Ques. Are their any rules related to Memorial of Former Prime Ministers?
Ans. While guidelines exist for State funerals, there is no specific rule or government order regarding allocation of space for memorials for former PMs.

Ques. All former PMs have memorials?
Ans. Except PV Narsimha Rao, all have memorials.

Ques. Who Maintains the memorial of famous personalities?
Ans. They are maintained by respective state governments and local municipalities. But few are also maintained by GoI via Min of Urban Development.

The Value of Being on Time.

Today, I went to the Lucknow CSE Mains Examination Centre with a few Ziddi Vidyarthis who were writing mains this year.

While I was waiting outside till 9am after they had entered the centre, I saw a few students coming late to the centre one by one. They reached the centre by 8.40am to 8.45am.

And, it was disheartening to see today that 4 aspirants were not allowed to write their first paper (Essay) of the CSE Mains Exam 2024 because they were late by 10 minutes.

UPSC Rule: Enter the Examination Hall 30 minutes before (8.30am) the scheduled commencement of the Examination which is 9am.

The value of punctuality taught us in school becomes so much more important as we grow old.

Whenever you people have important work to do in life, make sure your time to reach there is half an hour before the designated time.

Sita Soren v Union of India, 2024

1. In this case, a seven-Judge Bench unanimously held that a lawmaker does not enjoy immunity under Articles 105(2) and 194(2) of the Constitution against bribery.

2. Recently, the Supreme Court (SC) overturned a 25-year-old majority opinion in the P V Narasimha Rao v State (CBI/Spe) Case, 1998 also known as the JMM (Jharkhand Mukti Morcha) bribery case. The SC stated that the bribery is not protected by parliamentary privileges.

3. The previous ruling had stated that lawmakers who accepted bribes could not be prosecuted for corruption if they followed through with voting or speaking in the House as agreed.

4. The Supreme Court in the State of Kerala Vs. K. Ajith Case, 2021, observed, that “privileges and immunities are not gateways to claim exemptions from the general law of the land, particularly as case of, the criminal law which governs the action of every citizen.”

5. In July 2021, the Supreme Court rejected the Kerala government’s plea to withdraw criminal cases against its MLAs who were charged in the assembly.
