Press Release on the Rescue and Transfer of 16 Bangladeshi Nationals Abandoned at Sea After a Pirate Attack in the Bay of Bengal into the Hands of Border Guard Bangladesh

Regarding the above press release, the incident occurred as follows:
1. Fourteen fishermen from Parhartuli Islampur (a.k.a. Shaharnoronorgor), Cox’s Bazar City, Cox’s Bazar District, Bangladesh.
2. One fisherman from Sapinpinsori Village, Teknaf City, Cox’s Bazar District, Bangladesh.
3. One fisherman from Fecharika Village, Cox’s Bazar City, Cox’s Bazar District, Bangladesh.

A total of 16 fishermen aboard a motorboat left to fish in the Bay of Bengal on September 28, 2024, at around 9 a.m. Their fishing expedition, led by Hamaar Ulaas, was to last approximately two weeks. However, after about one week, on October 4, 2024, around 6 p.m., their boat was attacked by a group of about 60 armed Bengali pirates. The pirates captured the fishermen and seized their motorboat. The pirate group, equipped with three motorboats, robbed the fishermen’s vessel.

The unidentified armed pirates threatened the fishermen with firearms. The fishermen were beaten with guns and batons, and all their money, phones, fuel, food supplies, rice, oil, salt, and fishing equipment were taken. The pirates detained Hamaar Ulaas and the fishermen for two days inside the boat's hold without food or water.

On October 7, 2024, around 4 a.m., the pirates planned to abandon them near Kyaukpandu Beach, Maungdaw, Arakan. However, the Arakan Coast Guard spotted the boat at around 6:30 a.m. on the same day. The coast guard successfully rescued Hamaar Ulaas and the 16 fishermen. The injured individuals, who had suffered beatings from the pirates, received medical treatment and were cared for.

Subsequently, the authorities contacted the relevant Bangladeshi officials, and on October 14, 2024, at 6:15 p.m., the 16 rescued individuals were safely handed over to the Bangladesh Border Guard and the police at Shaporir Port, Bangladesh.

စသည်ဖြင့် စုစုပေါင်းရေလုပ်သား (၁၆) ဦး ပါဝင်သော မော်တော်ဘုတ်တစ်စီးသည် ၂၀၂၄ ခုနှစ်၊ စက်တင်ဘာလ (၂၈) ရက်နေ့၊ နံနက် (၉) နာရီခန့်အချိန်တွင် ဘင်္ဂလားပင်လယ်အော်အတွင်းသို့ ငါးရှာရန် ထွက်လာခဲ့ကြပါသည်။ နှစ်ပတ်ခန့်ကြာမြင့်မည့် ငါးဖမ်းလုပ်ငန်းကို “ဟာမာအူလာစ်” မှ ဦးဆောင်လာခဲ့ခြင်း ဖြစ်ပြီး တစ်ပတ်ခန့်အကြာ ၂၀၂၄ ခုနှစ်၊ အောက်တိုဘာလ (၄) ရက်နေ့၊ ညနေ (၆) နာရီခန့် အချိန်တွင် အမည်မသိလက်နက်ကိုင် ဘင်္ဂလီ (၆၀) ဦးခန့်ပါဝင်သော ပင်လယ်ဓားပြအဖွဲ့တစ်ဖွဲ့၏ ဓားပြတိုက်ခြင်းကို ခံခဲ့ရသည့်အပြင် အဆိုပါ ၎င်းတို့၏ မော်တော်ဘုတ်ထက်၌ပင် ဖမ်းဆီးလှောင်ပိတ်ခြင်းကို ခံခဲ့ရသည်။ ပင်လယ်ဓားပြအဖွဲ့သည် မော်တော်ဘုတ် (၃) စီးဖြင့် ဓားပြတိုက်ခဲ့ခြင်းဖြစ်သည်။

On October 7, 2024, at 11:43 AM, a boat from two vessels that had illegally entered Arakan territorial waters near the Bangladesh border (Naff River) to fish was intercepted by Arakan Army and Coast Guards. One boat managed to flee back into Bangladeshi waters, while the other was seized. On board were five Bangladeshi fishermen:

1. Abdur Rahim (22 years old)
2. Md Rasel Mia (23 years old)
3. Md Saiful Mia (17 years old)
4. Borhan Uddin (19 years old)
5. Md Rashed (24 years old)

These individuals were temporarily detained for questioning, following proper security procedures, by the Arakan Army and Coast Guards.

