufrych received a new suspicion (https://www.gp.gov.ua/ua/posts/suditimut-narodnogo-deputata-ukrayini-ta-iogo-kolisnyogo-pomicnika) in the pre-trial detention center: he is accused of financing Russian Guard in the Crimea. The investigation claims that Shufrych paid money to Russians for military protection of his elite real estate on the peninsula. In 3 months of 2016, his company paid over 500,000 Russian rubles to the occupiers.

In the summer of 2024, the Nezlamni.City publication published an article (https://nezlamni.city/articles/360389/525-mln-z-byudzhetu-dlya-druziv-mera-ta-yak-otrimuvati-170-tis-grn- pri-okladi-6-tis-lajfhaki-vid-imr) "525 million from the budget for the mayor's friends and how to get 170 thousand hryvnias with a salary of 6 thousand: life hacks from IMR", and the publication "Resonance" published an article (https: //resonance.ua/otochennya-mera-irpenya-markushina-otrim/) "Entourage of Irpin Mayor Markushyn received 525 million from the budget for post-war reconstruction."

In the publications it is said that LLC "Building Company Big Bud Invest" and Individual Enterpreneur Rosstalnyi Serhii Valeriyovych became the main contractors for the reconstruction of the damaged infrastructure of Irpin and after the deoccupation of Kyiv region received more than half a billion UAH from local budgets, and also, in a strange way, received exclusive contracts from the Government of Lithuania .

After a number of publications in the mass media, Markushyn's main and favourite contractor - Serhii Rosstalnyi was never seen in Irpen. There is information among local entrepreneurs that he is either preparing to leave the territory of Ukraine or has already left it.

The mayor of Irpen, Oleksandr Markushyn, has not yet commented on the information about the withdrawal of half a billion hryvnias to Serhii Rosstalny. In the same way, Markushyn remains silent as to why Serhii Rosstalnyi "accidentally" became a contractor for the Government of Lithuania during the construction of the "Ruta" kindergarten in Irpin.

Taken Serhii Rosstalny's close ties with Nestor Shufrych, the funds allocated for the reconstruction of Irpin could be used to finance pro-Russian subversive activities in Ukraine. Rosstalnyi could take part of the funds for similar purposes with him to Europe.

The apartment is 72 square meters, located in the city of Irpin, where the Bilyk family just started living. The apartment was bought and the renovation began on December 25, 2021. But after the invasion of the Russian army, the family had to flee. And at the end of March, a Russian projectile hit a high-rise building and destroyed the top floor and the roof, the fire burned down all the communications, so it is impossible to live in the apartments. In the family's apartment, the windows were broken and the walls and furniture were mutilated. The family will not be able to rebuild on its own, because women cannot expect help from anyone. Therefore, the family needs help in rebuilding.

Solar panels were installed in the “Dzhereltse” kindergarten in Irpin

Solar panels with a capacity of 10 kW were installed in the “Dzhereltse” preschool department of the Irpin gymnasium "Osvita" to ensure uninterrupted energy supply. The relevant works were carried out by the company "Green System" thanks to financing from the World Wind Energy Association.

The installation of solar panels was the result of the signed Memorandum of Cooperation and Partnership between the World Wind Energy Association, the Irpin Reconstruction Fund and the Irpin City Council.

The World Wind Energy Association (WWEA) unites 600 participants from 100 countries of the world. The main goal of the association is popularization and implementation of wind energy technologies. The project is implemented within the framework of the charity company Renewables4Ukraine, initiated by WWEA, thanks to donations from the Finnish public organization EKOenergy ecolabel.

The team of the Irpin Restoration Fund thanks the international partners of the Hero City of Irpin and partner energy associations for their constant assistance to the Irpin community.

A 149 square meter house in the city of Irpin, where a large and friendly family lived. In the 80s, the owner's father and mother bought this house and restored it every year, and then Hryhorii Mykhailovych and his family built and furnished their home. A few months before the war, he, his daughter, and grandchildren finished everything and enjoyed family moments. The children were the most excited because they all had their separate rooms with only their important things.

After the invasion of russian troops, as a result of an enemy shell hit, the house was destroyed, the large gazebo was burned, and the house his brother was building was destroyed.

The "Borodyanka Community Forum" was held in Kyiv region.

On December 16, the forum "Borodyanka Community Forum" was held, where experts and representatives of relevant state institutions analyzed the problems of restoring the Borodyanka hromada. Mechanisms and solutions for rebuilding Borodyanka were developed during the forum, with the expert help from specialists and representatives of profiled state institutions.
During the hostilities in 2022, the Borodyanka hromada suffered significant destruction. A total of 2,234 objects were completely or partially destroyed. The occupiers demolished 80 apartment buildings, 2,116 private houses, 10 schools, 6 kindergartens, 13 administrative buildings, 7 cultural institutions, 2 social protection institutions, roads, and vital infrastructure networks for the community residents. In Borodyanka and the nearing villages of the community, 28 multi-story buildings and 1,062 private houses are yet to be restored. Over 5,000 community residents cannot return home due to the lack of housing.

Volodymyr Korotia, the head of the defense of Irpin at the Giraffe checkpoint, and now the commander of the First Rifle Battalion of the 3rd Separate Assault Brigade.
Volodymyr Korotia has the call sign "Rebel". In 2014, he voluntarily joined the ranks of the Armed Forces. Took part in combat operations as part of the reconnaissance platoon of the 10th separate mountain assault brigade in the East of Ukraine: Popasna, Zolote, Hirske. Demobilized in 2016.
During the full-scale Russian invasion of Ukraine on February 24, 2022, he created and headed the Volunteer Company Tactical Group "Irpin", thanks to which the Russian occupiers failed to break through the defense of volunteers in the area of the Giraffe Shopping Center in Irpin.
For the defense of Irpin, Volodymyr Korotia was awarded the Order of Courage, and for the defense of Bakhmut, he was awarded the Order of Bohdan Khmelnytskyi.

Lyceum ILIT from Irpin wants to hand over a million hryvnas to the Ministry of Defense for drones.
Principal of the Irpin Lyceum of Innovative Technologies ILIT Maria Gostin appealed to the Prime Minister of Ukraine Denys Shmygal with a request that the Cabinet of Ministers of Ukraine withdraw from the budget of the Lyceum 1 million hryvnas for drones for the Ukrainian army. ILIT is the only self-supporting communal educational institution of Irpin, where the form of education is paid.
"After yesterday's initiative of the Cabinet of Ministers on the need to withdraw UAH 120 billion from local budgets for the purchase of drones, we understand that our contribution, although small, will become part of the Victory of Ukraine. That is why I am asking the Cabinet of Ministers of Ukraine to find mechanisms to withdraw 1 million hryvnas from the revenue part of the budget of the Irpin Lyceum of Innovative Technologies for the production of drones for our military. Our lyceum earned these funds during the last years of work, and it will be our gratitude to the Ukrainian Warriors. Unfortunately, only the Cabinet of Ministers can make this decision, because our lyceum cannot legally transfer these funds to the army on its own. At the same time, I call on the state authorities at all levels to postpone the expenses that can wait, and help our Heroes defend Ukrainian Statehood," said ILIT principal Maria Gostin.
In the rating of schools in Irpin, ILIT takes the first place according to the rating of the Department of Education and Science of the Irpin City Council.
This year, in the ranking of schools in the Kyiv region (according to the results of the NMT of 2023, compiled by the information and educational resource "Osvita.ua"), the Irpin Lyceum of Innovative Technologies rose from 91st place to 47th place and became the second in Bucha district.
