👉 በወንዝ ዳርቻና አካባቢ መጸዳዳት ሁለት ሺሕ ብር ያስቀጣል ተብሏል


የካቲት 21/2017 (አሐዱ ሬዲዮ) የአዲስአበባ አካባቢ ጥበቃ ባለስልጣን፣ የደንብ ማስከበር ባለስልጣን እና የከተማ ውበትና አረንጓዴ ልማት በጋራ ተግባራዊ እንደሚያደርጉት በተገለጸው፤ የወንዝ ዳርቻ ልማትና ብክለት መከላከል ደንብ ቁጥር 180/2017 ይፋ ተደርጓል፡፡

በዚህም ደንብ መሠረት በባህሪው አደገኝነት ያለው ደረቅም ሆነ ፍሳሽ ቆሻሻን ወደ ወንዝ መጣል ወይም እንዲጣል በማድረግ በክሎ የሚገኝ ድርጅት 1 ሚሊዮን ብር የሚቀጣ መሆኑ ተገልጿል።

ድርጊቱ የተፈጸመው በግለሰብ ደረጃ ከሆነ ደግሞ ግለሰቡ 500 ሺሕ ብር የሚቀጣ መሆኑ ተመላክቷል።

በአጠቃላይ በወንዝና በወንዝ ዳርቻ ላይ የሚፈፀሙ የብክለት ወይም የጥፋት ዓይነቶቹ እንደየአይነታቸው ከፍተኛ የሆነ ቅጣትን እንደሚያስተናግዱ የተገለጸ ሲሆን፤ ለአብነትም የፍሳሽ ማጣሪያ ሳይኖረው በወንዝ ዳርቻ እና አካባቢ ላይ የተሽከርካሪ እጥበት ማከናወን 400 ሺሕ ብር እንደሚያስቀጣ ተጠቅሷል።

በተጨማሪም በወንዝ ዳርቻ ውስጥ ከተፈቀደው የመዝናኛ፣ መናፈሻ እንዲሁም ፓርክ እና ሌሎች ለወንዝ ዳርቻው ልማት አስፈላጊ ከሆነ ግንባታ ውጭ የፕላስቲክ ቤት ወይም ማንኛውንም ዓይነት ግንባታ መገንባት 200 ሺሕ ብር ያስቀጣል ተብሏል።

ፍቃድ የወሰዱም ሆነ ሳይወስዱ ፍሳሽን ቀጥታ በወንዞች ዳርቻ ሲያስወግዱ ቢገኙ 100 ሺሕ ብር ይቀጣሉ ተብሏል፡፡

ከዚህ በተጨማሪም በወንዝ ዳርቻና አካባቢ መጸዳዳት ሁለት ሺሕ ብር እንደሚያስቀጣ የተገለጸ ሲሆን፤ ኬሚካል ነክ ቆሻሻዎችን የማከሚያ ዘዴ ሳይጠቀም የለቀቀ ግለሰብ 50 ሺሕ ብር ድርጅት ደግሞ 300 ሺሕ ብር እንደሚቀጡ ተነግሯል፡፡

እንዲሁም እንስሳትን ማሰማራት፣ ማስገባት ከተፈቀደው ውጪ ተሽከርካሪ ማሽከርከር 30 ሺሕ ብር፣ ለመዝናኛ፣ ለመናፈሻና ለፖርክ ከተፈቀደ ውጪ ግንባታ መገንባት 200 ሺሕ ብር፣ ከአምራችና አገልግሎት ሰጪ ተቋማት ማንኛውም ያልታከመ ቆሻሻ መልቀቅ ደግሞ 300 ሺሕ ብር ያስቀጣል ተብሏል፡፡

በተጨማሪ ማንኛውም በካይ ቆሻሻ ከተፈቀደ የፈሳሽ ማጠራቀሚያ ውጪ ያፈሰስ ግለስብ 50 ሺሕ ብር ድርጅት ደግሞ 400 ሺሕ ብር የሚቀጡ ሲሆን፤ የአትክልትና ፍራፍሬ ተረፈ ምርቶችን በወንዝ ዳርቻ ማስወገድ ግለሰብ 20 ሺሕ ብር ድርጅት ደግሞ 100 ሺሕ እንደሚያስቀጣ ተመላክቷል፡፡

እንዲሁም ማንኛውም ያልተጣራ ቆሻሻ ወደ ወንዝ መልቀቅ ግለሰብ 150 ሺሕ ብር እንደሚያስቀጣ የተገለጸ ሲሆን፤ ድርጅት ደግሞ 300 ሺሕ ብር ይቀጣል ተብሏል፡፡

ዘይት፣ ጨዋማ ፈሳሽ፣የሞተር ዘይት፣ ነዳጅ ሳሙና ነክ ነገሮችን በወንዝ ዳርቻ ያስወገደ 400 ሺሕ ብር እንደሚቀጣም ተገልጿል፡፡

በተጨማሪም ፍቃድ ሳይሰጠው ያልታከመ ቆሻሻን ወደ ወንዝ ያስወገደ ግለሰብ 15 ሺሕ ብር ድርጅት 40 ሺሕ ብር ይቀጣል ተብሏል።

በመሆኑም እነዚህንና ሌሎች የጥፋት አይነቶችን አካትቶ ይዞ የተሻሻለው ደንብ በከተማው ውስጥ የሚገኙ ወንዞችና የወንዝ ዳርቻ እና ገባሮቻቸው ከተለያዩ ቦታዎች በሚለቀቁ በካይ ፍሳሽና ደረቅ ቆሻሻ አማካኝነት ተፈጥሯዊ ባህሪያቸውን በመቀየር ለሰው ጤንነትም ጎጂ በመሆናቸው ያንን ከመከላከል አንፃር አስፈላጊ ሁኖ በመገኘቱ ነው ተብሏል።

ከዚህም ሌላ የወንዝ ብክለትን ለመከላከል የተቀመጡ አሰራሮች ተግባራት በማይፈጽሙ አካላት ላይ ተመጣጣኝ ሕጋዊና አስተዳደራዊ እርምጃ በመውሰድ ከጥታፋቸው ተምረው ከተመሳሳይ ድርጊት እንዲታቀቡና የደረሰውን ጉዳት በማስተካከል ወደነበረበት እንዲመልሱ ማድረግ የሚያስችል የአሰራር ሥርዓት በሕግ መዘርጋት አስፈላጊነቱ ስለታመነበት መሆኑ ተገልጿል።

በመሆኑም ይህ ደንብ አስተዳደራዊ ወሰን ውስጥ በሚገኙ ወንዞችና የወንዝ ዳርቻዎች እና በአካባቢው ደህንነት ላይ ብክለትና አሉታዊ ተጽእኖዎችን በሚያስከትል ማንኛውም ሰው ላይ ተፈፃሚ ይሆናል ተብሏል።

ደንቡን ተረድተው ተግባራዊ እንዲያደርጉ ለማስቻልም ከሦስቱም ባለስልጣን መስሪያ ቤቶች በየደረጃው ለሚገኙ አመራሮች፣ አስተባባሪዎች እና ባለሙያዎች የግንዛቤ ማስጨበጫ መሰጠቱ ተነግሯል፡፡
