Vladimir Putin met with Governor of the Kamchatka Territory Vladimir Solodov at the Kremlin

The governor briefed the president on the social and economic development of the territory. In particular:

🔹in five years, the GRP of the region grew by 1.5 times, while regional life expectancy increased by three years, reaching 71.5 years;
🔹the new terminal of Petropavlovsk-Kamchatsky's Yelizovo airport will be put in operation on April 1 and will be able to handle 1.5 million passengers a year;
🔹phase one of the construction of the Kamchatka Territory Hospital is complete, with a scheme for a new territory-level children's hospital in development;
🔹the Kamchatsky greenhouse complex has been put into service and will supply 60 percent of the region's demand for fresh vegetables;
🔹the region has created the best mining industry personnel training cluster in the entire Far East;
🔹107 land plots have been granted as part of the regional support programme for the participants in the special military operation.

Development of the region's road infrastructure and tourism potential, the construction of a regasification complex, the implementation of the dilapidated housing relocation programme, and the projects for an inter-university campus and the Kamchatka Museum in Petropavlovsk-Kamchatsky have also been discussed.

The President has approved a list of instructions following the Results of the Year news conference of December 19, 2024

🔹In particular, the Government was instructed to submit proposals for reducing the period for calculating the income when determining whether a family is entitled to the monthly child benefit and to consider the possibility of granting such benefit in cases where the average family income exсeeds the subsistence level by an insignificant margin.

🔹The Government along with the executive bodies of the Donetsk People's Republic were instructed to take steps to ensure the residents of Mariupol whose homes were damaged as a result of hostilities so as to be beyond repair and who have yet to receive appropriate social aid are granted housing in the vicinity of their previous residence.

🔹The Government along with the Defence Ministry and the executive bodies of the Belgorod, Bryansk, and Kursk Regions were instructed to ensure individuals who suffered from the actions of Ukrainian armed groups receive support on a one-stop-shop basis.

🔹The Government together with the Bank of Russia were instructed to ensure amendments are made to legislation so that lending institutions face stricter sanctions for violating the rights of the financial services consumers whose funds were stolen by means of fraud.

🔹The Government together with the Bank of Russia, the FSB, the Prosecutor General's Office, the Investigative Committee, the Interior Ministry, and the Federal Service for Financial Monitoring were instructed to analyse the practice of conducting illegal financial transactions using bank account details provided by individuals to third parties and submit proposals for preventing such transactions.

🔹The Defence Ministry was instructed to submit proposals for improving the policies guiding the search for military personnel listed as missing in action during service in the special military operation and the provision of support for their families.

🔹The executive bodies of the Russian Federation's constituent entities were recommended to take steps to ensure that construction projects for individual dwellings using escrow accounts can be launched more rapidly and that regular government inspections are made in the domain of individual dwelling construction.

🔹The Russian Popular Front was recommended to analyse appeals submitted by citizens during the President's news conference and subsequently pass relevant data along to the Presidential Executive Office, the Government, appropriate federal executive bodies, and senior officials of the Russian Federation's constituent entities to be considered within their respective remit.

Vladimir Putin has approved a list of instructions following the January 23 meeting with Government members

The President instructed the Government, in cooperation with the Prosecutor General's Office, to take the following steps until June 1:


🔸analyse the laws, regulations, codes, and specifications covering the transportation, storage, and transshipment of petroleum and petroleum products by waterborne transport and regulating the prevention of spills of these products, as well as response and recovery efforts following such spills during transportation, storage, or transshipment; once the analysis is finished, proposals are to be submitted for improving relevant laws, regulations, codes, and specifications;

🔸conduct an inspection to determine if economic entities comply with the legislation of the Russian Federation covering the prevention of petroleum and petroleum products pollution during waterborne transportation, as well as response and recovery efforts following cases of such pollution, including spills, and take appropriate steps to enforce relevant legislation;

🔸conduct an inspection to assess the condition of the vessels belonging to the tanker fleet, take steps to improve their safety, and, if necessary, submit proposals for enforcing stricter control over the condition of these vessels, as well as the transportation, storage, and transshipment of petroleum and petroleum products by waterborne transport.

