+++ Германия строит больше всего ветрогенераторов в ЕС

По данным Ассоциации ветроэнергетики, развитие ветроэнергетики в Германии продвигается достаточно успешно – в целом лучше, чем в других странах Европы.

По данным ассоциации WindEurope, в Германии в прошлом году было построено больше ветроэнергетических установок, чем в любой другой европейской стране. Благодаря новым установкам как на суше, так и в море общей мощностью более 4 гигаватт (ГВт) Германия занимает лидирующую позицию, за ней следуют Великобритания (около 1,9 ГВт), Франция (около 1,7 ГВт) и Финляндия (1,4 ГВт).

По данным ассоциации, в прошлом году в ЕС было построено установок общей мощностью около 13 гигаватт, что оказалось существенно меньше, чем ожидалось.

Причинами этого являются проблемные зоны в энергосистемах, сложности с получением разрешений во многих странах и непростые финансовые условия. Развитию оффшорной ветроэнергетики также препятствовали ограничения пропускной способности портов и наличия судов.

Всего на данный момент общая мощность ветроэнергетических установок в Европе составляет более 285 гигаватт. Однако для достижения энергетических целей международного сообщества к 2030 году необходим прирост в 30 гигаватт в год, говорится в сообщении ассоциации. В период с 2025 по 2030 год ассоциация ожидает, что будет установлено около 186 ГВт новых ветроэнергетических мощностей.

+++ Germany builds the most wind turbines in the EU

According to the German Wind Energy Association, the expansion of wind power in Germany is progressing quite well – but in Europe as a whole rather less so.

According to the association WindEurope, more wind turbines were built in Germany last year than in any other European country. With new installations on land and at sea totalling more than 4 gigawatts (GW), Germany is in the lead, followed by the United Kingdom (around 1.9 GW), France (around 1.7 GW) and Finland (1.4 GW).

The association says that around 13 gigawatts of capacity were newly built across the EU last year – meaning that there were fewer new installations than expected.

The reasons for this are said to include grid bottlenecks, ongoing problems with licences in many countries and difficult financial conditions. Restrictions on harbour capacity and the availability of ships also hindered the expansion of offshore wind power, according to the association.

WindEurope says that Europe now has a total of 285 gigawatts of wind power capacity – but 30 gigawatts per year are needed to achieve the international community’s energy targets by 2030. The association expects 186 GW of new wind energy capacity to be installed between 2025 and 2030.

+++ХДС/ХСС и СДПГ начали первые переговоры

Кандидат в канцлеры от ХДС/ХСС Мерц после победы в выборах обсудил с канцлером Шольцем детали передачи власти. Наметились первые переговоры.

Блок ХДС/ХСС и СДПГ провели первые переговоры по вопросу формирования нового правительства. Кандидат в канцлеры от блока ХДС/ХСС Фридрих Мерц призвал ускориться: «Все темы чрезвычайно актуальны, они не терпят отлагательств, поэтому для меня важно, чтобы мы как можно быстрее приступили к обсуждению», — сказал председатель ХДС. Мерц назвал три большие тематические области, которые он намерен обсудить с СДПГ в первую очередь: внешняя политика и политика безопасности, миграция и экономика. Он надеется «заключить хорошее коалиционное соглашение с социал-демократами и сделать это в разумные сроки». Новое дееспособное правительство может быть сформировано к Пасхе.

Одним из камней преткновения в будущих переговорах может стать финансирование расходов на оборону и безопасность Германии, а также дальнейшая поддержка Украины в ее оборонительной войне с Россией. Мерц в очередной раз отклонил предложение о реформировании «долгового тормоза» с целью финансирования оборонительных задач до созыва нового бундестага. СДПГ, в свою очередь, вновь выдвинула соответствующие требования.

Мерц встретился с пока еще действующим главой правительства Олафом Шольцем (СДПГ) в ведомстве федерального канцлера. Вероятно, переговоры были посвящены организации переходного периода до момента формирования нового правительства.

