Building National Health Security Enhances global Health Security

Ethiopia conducted the 2024 International Health Regulation (IHR) State Party Self-assessment Annual Report (SPAR) on a workshop conducted from January 21-24,2025 in Hawassa. The workshop brought together a diverse group of participants from government sectors, UN agencies, and different partners. The objective of the meeting was to produce the 2024 mandatory state parties annual report for Ethiopia based on the One Health approach, which will be submitted to the World Health Organization (WHO).
Dr. Messay Hailu, the Ethiopian Public Health Institute’s (EPHI) Director General at the opening of the workshop said that the SPAR process is vital in tracking the country's progress and identifying areas that require further attention and improvement. The Director General further stressed that the tool, which will be used by the participants, has been instrumental in monitoring the implementation of the capacities required under the international health regulation. Dr. Messay further mentioned the datas collected have been made available through the Global Health Observatory (GHO), providing valuable insights into the health profiles of countries and regions.
Speaking on his behalf, Dr. Feyessa Regassa, International Health Regulations and One Health Office Head, stated that since the One Health approach acknowledges the interdependence of environmental, animal, and human health, it is essential to attain the best possible health outcomes and tackle the intricate health issues that affect everyone and cut across national boundaries. Dr. Feyessa went on to say that the workshop's wide collection of attendees reflected the spirit of cooperation that motivates everyone's efforts to ensure both national and international health security.
In addition to expressing their support and commitment to the overall activities, partner organizations from WHO, FAO, CDC, USAID, UKHS, and RTSL Heads & representatives reaffirmed their dedication to maintaining and accelerating the momentum and tackling new issues through cooperation and communication.

የኢንስቲትዩቱ ሰራተኞች ተላላፊ ያልሆኑ በሽታዎችን ማለትም የስኳር፣ የደም ግፊት እና የኮሊስትሮል መጠንን እንዲያውቁ ለማድረግ ወይም ያስችላው ዘንድ አርብ ከጥር 16 ቀን ጀምሮ በኢንስቲትዩቱ ቅጥር ግቢ ውስጥ ነፃ ምርመራ ሊደረግ በመሆኑ ከላይ ከተጠቀሰው ቀን ጀምሮ ፍላጎት ያላችሁ የኢንስቲትዩቱ ሰራተኞች ምርመራ ለማድረግ የተጋበዛችሁ መሆኑን እናሳውቃለን፡፡ የምርመራው ተሳታፊ በመሆን ጤንነትዎን ይጠብቁ፡፡