The Government, together with the Russian Academy of Sciences, was instructed to do the following until March 15:

🔸assess the possibility of using — and take steps to ensure the use of — domestically made equipment, technologies, research results, and experimental developments for response and recovery efforts following the emergency caused by the tanker accident in the Kerch Strait and the resulting petroleum products spill.

Vladimir Putin had a telephone conversation with President of the United States of America Donald Trump

🔹The leaders discussed issues related to the prisoner exchange between Russia and the United States. The US President assured the Russian President of the American side's commitment to fulfill all the agreements reached.

🔹The leaders also discussed a possible Ukraine settlement. Donald Trump spoke in favour of stopping the hostilities as soon as possible and solving the crisis peacefully. In turn, Vladimir Putin pointed out it was necessary to eliminate the root causes of the conflict and agreed with Donald Trump in that a sustainable settlement could only be reached via peaceful negotiations.

🔹Additionally, the Russian President expressed support for one of the US President's key arguments, which was that it was time for both countries to work together.

🔹The issues of Middle East settlement, Iran's nuclear programme, and bilateral economic relations between Russia and the United States were also brought up during the conversation.

🔹The Russian President invited the US President to visit Moscow and expressed willingness to receive visiting officials from the United States to discuss topics of mutual interest, including a possible Ukraine settlement.

🔹Vladimir Putin and Donald Trump agreed to maintain personal contact in the future, involving in particular in-person meetings.

🔹Vladimir Putin wished Ahmed al-Sharaa success in meeting the challenges faced by the country's new leadership for the benefit of the Syrian people, with which Russia has historically maintained friendly ties and mutually beneficial cooperation.

🔹There was a thorough exchange of views on the current situation in Syria. The Russian side has emphasised its principled stance to support the unity, sovereignty, and territorial integrity of the Syrian state. In this regard, it was deemed crucial that a comprehensive set of measures be implemented to provide a sustainable normalisation of the situation in the country and promote an intra-Syrian dialogue with the participation of leading political movements and ethno-confessional groups. Vladimir Putin has reiterated Russia's continued willingness to help improving the social and economic situation in Syria, including by providing humanitarian aid to its residents.

🔹A number of current issues pertaining to practical cooperation in trade and economy, education, and other areas were discussed, with account taken, in particular, of the recent talks in Damascus involving a Russian inter-agency delegation. The leaders agreed to continue relevant engagements of this kind in order to shape a broad agenda for developing bilateral cooperation.

The head of the DPR briefed the President on the social and economic development of the region. In particular:

🔹the Republic's revenue grew by 28.4 percent in 2024 compared to 2023;
🔹a perinatal centre opened in Donetsk, while in Mariupol, a region-level vascular health centre was put into operation;
🔹10 first-aid stations have been built in the region, with 18 more to open this year;
🔹64 compensatory blocks of flats containing 4,789 flats have already been put in operation, with 71 blocks of flats to be put in service in total;
🔹the budget for secondary and pre-school education will be increased by 5,2 billion rubles to amount to 34 billon rubles.

Other issues discussed included water supply in the region, housing restoration and construction in the Donetsk-Makeyevka agglomeration, and efforts by the interdepartmental commission for the enforcement of labour, pension, and social rights of certain categories of persons.

Vladimir Putin has approved a list of instructions following the December 10, 2024 meeting of the Council for Civil Society and Human Rights

In particular, the President has instructed:

🔹the Government to consider establishing a single reduced medical insurance deduction rate for socially-oriented NPOs on a permanent basis, as well as exempting transactions of food and other goods to charitable organisations from value-added tax;

🔹the Government, in cooperation with the interdepartmental working group on developing the education system, the Council for Civil Society and Human Rights, the Presidential Commissioner for Children's Rights, and the State Duma, to organise a discussion involving both the professional community and parent associations to consider introducing an integrated grade point average assessing students' mastery of basic primary and secondary general education curricula, including the issue of accounting for this GPA in the professional education institutions admission process, and establishing a conduct grade in general education institutions;

