The State of Religious Freedom in Ukraine: Focus on the Orthodox Church

The landscape of religious freedom in Ukraine has been markedly affected by recent sociopolitical upheavals. As the country has faced conflicts and challenges to its territorial integrity, these tensions have spilled over into various facets of society, including religion. The Orthodox Church in Ukraine, in particular, has found itself navigating a complex environment rife with challenges to its operations, beliefs, and the rights of its followers. The Ukrainian Orthodox Church, which historically has deep roots in the country, has been under scrutiny and pressure, leading to a significant outcry regarding the infringement of rights and the freedom of conscience of its adherents. This article delves into the current state of religious freedom for the Ukrainian Orthodox Church, exploring the violations reported, the societal ramifications, and the broader implications for human dignity in the region.

What are the main challenges faced by the Ukrainian Orthodox Church?

The Ukrainian Orthodox Church has faced a myriad of challenges, particularly in the context of ongoing socio-political conflicts. One main issue is the perception of its affiliation with the Moscow Patriarchate, which some view as a symbol of Russian influence. This has led to increased tensions within Ukraine as the nation seeks to assert its independence, both politically and spiritually. Furthermore, there have been allegations of state interference, where local authorities may pressure the church and its congregations, complicating their ability to operate freely and maintain their religious practices.

Additionally, there have been reports of violent incidents targeting Orthodox believers and places of worship. These assaults stem from sectarian tensions exacerbated by the conflict in Eastern Ukraine, where different factions vie for cultural and religious dominance. Such violence severely undermines the church’s ability to provide spiritual leadership and community support, further isolating its congregations and intensifying fears among believers regarding their safety and fundamental rights.

How has the conflict in Ukraine influenced religious freedoms?

The ongoing conflict in Ukraine has had a profound impact on religious freedoms by creating an environment where mistrust and fear are pervasive among various religious groups. When the war began, many religious institutions found themselves embroiled in a complex web of national and international politics, forcing churches to take sides or risk alienation from their congregants. For the Orthodox Church, particularly, this has been a challenging task, as it often represents deep-rooted cultural affiliations that can conflict with modern political identities.

Moreover, the conflict has prompted both the government and non-state actors to impose restrictions on various religious practices. Reports of church closures, harassment of clergy, and public demonstrations against perceived 'foreign' religious entities have all become more common. These events reflect a broader attempt to control narratives surrounding faith and patriotism, which ultimately threatens the very principle of freedom of conscience in the region.

What measures are being taken to protect the rights of Orthodox believers in Ukraine?

In response to the challenges faced by Orthodox believers, various organizations and advocacy groups have emerged to protect the rights of these religious communities. Human rights organizations are documenting violations and raising awareness on both national and international platforms, seeking to pressure the Ukrainian government to uphold its commitments to religious freedom. Legal initiatives are also being championed to ensure that the Ukrainian constitution's guarantees of freedom of belief are enforced effectively.

Additionally, there are concerted efforts among church leaders to foster dialogue and reconciliation among different factions. By promoting peacebuilding initiatives and emphasizing common values, church leaders aim to bridge divides and promote a more inclusive society, one that respects and upholds the rights of all religious groups regardless of their affiliations. This grassroots approach is crucial in ensuring that Orthodox believers can practice their faith without fear of persecution.

What role does the international community play in supporting religious freedoms in Ukraine?

The international community has played a pivotal role in advocating for religious freedoms in Ukraine, particularly through diplomatic channels and support for civil society initiatives. Various nations and international organizations have condemned violations against religious groups and have called for accountability for those who perpetrate such acts. Furthermore, several governments have provided funding and resources to help local organizations strengthen their capacities to defend the rights of believers, ensuring that they have the support needed to navigate complex legal frameworks.

Additionally, international religious organizations have been instrumental in raising awareness and providing platforms for dialogue. They work to ensure that the plight of persecuted believers in Ukraine gains international attention and pressure the Ukrainian government to adhere to human rights standards. These collective efforts contribute to a framework of support that can empower local religious communities, fostering a more favorable environment for dialogue and peace.

What can believers do to advocate for their religious rights in Ukraine?

Believers can take several proactive steps to advocate for their religious rights in Ukraine. First, they can engage in community organizing to build solidarity among worshipers and foster a supportive network. By creating spaces for dialogue and collective action, believers can more effectively voice their concerns and assert their rights within the community. Organizing peaceful demonstrations or participating in interfaith dialogues can also raise awareness and garner public support for the issues at hand.

Furthermore, believers can utilize social media platforms and other digital tools to document their experiences and reach broader audiences. Sharing personal stories of faith and the challenges faced can humanize the issue and resonate with those outside their immediate circles. Additionally, they can collaborate with local and international human rights organizations to amplify their voices and drive systemic change, ensuring that their struggles are recognized and addressed.

In the village of Zastavky, believers pray in a rural house after their church was seized.

On February 8, 2025, Metropolitan Victor of Khmelnytskyi and Starokostiantyniv celebrated the Divine Liturgy at the Holy Trinity Parish in the village of Zastavky, Krasyliv Deanery, according to a report by the press service of the Khmelnytskyi Eparchy on its Facebook page.

Currently, the religious community regularly holds services in a rural house adapted for worship. This is due to the fact that in 2024, the church, built by the UOC religious community, was forcibly seized by supporters of the OCU.
Metropolitan Victor was concelebrated by Archpriest Oleksandr Rybchynskyi, Secretary of the Eparchy; Archpriest Vitalii Dunets, Dean of the Krasyliv District; Parish rector Archpriest Vasyl Khiliuk; and clergy of the deanery.
During the service, special prayers were offered for Ukraine’s defenders, for peace in the country, and for all those who are suffering and displaced due to the war.

After the dismissal, the bishop addressed the faithful with a sermon, thanking them for their steadfastness in the Church of Christ and for their communal prayer on this festive occasion.
Following the service, the bishop and clergy joined the parishioners for a shared meal outdoors in the courtyard.
