Title: The International Group of Legal Experts on Fusion Energy ‘FELEX’ - Key Issues
FELEX, a newly established initiative under the auspices of Fusion for Energy – the European Joint Undertaking for ITER, with the support of the International Nuclear Law Association (INLA), is at the forefront of shaping the legal and regulatory frameworks necessary for the advancement of fusion technologies.
Established in June 2023, FELEX is an informal group comprising leading experts in legal, regulatory, and contractual matters serving in their personal capacities, as well as a Chairperson and a Secretary, along with a Technical Adviser from the International Atomic Energy Agency (IAEA). In response to the evolving landscape and to foster a collaborative environment for legal discourse, FELEX has recently expanded its membership to a total of 16 Members, in addition to Observers from the IAEA, the OECD Nuclear Energy Agency, the European Commission, the ITER Organization, EUROfusion, the UK Atomic Energy Authority, and the Fusion Industry Association.
During this webinar, the Chairperson, and the Secretary of FELEX will present FELEX’s Key Issues Report, outlining some of the principal legal, regulatory, and contractual issues pertinent to the commercialization of fusion energy, followed by a Q&A session. The webinar will also feature briefings by the Chairpersons of the various FELEX Technical Working Groups, which have been established to discuss in greater detail the main topics identified in the Key Issues Report.

[email protected]]Wolfram Tonhauser - Chairperson, FELEX
Wolfram Tonhauser is the former Director and Head of the Nuclear and Treaty Law Section in the Office of Legal Affairs of the IAEA advising on all legal aspects related to nuclear safety, security, nuclear energy and applications, technical cooperation, and civil liability for nuclear damage. He was instrumental in negotiating key international instruments in these fields and has led the IAEA’s Legislative Assistance Programme fostering nuclear law education and the development of national nuclear legislation. More recently, he was the Scientific Secretary for the first ever IAEA International Conference on Nuclear Law and he is a regularly invited speaker at various academic institutions and forums, a co-author of the IAEA’s Handbook on Nuclear Law, Visiting Research Professor at National University of Singapore, a member of the Board of Management of the International Nuclear Law Association (INLA) and the Chairperson of the International Group of Legal Experts on Fusion Energy (FELEX).
Karoly Tamas Olajos - Secretary, FELEX
Karoly Tamas Olajos leads the ITER Site & Buildings Legal Affairs Group at Fusion for Energy. A qualified lawyer with a master's in business administration, he specialises in nuclear regulation and international organisation management. With over 14 years at ITER, he serves on the INLA Board of Management, chairs Working Group 8 on Nuclear Fusion at INLA, and is Secretary for both FELEX and the Fusion for Energy Roundtable.