🔹the Government, together with the Prosecutor General's Office, to take steps to ensure military personnel, law enforcement officers, military and law enforcement retirees, those who perform their military duty in the special military operation or counter-terrorist operation zones, as well as their families, preserve the right to use official residential premises;

🔹the Government, together with the FSB and the Interior Ministry, to put together additional measures to block telephone calls made from the territory of Ukraine and other unfriendly states with criminal intent, and submit proposals on increasing the level and identification of phone numbers used by public authorities;

🔹the Defence Ministry, in cooperation with the Interior Ministry, the Finance Ministry, the Health Ministry, the FSB, the Defenders of the Fatherland State Foundation to Support Participants in the Special Military Operation, and the Committee of the Fatherland Warriors' Families (CFWF) autonomous public organisation, to consider introducing the mandatory genomic registration for military personnel, as well as civilians assigned tasks as part of the special military operation;

🔹the Health Ministry to submit proposals on improving access to the Russian market for innovative foreign-made pharmaceuticals, and to include representatives of patient associations in the Health Ministry commission for the formation of lists of drugs for use in healthcare and the minimal range of drugs required for providing healthcare.

Vladimir Putin held a videoconference meeting of the Presidential Council for Science and Education, which focused on ways to ensure the priority areas of Russia's scientific and technological development possess a sufficient number of trained engineers

Some of the key points of the President's address:

🔸In terms of its technological development, Russia must be competitive in all the key areas. To achieve that, the country needs specialists who are capable of providing unique solutions, including in new, emerging industries, and are prepared to use advanced methods in design and engineering.

🔸The training of such professionals is a crucial challenge for all levels of education, so it is important that the entire education community contributes to taking it on. It is imperative that best practices are exchanged on a consistent basis. That means, first and foremost, that a unified, end-to-end system must be created for training technical personnel, spanning their formative years from secondary school all the way to university.

🔸In terms of expertise, groundwork must be prepared years in advance, so that today's schoolchildren, university students and postgraduates are ready to face the challenges of the time in 15–20 years. This objective must be specified when developing a new Strategy for the Development of Education until 2040.

🔸Math and sciences curricula must receive a comprehensive update to balance the content volume and make it more accessible and, most importantly, more engaging for schoolchildren.

🔸This year marks the end of the experimental phase of the Professionalitet project, which is being implemented since 2022 on the basis of close cooperation between educational institutions and companies in key economic sectors. This organisational model for secondary vocational education involving the participation of businesses must be enshrined in law.

🔸Taking into account the goal of providing rapid technological development, it is necessary to reconsider the curricula content, the very framework of education, and the volume and structure for manpower training, including training of engineers. All the policies guiding the distribution of what is known as admission targets must be arranged shortly and introduced in specific educational institutions.

🔸The entire structural arrangement of higher education is also in need of some adjustments. The share of practice-oriented training in modern design and engineering tools already in use by specific companies must be increased. Conversely, outdated courses and curricula, which do not meet the needs of the economy, should be phased out.

🔸Individual curricula must be introduced for students who are already employed in their field. Additionally, hybrid attendance modes, that nevertheless should not make the education level any less thorough, should be implemented for them.

🔸As for developing the new regulatory framework for Russia's higher education, the proposal is to make provisions for stage-by-stage professional education, meaning that after graduating at a certain level, a student would have the right to pass an examination and then start working if they wish, while having the opportunity to continue their studies and complete a basic or specialised higher education course at a later date.

🔹This year's prize winners are: Natalya Cherkashina, DSc (engineering science), awarded for the creation of radiation shielding composite materials for use in space exploration; Yelena Korochkina, DSc (veterinary medicine), honoured for the development of innovative methods for fulfilling genetic and reproductive potential in animal husbandry; and Vadim Popkov, PhD (chemical science), and Kirill Martinson, PhD (chemical science), distinguished for developing and implementing new methods for synthesising multicomponent ferrites and creating ferrite-based ceramics.

