The Biden administration told Congress it plans to cancel $4.65 billion in debt owed by Ukraine, according to a letter obtained by Bloomberg News. The move is part of a broader effort by President Joe Biden to rush more support to Kyiv before Donald Trump returns to the White House in January.

(Bloomberg) -- Stocks fell and global bonds climbed on worries over the latest escalation in Russia’s war against Ukraine.
S&P 500 futures dipped 0.4%, paring earlier losses as Walmart Inc. rallied about 4% in premarket trading after boosting its outlook. The yield on 10-year Treasuries fell six basis points to 4.36%. The moves were steeper in Europe, with German bond yields dropping to the lowest since October and the stocks benchmark losing 1%. Poland’s main stock index sank more than 3%.
Markets were rattled by reportsthat Ukrainian forces reportedly carried out their first strike on a border region in Russia using Western-supplied missiles. Earlier, President Vladimir Putin had approved an updated nuclear doctrine that expanded the conditions for Russia to use atomic weapons, including in response to a massive conventional attack on its soil. Putin had pledged in September to revise the doctrine.
In commodities, natural-gas futures advanced as much as 1.1%, trading near their highest levels in a year. Gold was up 0.7% at $2,630 an ounce. Oil traders, meanwhile, appeared unfazed, with prices falling after Europe’s largest oil field gradually restarted following a power outage.
The sudden repricing underscored how vulnerable markets remain to any flare-up in the conflict. It cut short a long losing streak for Treasuries, which had broadly sold off since mid-September on expectations Donald Trump’s policies will boost growth and rekindle inflation.

US consumer sentiment advances to highest level since April

Options Signal US Vote is One of Biggest Risks in Euro’s History
6:37:50 PM
Options traders see the US election as one of the biggest risk events since the euro’s introduction.

With polls pointing to a very tight presidential race, a key options-market measure — based on how much wider currency swings are expected to be in the future compared with now — hasn’t been this high since the turbulent 2017 French elections, which some feared would scupper the common currency.
Alongside that shift, two-week implied volatility had its eighth-largest daily advance on Wednesday (the day it captured US polling day) since the European sovereign debt crisis. The move was also among the widest 25 on record.

Risk reversals, meanwhile, show traders are most bearish the euro since early July, suggesting the common currency’s fall to a three-month low of $1.0761 this week could be a sign of what’s to come.

Bonds Face Double Risk From Volatility and Constrained Dealers
6:59:11 PM
The combination of rising yield volatility and congested primary-dealer balance sheets present a double risk for Treasuries.

Volatility is the enemy of liquidity. More erratic pricing leads market-makers to make wider prices, while order-book depth falls, both of which add to volatility risks. US bond vol, as measured by the MOVE index, has jumped higher as the US election enters into the index’s horizon window.

That will impair liquidity in the bond market. The chart below shows that higher bond volatility coincides with worse liquidity (as measured by the Bloomberg Treasury Liquidity Index). Further, it also shows that heightened bond vol can lead to significantly worse liquidity, as was seen in 2008 and 2009. We are on the edge of these set of points today.
The added risk comes from congested primary-dealer balance sheets. The extended duration of inverted yield curves along with huge government issuance has led to dealers holding a record inventory of bonds on their balance sheets, and a near-record amount when adjusted for total debt outstanding.
Bond-market liquidity suffers the most when volatility is heightened and the balance sheets of dealers have low capacity (explained here). It was this situation in March 2020 that compelled the Federal Reserve to introduce a raft of emergency measures to stabilize the Treasury market.

There is no reason to suspect liquidity will be impaired to the same extent today. Nonetheless, it is prudent to be mindful that risks are rising, especially as the US election nears.

The market is pricing in not only stronger growth that may come with a Republican clean sweep, but the inflation risks that go with it. As discussed previously, price-growth risks never really went away, and even without the election, stimulus in China has the potential to reignite inflation.

Add in a market that is likely still quite long Treasuries, there is fuel for yields to keep rising. That’s becoming a consensus view now, though, so it’s quite conceivable the market rallies. But either way, the Treasury market will continue to face slipping liquidity while event risk is heightened and dealers’ balance sheets are clogged up.
Simon White  Macro Strategist, London

Hermes Sales Outshine Gucci on Resilient Demand for Handbags (1)
French company held up better than rivals LVMH, Kering
Hermes isn’t seeing change in trends early this quarter: CFO

(Bloomberg) -- Hermes sales rose as the Birkin bag maker met resilient demand for its pricey handbags, bucking the broader luxury market slump that’s dragged down peers like Gucci-owner Kering SA.
Sales increased 11.3% at constant exchange rates in the third quarter, Hermes International SCA said in a statement Thursday, just ahead of analysts’ estimates. Kering, meantime, warned that annual profit is likely to fall to the lowest level since 2016 as flagging Chinese demand hampers a Gucci turnaround.
Hermes has held up better than rivals amid the luxury slowdown because it caters to the wealthiest clients, whose spending tends to be more reliable than less well-heeled customers. The French company enjoys strong pricing power and waiting lists for its most coveted handbags. Even LVMH, the world’s largest luxury group, saw sales decline in the quarter.
Hermes’ sales growth “confirms an industry-beating resilience, supported by the more premium parts of the group’s offering,” such as leather goods and ready-to-wear, Jefferies analyst James Grzinic said in a note.

(Bloomberg) -- Some of the world’s biggest exchange-traded fund providers are battling it out for the billions of dollars expected to flow into Indian bonds in coming years through their inclusion in key global indexes.
BlackRock Inc., Amundi SA and Janus Henderson’s Tabula Investment Management unit are among those that have launched new ETFs on the sector since JPMorgan Chase & Co.’s decision to include Indian debt in its key emerging-market index last year. Such ETFs are set to attract $5 billion to $10 billion over the medium term, according to estimates by asset management firm DWS Group.
“India is too big to ignore,” said Benoit Sorel, global head of ETF, indexing and smart beta at Amundi, the largest European ETF provider. “It’s becoming a key allocation within emerging-market debt. The first key interests are coming from professional investors, who are benchmarking their allocation.”