After winning the election, Friedrich Merz, the chancellor candidate of the CDU/CSU alliance, talks to Chancellor Scholz about what will happen during the transitional phase. It seems that initial negotiations are imminent.

CDU/CSU chancellor candidate Friedrich Merz is pushing the pace: “There are urgent issues to be dealt with that cannot be put off, which is why I am keen to begin talks quickly,” said the CDU chairman. Merz said that talks with the SPD needed to achieve clarity on three major areas in particular: foreign and security policy, migration and the economy. He is confident “that we can agree on a good coalition treaty with the Social Democrats and that we can achieve this within a reasonable period of time.” He believes that a new government could be in place by Easter.

How to fund defence and security for Germany and further support for Ukraine in its defensive struggle against Russia is likely to be one of the sticking points in the upcoming negotiations. Merz once again rejected the idea of reforming the debt brake so that defence expenditure could be funded even before the new Bundestag convenes. Meanwhile, the SPD again voiced support for such reform.

Merz had a meeting with incumbent Chancellor Olaf Scholz (SPD) at the Federal Chancellery. They are likely to have talked about how to organise the transitional phase until a new government has been formed.

+++ Мерц объявил о скорых переговорах с СДПГ

После победы Союза на федеральных выборах кандидат от ХДС/ХСС на пост канцлера Фридрих Мерц стремится к скорейшим переговорам с СДПГ о формировании нового Федерального правительства. Мерц объявил о «конструктивных, хороших и скорых переговорах» с СДПГ с целью формирования правительства «примерно к Пасхе». Действующий канцлер Олаф Шольц является членом СДПГ. Он, как и его министры, останется на своем посту до формирования нового правительства.

Согласно статье 39 Основного закона новый Бундестаг должен собраться не позднее чем через 30 дней после выборов. То есть не позднее 25 марта. Учредительная сессия знаменует начало нового легислатурного периода и, согласно статье 69 Основного закона, окончание срока полномочий правительства. Однако затем федеральный президент Франк-Вальтер Штайнмайер попросит канцлера Шольца продолжить работу до назначения преемника, что он обязан сделать в соответствии со статьей 69.

Бывший министр финансов Линднер уходит из политики

Бывший министр финансов Кристиан Линднер, чья партия СвДП входила в правящую коалицию до ее распада в декабре, оставляет свой пост председателя партии и уходит из политики. Свободная демократическая партия показала вдвое меньший результат и не вернулась в Бундестаг.

Действующий министр экономики Роберт Хабек, баллотировавшийся в качестве кандидата от Партии зеленых на пост канцлера, заявил, что больше не желает занимать важные должности в своей партии.

+++ Merz says he will enter into talks with the SPD without delay

Following the CDU/CSU’s victory in the Bundestag elections, CDU/CSU chancellor candidate Friedrich Merz is seeking to enter into talks with the SPD on forming a new federal government without delay. Merz announced “good, constructive and speedy talks” with the SPD in order to form a government “approximately by Easter”. The current Federal Chancellor Olaf Scholz is a member of the SPD. Along with the ministers, he will remain in office until there is a new government.

Under Article 39 of the Basic Law, the new Bundestag must be elected by no later than the 30th day after the elections. That would be 25 March. This constituent meeting marks the beginning of the new legislative term and the end of the government’s term of office in accordance with Article 69 of the Basic Law. At this point, however, Federal President Frank-Walter Steinmeier will ask Federal Chancellor Scholz to continue in office until a successor is appointed, as he is obliged to do under Article 69.

Former Finance Minister Lindner retires from politics

Former Finance Minister Christian Lindner of the FDP is to resign as party chairman and retire from politics. His party belonged to the governing coalition until the latter collapsed last December. The FDP saw its vote share cut in half and failed to re-enter the Bundestag.

Having run as the Greens’ chancellor candidate, the incumbent Minister for Economic Affairs Robert Habeck announced he would be stepping back from key roles within his party.
