🇷🇺🇮🇶 Vladimir Putin had a telephone conversation with Prime Minister of the Republic of Iraq Muhammed Shia Al-Sudani

🔸The leaders discussed a number of current issues pertaining to Russia-Iraq cooperation in trade and economy, transports and logistics, and cultural and humanitarian affairs, with particular attention paid to the implementation of major energy projects. Both parties expressed their willingness to further strengthen their traditionally friendly and mutually beneficial ties in line with the agreements reached during the talks between Vladimir Putin and Muhammed Al-Sudani that took place in Moscow in October 2023.

🔸The parties also addressed various aspects of their joint work within the OPEC+ framework, which serves to maintain the stability of the global oil market. They reiterated the importance of continuing to coordinate their steps in this format.

🔸Also on the agenda were issues related to the situation in the Middle East in light of tensions escalating unprecedentedly in the region.

🔸The leaders agreed to maintain contact at various levels.

🔹The leaders discussed the current state and prospects for the further development of friendly bilateral relations in the political, trade, economic, humanitarian and other spheres.

🔹The leaders exchanged views on regional issues, focusing on countering terrorist threat and ensuring stability throughout the Central African Republic. The President of Russia reaffirmed Russia’s commitment to further assisting the CAR in strengthening the nation’s economy, sovereignty and security. Faustin-Archange Touadéra expressed his gratitude for the all-round assistance provided by Russia.

At the close of the Group of 20 Summit in Rio de Janeiro, Brazil that took place on November 18–19, 2024, the leaders of G20 countries adopted a final declaration. Russia was represented at the event by a delegation led by Foreign Minister Sergei Lavrov.

Vladimir Putin held a meeting at the Kremlin with Leader of New People party Alexei Nechayev

The discussion focused on the draft federal budget for 2025–2027. Alexei Nechayev put forward for the President his party's proposals for increasing the budget income.

Introducing higher tariffs for certain goods coming from Western countries and raising work permit fees for foreign nationals coming to Russia could help secure additional income for the state, the New People State Duma faction leader opined during the meeting.

Last week, the President held meetings with leaders of two other parties: United Russia and LDPR.

The President approved the new Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence, signing the attendant Executive Order

Key points:

🔹State policy on Nuclear Deterrence is defensive by nature, it is aimed at maintaining the nuclear forces potential at the level sufficient for nuclear deterrence, and guarantees protection of national sovereignty and territorial integrity of the State, and deterrence of a potential adversary from aggression against the Russian Federation and/or its allies. In the event of a military conflict, this Policy provides for the prevention of an escalation of military actions and their termination on conditions that are acceptable for the Russian Federation and/or its allies.

🔹The Russian Federation considers nuclear weapons as a means of deterrence, their use being an extreme and compelled measure, and takes all necessary efforts to reduce nuclear threat and prevent aggravation of interstate relations, that could trigger military conflicts, including nuclear ones.

🔹The Russian Federation ensures nuclear deterrence toward a potential adversary, which is understood to mean any individual states or military coalitions (blocs, alliances) which see the Russian Federation as a potential adversary and possess nuclear arms and/or other weapons of mass destruction or conventional forces with a significant combat capability. Nuclear deterrence is also ensured toward any states which provide the territory, airspace, and/or maritime space under their control as well as resources for preparing and conducting an aggression against the Russian Federation.

🔹An aggression of any single state from a military coalition (bloc, alliance) against the Russian Federation and/or its allies will be regarded as an aggression of the coalition (bloc, alliance) as a whole.

🔹An aggression against the Russian Federation and/or its allies of any non-nuclear state with the participation or support of a nuclear state will be regarded as their joint attack.

🔹The Russian Federation reserves the right to use nuclear weapons in response to the use of nuclear arms and/or other weapons of mass destruction against itself and/or its allies, as well as in the event of an aggression against the Russian Federation and/or the Republic of Belarus as constituents of the Union State using conventional arms, if such an aggression creates a critical threat for their sovereignty and/or territorial integrity.

🔹The decision to use nuclear weapons is taken by the President of the Russian Federation.

Vladimir Putin has approved a list of instructions following his October 16, 2024 meeting with Government members

The Government and the State Duma were instructed to ensure amendments are made to the legislation so that hotel service providers have the possibility to qualify for a zero VAT rate through December 31, 2030.

The Government together with the executive bodies of Russia's constituent entities were instructed to draw up region-level primary healthcare modernisation programmes for 2025–2030. Additionally, the Government will be required to take the necessary steps to ensure these programmes are partially funded by the federal budget.

Vladimir Putin held a working meeting with Zaporozhye Region Governor Yevgeny Balitsky

The head of the region delivered a report to the President on social infrastructure projects implemented in the region, including the construction of a regional children's hospital and the restoration of schools, the building of roads, and the current state of industry and agriculture. Relief payments for people who lost their homes and measures to ensure the security of the Zaporozhye Nuclear Power Plant were also discussed.