In some parts of Maungdaw Township, where the Arakan Army is conducting operations but lacks full control, extremist armed groups such as ARSA, RSO, and ARA, trained by the Myanmar military, have been engaging in violence against innocent locals, traders, and fishermen, including abductions and attacks.

Furthermore, illegal border crossings, smuggling, and trespassing along the Bangladesh-Arakan border and the Naff River continue. There have been reports of armed extremists disguising themselves as fishermen to commit acts of violence in the area.

The Arakan Army, in collaboration with public security forces and Coast Guards remains dedicated to protecting innocent civilians in Arakan, regardless of ethnicity or religion, ensuring their safety, property, and security. The forces are working with local communities to maintain peace at the border, enforce the rule of law, and prevent extremist groups from gaining a foothold along the Naff River. Security forces are also pursuing extremist militants still at large.

There have been previous instances where fishermen who inadvertently entered Arakanese territorial waters due to storms or other circumstances were safely rescued and handed over to Bangladeshi authorities. In response to the requests of Bangladeshi officials, the five Bangladeshi nationals who were detained for illegal fishing were released on October 9, 2024, at 12:50 PM, after signing pledges not to engage in such activities again. The fishermen confirmed they were not mistreated during their detention.

Officials from the Border Guard Bangladesh (BGB) held a press conference to acknowledge the safe return of the five Bangladeshi nationals and provided details regarding the incident.

ထွက်လာ၍ (၅) မိနစ်အကြာ၊ နေ့လယ် (၁) နာရီ (၃၅) မိနစ်အချိန်တွင် ဘူးသီးတောင်မြို့နယ်၊ ဂုံးနားမူဆလင်ကျေးရွာ အဝင်ဝအနီးသို့ ရောက်ရှိချိန်၌ ARSA မူဆလင်အကြမ်းဖက်လက်နက်ကိုင်အဖွဲ့မှ ခြုံခိုတိုက်ခိုက်ခံရ၍ မိမိတို့၏ လုံခြုံရေးတပ်ဖွဲ့ဝင် (၁) ဦးမှာ ဦးခေါင်းနှင့် ဝမ်းဗိုက်တွင် သေနတ်ကျည် ထိမှန်ကာကျဆုံးပြီး ကျန်နှစ်ဦးမှာ ဒဏ်ရာရရှိခဲ့သည်။ ထို့အပြင် ၎င်းတို့စီးလာသော ဆိုင်ကယ်မှာလည်း အဆိုပါ ခြုံခိုတိုက်ခိုက်ခံရသည့်နေရာ၌ပင် မီးရှို့ဖျက်ဆီးခြင်းခံခဲ့ရသည်။

အာရက္ခတပ်တော်သည် အာရက္ခဒေသအတွင်း၌ မိမိတို့သိမ်းပိုက်ရန်ကျန်ရှိနေသေးသော ဖက်ဆစ်အကြမ်းဖက် စစ်ကောင်စီ၏ တပ်စခန်းများအားလုံးကို တစ်ခုမကျန်ဆက်လက်သိမ်းပိုက်ရယူရန်အတွက် ကြိုးပမ်းလျက် ရှိသောကြောင့် မောင်တော၊ ကျိန္တလီ နှင့် အမ်းစသည့်ဒေသများအတွင်း၌ တိုက်ပွဲများမှာ ဆက်လက်ဖြစ်ပွား လျက်သည်။

အာရက္ခတပ်တော်မှ ကုလားပြင်တံတားထိပ်ရှိ ကိုင်းခုန်နှင့် ကံဂေါ်တောင် (ကံကော်တောင်)၌ တပ်စွဲထားသော အကြမ်းဖက် စစ်ကောင်စီ၏ စခန်းများကို ၂၀၂၄ ခုနှစ်၊ အောက်တိုဘာလ (၆) ရက်နေ့တွင် သိမ်းပိုက်ရရှိခဲ့ပြီးနောက် ရန်သူသည် အဆိုပါတံတားအား ဖောက်ခွဲဖျက်ဆီးကာ ဆုတ်ခွာသွားခြင်းဖြစ်သည်။ မိမိတို့အနေဖြင့်လည်း ဆုတ်ခွာသွားသည့် ရန်သူများအား လိုက်လံချေမှုန်းတိုက်ခိုက်လျက်ရှိသည်။
