വിഴിഞ്ഞം തുറമുഖത്തെ ദേശീയപാത 66 ൽ നാവായിക്കുളവുമായി ബന്ധിപ്പിക്കുന്ന Trivandrum ഔട്ടർ റിങ് റോഡിന് (എൻഎച്ച് 866) അംഗീകാരമായില്ല. ഭൂമിയുടെ രേഖകൾ കൈപ്പറ്റിയ ശേഷം, നഷ്ടപരിഹാരം ഉടൻ നൽകുമെന്നു വിശ്വസിപ്പിച്ചു 2 വർഷമായി ഭൂവുടമകളെ തെറ്റിദ്ധരിപ്പിക്കുന്ന ദേശീയപാത അതോറിറ്റി പദ്ധതിയുടെ സ്ഥിതി മറച്ചുവയ്ക്കുകയായിരുന്നു. പദ്ധതിക്ക് അനുമതി ലഭിച്ച ശേഷം തുക അനുവദിച്ചാൽ മതിയെന്ന് ദേശീയപാത അതോറിറ്റി നിർദേശം നൽകിയതിനെ തുടർന്ന് ഭൂമി ഏറ്റെടുക്കൽ വിഭാഗം നഷ്ടപരിഹാര വിതരണത്തിനുള്ള നടപടികൾ നിർത്തിവച്ചു.

2022 ൽ ഭൂമി ഏറ്റെടുക്കൽ നടപടി തുടങ്ങിയ ഔട്ടർ റിങ് റോഡ് പദ്ധതിക്കു കേന്ദ്ര– സംസ്ഥാന സർക്കാരുകൾ തുല്യവിഹിതമാണു നൽകുന്നത്. എന്നാൽ, പദ്ധതിയെ പൊതു– സ്വകാര്യ പങ്കാളിത്തമുള്ള പദ്ധതികളുടെ ഗണത്തിലാക്കിയ കേന്ദ്ര സർക്കാർ, നിർമാണച്ചെലവ് കരാറുകാർ വഹിക്കുകയും അവർക്ക് 40% വരെ ഗ്രാന്റ് നൽകുകയും 15 വർഷം കൊണ്ട് ടോളിലൂടെ തുക തിരിച്ചുപിടിച്ചു നൽകുകയും ചെയ്യുന്നവിധമാണ് ആസൂത്രണം ചെയ്തത്. അതോടെ, പദ്ധതി പബ്ലിക് പ്രൈവറ്റ് പാർട്നർഷിപ് അപ്രൈസൽ കമ്മിറ്റിയുടെ (പിപിപിഎസി) അനുമതിക്കായി കൈമാറി. ടോൾ എങ്ങനെ വേണം എന്നുൾപ്പെടെ തീരുമാനിച്ച് പിപിപിഎസി അംഗീകാരം നൽകിയാൽ കേന്ദ്ര മന്ത്രിസഭയുടെ അനുമതി കൂടി ലഭിച്ച ശേഷമേ പദ്ധതി യാഥാർഥ്യമാകൂ.

പെരുമാറ്റച്ചട്ടത്തിനും തിരഞ്ഞെടുപ്പിനും ഇനി ഏതാനും മാസങ്ങൾ മാത്രം. മെട്രോയുടെ അലൈൻമെന്റ് അംഗീകരിക്കാനും, അതിന്റെ ഡിപിആർ തയ്യാറാക്കാനും, അംഗീകാരം നൽകാനും, തുടർന്ന് കേന്ദ്ര സർക്കാരിന്റെ അംഗീകാരത്തിനായി അയയ്ക്കാനും സർക്കാരിന് കഴിയുമെങ്കിൽ അത് വലിയൊരു കാര്യമായിരിക്കും. മെട്രോ നടപ്പാക്കുന്നതിനുള്ള വളരെ പ്രധാനപ്പെട്ട ഒരു പ്രാരംഭ ഘട്ടമായ കേശവദാസപുരം കഴക്കൂട്ടം റോഡ് വികസിപ്പിക്കുന്നതിന് ഒരു നടപടിയും ഉണ്ടായിട്ടില്ല എന്നത് ശ്രദ്ധിക്കേണ്ടതാണ്.

തിരുവനന്തപുരം ജില്ലയിലെ പൂവാർ വിനോദസഞ്ചാരത്തിന് മുതൽക്കൂട്ടാണ്. എന്നാൽ വ്യാവസായിക പരമായുള്ള പൂവാറിൻ്റെ സാധ്യതകൾ കൂടി പ്രയോജനപ്പെടുത്തി വൻ കുതിപ്പിന് ഒരുങ്ങുകയാണ് ഇവിടെ. പൂവാറിൽ കപ്പൽ നിർമ്മാണശാല എന്ന നാട്ടുകാരുടെ ആവശ്യത്തിന് ചിറകുമുളക്കുകയാണ്. സംസ്ഥാന ബജറ്റിൽ പൂവാർ കപ്പൽ നിർമ്മാണശാലയെ പറ്റിയുള്ള പരാമർശം ഉണ്ടായിരുന്നതും ധനമന്ത്രി ഉൾപ്പെടെയുള്ളവരുടെ പരാമർശവും ഒക്കെ പൂവാറിൻ്റെ സ്വപ്നങ്ങൾക്ക് കരുത്ത് പകരുകയാണ്.

2007ൽ തന്നെ കപ്പൽ നിർമ്മാണത്തിന് അനുയോജ്യമായ ഭൂപ്രകൃതിയാണ് പൂവാറിലേതെന്ന് കണ്ടെത്തിയിരുന്നു. വിഴിഞ്ഞം തുറമുഖത്ത് നിന്ന് വെറും 10 കിലോമീറ്റർ മാത്രം അകലെയാണ് പൂവാർ. 24,000 കണ്ടെയ്നറുകൾ വരെ വഹിക്കാവുന്ന കൂറ്റൻ കപ്പലുകൾ നിർമ്മിക്കാൻ പറ്റുന്ന അത്രയും നല്ല ഭൂ പ്രകൃതിയാണ് പൂവാറിലേതു. 15000ത്തിൽ അധികം തൊഴിലവസരങ്ങളും സൃഷ്ടിക്കപ്പെടുന്ന പ്രോജക്ട് യാഥാർത്ഥ്യമാവുകയാണെങ്കിൽ തെക്കൻ തിരുവനന്തപുരത്തിന്റെ മുഖമായ വിഴിഞ്ഞത്തിനൊപ്പം കൂടുതൽ മാറിയേക്കാം.
