Isiolo Governor Abdi Guyo’s attempt to rally support ahead of President William Ruto’s visit on Friday took an embarrassing turn on Thursday afternoon after a chaotic commotion erupted during a mobilization exercise by his agents.

The dispute is believed to have stemmed from disagreements over money that was being distributed to those enlisted to attend the event, with sources indicating that some felt shortchanged.

Governor Guyo, who has been under fire from residents over mismanagement of public funds and poor leadership is banking on a massive turnout on Friday to create an impression of overwhelming support before the president.

Things could prove politically costly for the embattled governor as a lukewarm or hostile reception will further expose his dwindling influence in the county.

Three businessmen were on Thursday charged with defrauding Landmark Freight Services Limited of a parcel of land valued at Ksh 1.6 billion.

The accused persons are John Gitau Ngumi, Atek Otech Richard, and Bernard Otieno Mallo.

They denied six counts related to the alleged fraud.

These charges include perjury, uttering a false document, making a document without authority and conspiracy to defraud.

National Treasury plans to review Kenya’s public-private partnership (PPP) framework following the fallout from canceled projects linked to India’s Adani Group.

This comes after President William Ruto scrapped the proposed JKIA deal in November due to public concerns, including potential job losses.

The Treasury has now invited consultants to assess the suitability of its procurement processes under the PPP Act of 2021.

The review follows warnings from multilateral partners, such as the World Bank, against unsolicited PPP deals, which have raised transparency concerns and risk public backlash.

The review will examine how projects are identified, feasibility studies are conducted, and transaction advisors are appointed.

It will also scrutinize the tendering process, project execution, and oversight mechanisms.

Currently, Kenya has five active PPP projects valued at Ksh 129.2 billion, with 32 more at different stages of implementation.

High Court suspends recent directive by Inspector General of Police, Douglas Kanja, which sought to prohibit public demonstrations within Nairobi’s Central Business District (CBD) and its surrounding areas.

Justice Bahati Mwamuye issued a conservatory order halting the enforcement of this ban, pending the hearing and determination of a petition filed by the Katiba Institute.

The directive had also required all demonstrations to have a designated leader, a move that police argued would help in maintaining order and accountability.

However, the court ruled that this requirement did not meet the constitutional threshold, reaffirming the right to peaceful assembly, with or without an appointed leader.

The MCAs argue that allowing a competitor to run key operations like the ethanol and cogeneration plants sabotages the factory’s revival efforts.

They are also rallying sugarcane farmers to halt deliveries to the factory until the situation is resolved.

This clash comes days after President William Ruto launched a Ksh 150 million bonus program aimed at incentivizing sugar farmers who have supplied cane to the embattled Mumias Sugar Factory, an initiative intended to support the factory's revival.

While the move was widely interpreted by the public as a government-backed intervention, confusion arose regarding its true origins, as the government later distanced itself from direct involvement in the bonus distribution, clarifying that it was the factory itself, rather than the state, overseeing the payment process.

In December while most of us were enjoying the holidays, 7 Bills were signed into law. These Bills contained some of the proposals that we previously rejected in the Finance Bill 2024. Here are 7 of the now-enacted Tax Laws:

1. Elimination of Tax Reliefs:

The government has eliminated two key tax relief measures: Affordable Housing Relief and Post-Retirement Medical Fund Relief. This move reduces incentives for affordable housing and financial preparedness for medical expenses in retirement

2. Higher Excise Duty on Sugar, Alcohol, and Confectionery:

Excise duty rates have been increased on imported sugar, with exceptions granted for pharmaceutical manufacturers and raw sugar intended for processing. Additionally, higher excise duties have been imposed on various alcoholic beverages and imported sugar confectionery.

This is expected to increase the cost of these items, placing additional financial strain on consumers

3. Excise Duty on Tobacco and Nicotine Products:

Cigarettes (both filtered and unfiltered) and nicotine products for inhalation, such as e-cigarettes, now face higher excise duty rates. This may discourage nicotine and tobacco products consumption and promote public health.

4. New Excise Duties on Electric Transformers and Printing Ink:

Excise duties have been introduced at 25% on imported electric transformers and parts, and 15% on imported printing ink. This will likely raise the costs of infrastructure development, indirectly affecting industries and businesses reliant on these imports.

5. Additional Excise Duties on Imported Goods:

The government has introduced new excise duties on imported goods, including 5% on ceramic sanitaryware and tiles, 35% on float glass, and 2.5% on coal imports, with specific rates based on custom value or weight.

The higher taxes on these goods may lead to increased costs for construction and manufacturing, potentially slowing economic growth in these sectors.

6. Tax Exemption for MPs:

MPs exempted themselves from paying Sh1 billion in car taxes. Each MP was initially expected to pay Sh2.5 million in taxes, but this cost will now be borne by Kenyan taxpayers.

This exemption further widens the divide between the ruling class and its people, as taxpayers shoulder the financial burden while MPs benefit from exemptions.

7. Significant Economic Presence Tax:

A new tax targeting foreign companies with a significant economic presence (SEP) in Kenya has been introduced. Non-resident companies providing services in Kenya will now pay a 6% SEP Tax. This change is likely to result in higher rates for services offered by companies such as Bolt and Uber, as they adjust their pricing to accommodate the increased tax burden.

The rejected Finance Bill 2024 aimed to raise KES 344.3 billion, while these recently passed amendments aim to raise KES 162 billion—47% of the original target. It is safe to say that the Finance Bill is halfway back.

YOU ARE NOT WELCOME

Western duplicity and cunning has meant that one of their biggest counter power, China, has been giving back a dose of 'own medicine' in equal measures.

The bitter pills to swallow has come in the power of symbolic unwelcome.

Recently, Germany Foreign Minister, Baerbock was greeted by lower ranking officials on her official visit to China. No red carpet, no welcome party.

In April this year, US Secretary of State Antony Blinken arrived in China and was greeted the same way; without a red carpet and lower ranking party officials. For Blinken, it is the second time.

He faced the same fate when he visited in June 2023. Even more embarassing, there's a video of Blinken with an uninterested Xi Jinping. The US Secretary of State desperately begged for a meeting.

China has always accused the west of various mischief including unfriendly trade practices.

The communist country is now a member of BRICS, a counter trade and political block to West. BRICS, of which Russia is part, seeks to shape the new multipolar world.

This is opposed to US and West's culture of forever wars, dollar hegemony, and gender fluidity.

Family sources, friends and former colleagues have confirmed that the late Wells Fargo HR Manager Willis Ayieko was investigating a Ksh 94 million heist before his tragic murder last week.

Ayieko was deeply involved in the company's internal probe following the theft which occurred in November 2023 during the transit of funds from Quick Mart Supermarket to a bank in Nairobi..

The theft prompted Wells Fargo management to hold a series of crisis meetings which culminated in an internal investigation that identified several staff suspects linked to the heist.

The investigation resulted in police arresting persons connected to the crime.

Forensic analysis of communication data pointed to two main suspects: Anthony Nduiki and Daniel Mutheka.

Even considering the circumstances of his death, there is no immediate proof tying Ayieko's murder to his role in the heist inquiry.

No arrests have been made so far.