የጤና ላቦራቶሪ አገልግሎትን ጥራት በማስጠበቅ እና ባዮሴፍቲ እና ባዮሴኪዩሪቲ ስርዓቶችን ለተገበሩ የጤና ላቦራቶሪዎች የእውቅና እና የምስክር ወረቀት ተሰጠ።
የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት ከUK Health Security Agency (UKHSA) ጋር በመተባበር ከተለያዩ ክልሎች ለተውጣጡ 10 የጤና ላቦራቶሪዎችን የላብራቶሪ ጥራት ስርአት ማሻሻያ ፕሮግራም (Strengthening Laboratory Management Towards Accreditation/SLIPTA/) እንዲሁም 16  ተጨማሪ  በባዮ-ሴፍቲ እና ባዮ-ሴኪዩሪቲ ሰርተፍኬት ፕሮግራምን ለተገበሩ ላቦራቶሪዎች  የእውቅና እና የምስክር ወረቀት የመስጠት ፕሮግራም በአዲስ አበባ ጥር 8/2017 ዓ.ም ተካሄደ። በፕሮግራሙም ላይ የUKHSA ሃላፊዎች እና ተወካዮች፣ የክልል የሕብረተሰብ ጤና ኢንስቲትዩት እና የክልል ላቦራቶሪዎች ሃላፊዎች፣ ከተመረጡ የጤና ተቋማት የመጡ የሆስፒታል ስራስኪያጆች እና የላቦራቶሪ ሃላፊዎች፣ የላቦራቶሪ ባለሙያዎች  እንዲሁም ሌሎች ጥሪ የተደረገላቸው እንግዶች በዝግጅቱ ላይ ተሳትፈዋል።
በዝግጅቱ ላይ ተገኘተው የእንኳን ደህና መጣችሁና የመክፈቻ መልዕክት ያስተላለፉት የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት ምክትል ዋና ዳይሬክተር ዶ/ር ሳሮ አብደላ እንደገለጹት የላቦራቶሪ ጥራት የማሻሻልና የአክሪዲትሽን ስራዎች ላይ የጤና ሚኒስቴር እና የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት የትኩረት አቅጣጫ (ፍላግ-ሽፕ) በመሆኑ በዚህ ዘርፍ እየተሰሩ ካሉ ስራዎች አንዱ ከUKHSA ጋር በመተባበር ባለፉት ዓመታት ከተለያዩ ክልሎች ለተመረጡ ላቦራቶሪዎች አስፈገላጊውን ድጋፍ እና ክትትል ኢንስቲትዩቱ ሲያደረግ እንደነበር እና በዚህም አበረታች ውጤቶችንም እንደተገኙና ይህንንም ኢንስቲትዩቱ አጠናክሮ  እንደሚቀጥል የገለጹ ሲሆን፤ በተጨማሪም የባዮሴፍቲ እና የባዮሴኪዩሪቲ መርሃ ግብሮች በተለያዩ የጤና ላቦራቶሪዎች እየተተገበረ ሲሆን በአተገባበሩ ሂደት ውስጥ ብዙ ተግዳሮቶች ቢያጋጥሟቸውም የተሻለ አፈጻጸም ላስመዘገቡ 16 ላቦራቶሪዎች በዚህ መርሃ ግብር እውቅና እንደሚሰጥ ገልጽው አያይዘውም በአገር አቀፍ ደረጃ የላቦራቶሪ አገልግሎትን ለማሻሻል የተለያዩ የአቅም ግንባታ ስራዎች በመሰራታቸው ተጨባጭ ለውጦች እና አበረታች ማሻሻያዎች መመዝገባቸውን ገልጽዋል።
UKHSA ከኢንስቲትዩቱ ጋር በመተባበር በላቦራቶሪው ዘርፍ ያከናወናቸውን እና እየተሰሩ ያሉ ስራዎችን በተመለከተ ዶ/ር ሳጂል ሊቃት በኢትዮጵያ የUKHSA ፕሮጀክት ኃላፊ ንግግር  ያደረጉ ሲሆን በተለይም UKHSA በዓለም አቀፍ የጤና ደንብ (International Health Regulation) ላይ  ትኩረት አድርጎ እንደሚሰራ፤ የላቦራቶሪ ምርመራ አገልግሎቶችን ጥራት ለማሻሻል ለ10 ላቦራቶሪዎች የባዮሴፍቲ እና የባዮሴኪዩሪቲ መርሃ ግብሮችን ተግባራዊ ለማድረግ  ለተመረጡ 16  ላቦራቶሪዎች የአቅም ግንባታ ስልጠናዎችንና ሌሎች ሙያዊ ድጋፍ ሲያደርግ እንደነበረ የገለጹ ሲሆን በቀጣይም መሰል ድጋፎችን አጠናክረው እንደሚቀጥሉ ቃል ገብተዋል::
በላፉት ሁለት ዓመታት የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት ከUKHSA ጋር በመተባበር ሲያከናውናቸው ለነበሩ ስራዎች እና ስለተገኘው ውጤትም አቶ ዳንኤል መለሰ የኢንስቲትዩቱ የላቦራቶሪ አቅም ግንባታ ዳይሬክቶሬት ዳይሬክተር ምስጋና ያቀረቡ ሲሆን ዝርዝር የተሰሩ ስራዎች እና የተገኙ ውጤቶች በተመለከተ በኢትዮጵያ ሕብረተሰብ ጤና ኢንስቲትዩት እና በUKHSA ባለሙያዎች በጽሁፍ አቅርበው ቀጣይ የስራ አቅጣጫዎች ተሰጥቶባቸዋል፡፡
