Is the regional architecture in the Indo-Pacific, especially the Quad, doing enough to make China rethink its aggressive and expansionist policies? Derek Grossman of the RAND Corporation says that Quad is a fundamental block of the Indo-Pacific and that it will grow in momentum under the incoming Trump presidency. Minilaterals like Quad may not be altering Chinese behaviour but they give the allies and partners of the USA some confidence and agency to manage security threats.
