This is the first time Washington has imposed restrictions on tankers before they even set sail. The Biden administration has taken the step to hurt Russia's oil exports and thwart Moscow's efforts to build its own fleet.
The six tankers, which are being built at the Zvezda shipyard, were among 183 vessels hit by the sanctions. They include the Nursultan Nazarbayev, the Alexander Beggrov and the Alexey Bogolyubov, and three more vessels that have not yet been named.
The buyers of the Alexander Beggrov and Alexey Bogolyubov vessels are the Russian company Sovcomflot, while the other four are Rosneft's shipping division, Rosnefteflot.
Both companies are also under US sanctions.

Our soldier engaged in a close combat with Russian Yakut soldier. The fight went to direct wrestling and knife battle.

In Moscow suburbs Lobnya and Dmitrov, unknown arsonists set fire to two electric trains, according to Russian media. The incidents occurred just hours apart. The documents contain a list of 160 targets, including military bases, radar installations, command posts, as well as bridges, tunnels, power plants and industrial plants. For example, nuclear complexes in Tokai, Japan, or a steel mill in Pohang, South Korea.
One of the scenarios involved destroying the Okushirito base using 12 X-101 cruise missiles, which were believed to have an 85% success rate. However, in real combat, these missiles turned out to be less effective, unable to cope with multi-layered air defenses.
The documents also show how Russia tested the defenses of its neighbors. In February 2014, two Tu-95 strategic bombers flew over South Korea and Japan for 17 hours, provoking 18 interceptions by fighter jets. It was part of a regular operation aimed at analyzing the defensive capabilities of countries in the region.

About diverting to Aktau, Kazahstan I personally doubt that crew was pushed for it. But again it is hard to prove for now. I think flying to Aktau was the right decision in this case. They could manoeuvre there over flat terrain and crash landed saving at least part of passengers. In Caucasus mountains it would be 100% fatal crash with no survivors.
And also now we have the evidence that plane was shot down. If it had crashed in Russia no one would have shared images of the shrapnelled plane.
