Effective January 21, 2025, only spouses of certain international students and foreign workers will be able to apply for a family OWP.
OWPs that were approved under the previous measures and have not expired will remain valid. Spouses of workers covered by free-trade agreements and those transitioning to permanent residence will not be impacted by these changes.
CFSO's INTERPRETATION OF THIS CHANGE:
Hong Kong Pathway is considered a program designed to let work permit holders transition to Permanent Residency. As such, we believe Work Permits and Spousal Work Permits granted under HK Pathway are not affected. We strongly advise that applicants save documentation showing their original application under the Public Policy of Hong Kong Pathway, as we anticipate that IRCC officers will require more lead time to be familiar with the change.