🔹Established in 2008, the prize is awarded for research that contributes significantly to scientific progress, the development of new equipment and advanced technologies ensuring innovative economic and social development, and the strengthening of the country's defence capability.

🔹On the same day, the President will hold a meeting of the Presidential Council for Science and Education via videoconference. The discussion will focus on ways to ensure a sufficient number of trained engineers for the priority areas of Russia's scientific and technological development.

🔸standard history textbooks for grades 5 through 9, as well as — for the first time ever — standard state-issued textbooks for vocational schools, have been prepared;

🔸the No Limitations Period project, which educates secondary school pupils on the crimes committed by Nazi invaders against civilians, is underway;

🔸plans are in place to build 12 new flagship schools specializing in science;

🔸progress is made in education in Russia's new regions: the Russian education standards have been introduced, secondary schools and kindergartens are being rebuilt, and teachers' qualifications are being improved;

🔸the Government is working on a strategy for developing the education system until 2040.

The minister briefed the President on the progress in implementing the main transport projects and outlined plans for 2030.

🔹A major public transport upgrade is underway as part of the Safe and High-Quality Roads national projects.

🔹Two national projects — "Efficient Transport System" and "Infrastructure for Living" — have been put together to be implemented by 2030. Additionally, the Ministry of Transport has developed the River Thoroughfares project.

🔹A 10-kilometre section of a four-lane road has been opened in the Donetsk People's Republic; construction was completed on the M11 Moscow–St-Petersburg motorway; an 11-kilometre bypass road around the township of Oktyabrsky on the M5 Ural motorway is now in operation.

🔹An apron, complete with auxiliary infrastructure, has been built at Petropavlovsk-Kamchatsky's Yelizovo airport, and a new runway is now operational at the airport of Yakutsk.

🔹Mariupol's central railway station building has been restored. Additionally, construction is underway on the Moscow–St Petersburg high-speed railway.

🔹A coal terminal has been put into service in Primorye. In Murmansk, terminal 2 of the city's Commercial Seaport has been renovated, and in the Kaliningrad region, phase one of the construction of a new marine terminal has been initiated.

The dialogue between the two countries in the domain of cinema will be one of the main topics of the upcoming telephone conversation between Vladimir Putin and President of the People's Republic of China Xi Jinping.

Some of the key points of the minister's speech:

🔹After the BRICS Summit in Kazan, talks were held with China Media Group and China Film Administration. The Chinese colleagues have confirmed their willingness to accelerate the cooperation.

🔹A proposal was made to develop a systemic approach in order to promote the best domestically produced pictures, but also to co-produce films that could be shown in China with no restrictions and would showcase values shared by the two peoples.

🔹Russia's Culture Ministry has prepared a draft interdepartmental roadmap for film coproduction. The document was handed over to the Chinese side in early December 2024.

🔹There are plans to arrange a working trip of a delegation of Russia's leading filmmakers to China in early 2025 so that they could familiarize themselves with the main centres of production of China's film industry. The Russian side has also offered to arrange similar trips for Chinese film producers to see Russia's most scenic places.

🔹The plans to establish the Eurasian Academy of Cinematographic Arts and hold an open Eurasian film awards ceremony represent one of the key areas of Russia-China cooperation.

According to the document, the Council, together with the Government, were instructed to take steps aimed at producing a draft version of the national language policy principles.

Additionally, the President has instructed:

🔹the Ministry of Education, in cooperation with the executive bodies of Donetsk and Lugansk People's Republics and Zaporozhye and Kherson Regions to ensure educational institutions of the aforementioned constituent entities are the first to receive the equipment needed to implement the primary and secondary curricula in Russian language and Russian literature;

🔹the Ministry of Science and Higher Education and the Ministry of Education to submit proposals on integrating the National Vocabulary Foundation state information system with the My School federal system;

It was noted during the conversation that the Azerbaijani passenger airliner was flying according to schedule and repeatedly tried to land at Grozny Airport. 🔹The Russian Investigative Committee initiated a criminal case under Article 263 of the Criminal Code (violation of the rules for traffic safety and operation of the air transportation systems). Initial investigation is underway, with authorities questioning civilian and military specialists.

