This address can do a few things i believe are nefarious.

1. setInPrivateTransferMode, when set this prevents anyone who is not a “handler” from transfering GPLX tokens.

2. setHandler, allows gov address to define who is and is not a handler.

handlers get some special permissions, like being able to transfer tokens out of any wallet without approval. Or like already said, being the only ones able to transfer tokens after the gov address locks everything.
