California’s dismal showing is due to several factors, which will ring all too familiar to readers: high taxes, burdensome regulations, high labor costs and the lack of affordable housing. Crime and other quality-of-life issues have also been a growing concern for companies looking to expand or relocate.

The latest evidence of that is Site Selection Magazine’s latest rankings of states with the best business climate. Once again, California landed dead last. But Californians might take some solace that its perennial rival Texas has been knocked down a peg or two — or three — from its top spot on last year’s annual ranking, based on a survey of 36 site selectors. Texas’ decline reflects growing competition among states for corporate expansions and relocations, Ron Starner, an editor at Site Selection Magazine and executive vice president at Conway Data Inc., told the Dallas Business Journal, an affiliated publication. “The message to anyone working in economic development in Texas right now is 'Lace up your bootstraps because it’s only going to get more competitive,'” Starner said. Texas has been top of mind in California after the headquarters of CBRE, Charles Schwab, McKesson and Core-Mark International decamped to the Dallas-Fort Worth region. The state’s latest loss to Texas is Chevron’s San Ramon headquarters, whichmoved to Houston.

Speculation now focuses on Wells Fargo. The bank is selling its San Francisco headquarters complex on Montgomery Street and may be moving to an amenity-rich campus that it’s building in Las Colinas, a master-planned community in the Dallas suburb of Irving. Las Colinas is home to so many Fortune 500 companies that the community calls itself the “headquarters of headquarters.” Wells has said it has no plans to move its headquarters out of San Francisco, and is simply shifting to a newer leased building at 333 Market St. 

If all those HQ losses weren’t enough of a blow to the region’s civic ego, California executives like to chat about the benefits of opening offices in Plano or other Dallas suburbs, where manicured lawns are more prevalent than homeless encampments. In Northern California, it could help that the Bay Area Council is pondering becoming a stronger voice in making the case for doing business in the Bay Area as it seeks to join forces with the Silicon Valley Leadership Group. Also in California’s favor, at least 78% of those surveyed by Site Selection said access to an innovation or technology hub is important in providing site selection advice. Unfortunately, Silicon Valley no longer has a lock on that advantage as several cities have strengthened their tech presence in recent years.
California’s poor showing in the business-climate rivalry among states isn’t being taken lying down, as the state’s proponents point to strengths such as the Bay Area’s top spot in attracting venture capital, which fuels innovation and fast-growing startups.  “I’d like to start focusing on what’s right for a change,” Gov. Gavin Newsom once told a gathering of the business-backed Bay Area Council, criticizing Texas and Tennessee specifically. “I get it. We’re not going to be the cheapest place to do business. "But you knew that 50 years ago,” Newsom said.

Georgia grabbed this year's crown in Site Selection’s rankings, followed byNorth Carolina and South Carolina, with Texas tying with Tennessee to round out the magazine’s top five states. (South Carolina also came out on top, for the first time ever, in U-Haul’s latest ranking of where people are moving to, based on its one-way rentals in 2024. South Carolina unseated the previous year’s winner — also Texas.)

Still, Site Selection’s latest rankings provide California with little reason for comfort. When the magazine asked site selectors, who work closely with CEOs expansion plans and headquarters relocations, what cities are on their short list when advising companies on choosing a new hometown, Dallas topped the list. The runners-up were a familiar list for those following the California exodus: Charlotte, North Carolina; Atlanta; Nashville, Tennessee; and Raleigh, North Carolina.