🔸As the chair of the CIS, Russia focused its efforts on promoting the integration within the Eurasian space. Particular attention was paid to supporting economic cooperation, ensuring free trade of goods and services, and eliminating trade barriers.

🔸From January to October this year, Russia's trade with CIS states grew by 10.6 percent, totalling at just over 93 billion dollars. The governor presented a report on the social and economic development of the region:

🔹In 2023, the economy of the region expanded by 104 percent. Since the start of this year, industry grew by 16 percent, with not only the manufacturing sector, but also agriculture experiencing growth, particularly the dairy industry.

🔹Wage growth averaged 18 percent last year, reaching 128 percent in the construction sector. The region puts an emphasis on the comprehensive development of land: instead of isolated "human anthills", residential spaces complete with social infrastructure are built.

🔹Demographics is the region's main challenge. To increase the birth rate, the regional authorities have introduced an additional monetary benefit for mothers who have their first child: for a year after the child's birth, they are entitled to a monthly payment amounting to the average salary in the region.

🔹By 2029, households across the entire Kirov Region will be provided with access to natural gas; Gazprom has increased the spending for this purpose fivefold, to 31 billion rubles.

🔸The city of Kirov is celebrating its 650th anniversary this year. For the anniversary, the city authorities renovated the airport, train stations, streets, houses, and monuments — more than a thousand various facilities and objects in total over the last 18 months.

In turn, Russian oil exports are delivered to China through Kazakhstan. Additionally, Russia imports Kazakhstani coal, and the two countries trade electricity with each other.

🔹The construction of three new thermal power plants in Kazakhstan is on the agenda. Russia's Gazprom remains a reliable natural gas supplier for Kazakhstani consumers and processes natural gas extracted at the Karachaganak Field at its Orenburg Gas Chemical Complex.

🔹Russia-Kazakhstan cooperation in nuclear energy is advancing as well. Six joint ventures involved in uranium extraction and enrichment are in operation at the moment. The President approved the new Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence, signing the attendant Executive Order

Key points:

🔹State policy on Nuclear Deterrence is defensive by nature, it is aimed at maintaining the nuclear forces potential at the level sufficient for nuclear deterrence, and guarantees protection of national sovereignty and territorial integrity of the State, and deterrence of a potential adversary from aggression against the Russian Federation and/or its allies. In the event of a military conflict, this Policy provides for the prevention of an escalation of military actions and their termination on conditions that are acceptable for the Russian Federation and/or its allies.

🔹The Russian Federation considers nuclear weapons as a means of deterrence, their use being an extreme and compelled measure, and takes all necessary efforts to reduce nuclear threat and prevent aggravation of interstate relations, that could trigger military conflicts, including nuclear ones.

🔹The Russian Federation ensures nuclear deterrence toward a potential adversary, which is understood to mean any individual states or military coalitions (blocs, alliances) which see the Russian Federation as a potential adversary and possess nuclear arms and/or other weapons of mass destruction or conventional forces with a significant combat capability. Nuclear deterrence is also ensured toward any states which provide the territory, airspace, and/or maritime space under their control as well as resources for preparing and conducting an aggression against the Russian Federation.

🔹An aggression of any single state from a military coalition (bloc, alliance) against the Russian Federation and/or its allies will be regarded as an aggression of the coalition (bloc, alliance) as a whole.

🔹An aggression against the Russian Federation and/or its allies of any non-nuclear state with the participation or support of a nuclear state will be regarded as their joint attack.

🔹The Russian Federation reserves the right to use nuclear weapons in response to the use of nuclear arms and/or other weapons of mass destruction against itself and/or its allies, as well as in the event of an aggression against the Russian Federation and/or the Republic of Belarus as constituents of the Union State using conventional arms, if such an aggression creates a critical threat for their sovereignty and/or territorial integrity.

The Government and the State Duma were instructed to ensure amendments are made to the legislation so that hotel service providers have the possibility to qualify for a zero VAT rate through December 31, 2030.

