अनुच्छेद 204 विनियोग विधेयक

(1) विधानसभा द्वारा अनुच्छेद 203 के अधीन अनुदान किए जाने के पश्चात यथाशक्य शीघ्र राज्य की संचित निधि में से-
(क) विधानसभा द्वारा इस प्रकार किए गए अनुदानों को, और
(ख) राज्य की संचित निधि पर भारित, किन्तु सदन या सदनों के समक्ष पहले रखे गए विवरण में दर्शित रकम से किसी भी दशा में अनधिक व्यय की पूर्ति के लिए अपेक्षित सभी धन राशियों के विनियोग का उपबन्ध करने के लिए विधेयक पुरःस्थापित किया जाएगा।

(2) इस प्रकार किए गए किसी अनुदान की रकम में परिवर्तन करने या अनुदान के लक्ष्य को बदलने अथवा राज्य की संचित निधि पर भारित व्यय की रकम में परिवर्तन करने का प्रभाव रखने वाला कोई संशोधन, ऐसे किसी विधेयक में राज्य के विधानमण्डल के सदन में या किसी सदन में प्रस्थापित नहीं किया जाएगा और पीठासीन व्यक्ति का इस बारे में विनिश्चय अन्तिम होगा कि कोई संशोधन इस खण्ड के अधीन अग्राह्य है या नहीं।

(3) अनुच्छेद 205 और अनुच्छेद 206 के उपबन्धों के अधीन रहते हुए, राज्य को संचित निधि में से इस अनुच्छेद के उपबन्धों के अनुसार पारित विधि द्वारा किए गए विनियोग के अधीन ही कोई धन निकाला जाएगा, अन्यथा नहीं।

✅ Government recently approved 27 manufacturers under the PLI Scheme – 2.0 for IT Hardware.

📍 Quick Facts
✅ Purpose: To boost domestic manufacturing and attract large investments in the value chain.
✅ Type: Central Sector Scheme.
✅ Incentive Period: 6 years during the scheme tenure.
✅ Project Management Agency: Industrial Finance Corporation of India (IFCI).

✅ Through financial incentives, the scheme aims to boost domestic manufacturing and attract large investments in the value chain.

NavIC (Navigation with Indian Constellation)

🔆 NASA’s New Space Telescope – SPHEREx

📍 Mission Overview
✅ NASA is launching SPHEREx on a two-year mission to study the universe's formation, galaxy evolution, and biogenic molecules in the Milky Way.

📍 Key Objectives
✅ Most Colorful Cosmos Map – SPHEREx will map the universe in optical & infrared light.
✅ Measuring Cosmic Inflation – It will study the universe’s expansion that occurred 14 billion years ago.
✅ 3D Galaxy Mapping – SPHEREx will use spectroscopic imaging to map 450 million galaxies.

📍 Search for Life
✅ The telescope will identify water & life-forming molecules (biogenic molecules) like carbon, hydrogen, and oxygen.
✅ These molecules are frozen in icy particles in distant galaxy regions, and SPHEREx will study how they might have reached Earth.

🔆 Olive Ridley Turtles in India – Growth Amidst Climate & Human-Induced Threats

📍 About Olive Ridley Sea Turtle
✅ Scientific Name – Lepidochelys olivacea
✅ IUCN Status – Vulnerable
✅ Physical Features – Smallest sea turtle species, weighing up to 45 kg, with a heart-shaped olive-green shell.
✅ Mass Nesting Behavior – Unique arribada (mass nesting), where thousands nest simultaneously on select beaches.

📍 Population & Nesting Sites
✅ A 16-year study (2008-2024) confirms a steady or growing population.
✅ Rushikulya saw one of the largest arribadas, with 400,000-500,000 turtles nesting in a few days.
✅ India's Major Nesting Sites – Odisha (Gahirmatha, Rushikulya, Devi), Tamil Nadu, Andhra Pradesh, and Andaman & Nicobar Islands.

📍 Climate Change & Skewed Sex Ratio
✅ Rising sand temperatures are producing more female hatchlings, threatening long-term population stability.
✅ Extended monsoons & strong sea currents disrupt turtle migration patterns.

📍 Recent Mass Deaths Along Indian Coast
✅ Tamil Nadu (Chennai, Chengalpattu) – 1,200+ dead turtles, 3x the annual average.
✅ Andhra Pradesh (Tirupati, Nellore, Visakhapatnam) – 2,000+ deaths in January 2025.

📍 Key Threats to Olive Ridley Survival
✅ Illegal Bottom Trawling & Gill Nets – Turtles drown after getting entangled in fishing gear.
✅ Lack of Turtle Excluder Devices (TEDs) – Many trawl boats violate marine regulations.
✅ Plastic Pollution & Habitat Destruction – Polluted beaches & coastal structures (groynes, seawalls) block nesting.
✅ Poaching & Egg Harvesting – Though illegal, turtle eggs are still collected in some regions.