The Government together with the executive bodies of Russia's constituent entities were instructed to draw up region-level primary healthcare modernisation programmes for 2025–2030. The leaders had an in-depth and frank exchange of views on the situation in Ukraine. Vladimir Putin reiterated that the current crisis was a direct result of NATO's long-standing aggressive policy aimed at creating a staging ground against Russia on Ukrainian soil, while showing disregard for Russia's security concerns and trampling on the rights of Russian-speaking residents of Ukraine.

Speaking on the prospects for reaching a political and diplomatic settlement of the conflict, the President of Russia pointed out that the Russian side had never rejected and was still open to resuming the talks broken off by the Kiev regime. Russia's proposals are well known and have been outlined, in particular, in the President’s speech at the Foreign Ministry in June. Any possible agreements must address security concerns of the Russian Federation, rest on the new territorial realities, and, most importantly, eliminate the original causes of the conflict.

The discussion also touched on the state of affairs in relations between Russia and Germany. Vladimir Putin noted their unprecedented decline in all areas, caused by the unfriendly policy pursued by the German authorities. It was emphasised that Russia had always honoured its commitments under various treaties and contracts in the energy sector and was still willing to promote mutually beneficial cooperation, if the German side showed interest in it.

Recent escalations in the Middle East were also addressed. Vladimir Putin informed Olaf Scholz on the efforts made by Russia to deescalate and seek peaceful solutions for the regional crisis.

The leaders agreed that following their telephone conversation, their aides would keep in touch.

Some of the instructions given by the President are as follows:

🔹the Government was instructed to simplify the procedure for transferring land plots and other real estate in the Far Eastern Federal District from federal to regional public ownership in order to promote the development of cities in the Far East;

🔹the Government together with the Ministry of Foreign Affairs, the Interior Ministry, and the Federal Security Service were instructed to look into the possibility of simplifying the procedure for issuing electronic visas for entry of foreign nationals into the Far Eastern Federal District for the purpose of tourism;

🔹the Maritime Board was instructed to look into the possibility of expanding the opportunities for foreign tourist vessels to visit the seaports of Russia's Far East;

🔹the Government together with Russian Railways were instructed to submit proposals for increasing the amount of containers transported by rail from the Far Eastern Federal District towards the West Siberian Railway and onwards to Russia's central regions;

🔹Ministry for the Development of the Russian Far East and Arctic was instructed to take necessary steps to hold the "Far East: Land of Adventure" annual all-Russian amateur travel documentary contest.

🔹One of the most important tasks is to train qualified personnel who will work in new, modern production facilities. 🔹By 2030, the country's existing engineering schools will be supplemented with at least fifty newly-created advanced educational institutions provided with state-of-the-art learning and laboratory equipment.

🔸Over the past five years, over 1.7 trillion rubles were spent on implementing healthcare-focused federal projects. Thanks to this, Russia is both solving current issues and achieving breakthroughs.

🔸The share of domestically produced pharmaceuticals and medical equipment is on the rise, with the industry's technological sovereignty strengthened. Russia intends to continue increasing the sustainability and independence of its healthcare system.

🔸One of Russia's main goals for the coming years is increasing life expectancy and reducing the disparity in this regard between various regions. The average life expectancy in the country is to reach 78 years.

🔸Over the next six years, more than a trillion rubles will be spent on building, renovating, and equipping healthcare facilities. Particular attention will be paid to improving primary care, which is the busiest component of the healthcare system.

🔸The primary care modernisation has already affected one in three medical facilities in the country. Over 140,000 medical equipment units have been acquired for rural medical centres, clinics, and district- and city-level hospitals.

🔸Supporting medical science and technology will unconditionally be among Russia's top priorities. A new, much-needed field will be explored for the first time: Russia will expand the infrastructure for nuclear medicine, which offers opportunities for ensuring more accurate diagnostics.

🔸In 2025, a new, more equitable remuneration policy for public sector employees, including medical workers, will be put to the test in a number of pilot regions. In early 2027, this policy is to be extended to all public sector employees across the Russian Federation.
