Agriculture Cabinet Secretary nominee Mutahi Kagwe Mutahi Kagwe found himself walking a tightrope on Tuesday as MPs poked holes into his controversial tenure as Health CS in former President Uhuru Kenyatta's government.
Kagwe appeared visibly rattled when Imenti North MP Rahim Dawood challenged him on the governmentโs decision to ban the importation, distribution and administration of vaccines by the private sector in 2021, days after then Deputy President William Ruto received a Sputnik V vaccine, claiming the decision was politically motivated.
During the vetting session before the National Assembly's Committee on Appointments, the MPs also revived the COVID millionaires scam that had rocked the Health Ministry in the aftermath of the pandemic.
At the time, the Ethics and Anti-Corruption Commission (EACC) flagged the Kenya Medical Supplies Agency for mishandling a Ksh 7.8 billion tender for the procurement of PPEs following reports that the tender was awarded to those well-connected.

Two alleged gold cartels were on Monday arraigned in court for reportedly stealing over Ksh 1 million US dollars through false promises of gold supply.
Emmanuel Wafula Othatcher and Willy Kiplimo appeared before Chief Magistrate Lucas Onyina, where the prosecution alleged they conspired to steal 1,271,200 USD from Tanner Caldwell Cook by falsely claiming they could facilitate the sale of 2,820 kilograms of gold.
The charge sheet indicates that the offense occurred on various dates between March 31 and May 30, 2024, within Nairobi City County.
In a separate count, they were accused of illegally obtaining the same amount from the complainant under the pretense of supplying the gold.
The two denied the charges and were released on a bond of Ksh 2 million.
The case is set to proceed in court.

In December while most of us were enjoying the holidays, 7 Bills were signed into law. These Bills contained some of the proposals that we previously rejected in the Finance Bill 2024. Here are 7 of the now-enacted Tax Laws:
1. Elimination of Tax Reliefs:
The government has eliminated two key tax relief measures: Affordable Housing Relief and Post-Retirement Medical Fund Relief. This move reduces incentives for affordable housing and financial preparedness for medical expenses in retirement
2. Higher Excise Duty on Sugar, Alcohol, and Confectionery:
Excise duty rates have been increased on imported sugar, with exceptions granted for pharmaceutical manufacturers and raw sugar intended for processing. Additionally, higher excise duties have been imposed on various alcoholic beverages and imported sugar confectionery.
This is expected to increase the cost of these items, placing additional financial strain on consumers
3. Excise Duty on Tobacco and Nicotine Products:
Cigarettes (both filtered and unfiltered) and nicotine products for inhalation, such as e-cigarettes, now face higher excise duty rates. This may discourage nicotine and tobacco products consumption and promote public health.
4. New Excise Duties on Electric Transformers and Printing Ink:
Excise duties have been introduced at 25% on imported electric transformers and parts, and 15% on imported printing ink. This will likely raise the costs of infrastructure development, indirectly affecting industries and businesses reliant on these imports.
5. Additional Excise Duties on Imported Goods:
The government has introduced new excise duties on imported goods, including 5% on ceramic sanitaryware and tiles, 35% on float glass, and 2.5% on coal imports, with specific rates based on custom value or weight.
The higher taxes on these goods may lead to increased costs for construction and manufacturing, potentially slowing economic growth in these sectors.
6. Tax Exemption for MPs:
MPs exempted themselves from paying Sh1 billion in car taxes. Each MP was initially expected to pay Sh2.5 million in taxes, but this cost will now be borne by Kenyan taxpayers.
This exemption further widens the divide between the ruling class and its people, as taxpayers shoulder the financial burden while MPs benefit from exemptions.
7. Significant Economic Presence Tax:
A new tax targeting foreign companies with a significant economic presence (SEP) in Kenya has been introduced. Non-resident companies providing services in Kenya will now pay a 6% SEP Tax. This change is likely to result in higher rates for services offered by companies such as Bolt and Uber, as they adjust their pricing to accommodate the increased tax burden.
The rejected Finance Bill 2024 aimed to raise KES 344.3 billion, while these recently passed amendments aim to raise KES 162 billionโ47% of the original target. It is safe to say that the Finance Bill is halfway back.

The situation has left residents agitated and fearful for their own safety.

A KDF officer has been stoned to death in Mombasa for threatening a boda boda rider with a gun after allegedly failing to pay for his ride.

High Court Judge Prof. Nixon Sifuna is set to rule on whether Nairobi County employee and owner of the popular 1824 night club Mr Wilson Nahashon Kanani will forfeit Ksh 643.2 million worth of unexplained wealth to the state.
EACC filed the recovery suit after Kanani, a junior City Hall official with a modest salary of Ksh 55,866, failed to explain the source of his vast assets, including prime real estate, luxury vehicles and Ksh 48 million in various bank accounts.
Investigations revealed that Kanani, through his accounts and those of his family members, transacted the suspicious Ksh 643.2 million over five years, amassing wealth far beyond his known income.

This is after reports emerged regarding a troubling case involving a businesswoman who claims to have lost millions through a series of fraudulent transactions facilitated by insiders connected to the bank.
After depositing Ksh 30 million into her account with the intention of securing a Standby Letter of Credit for her business expansion, she was guided to make further payments totalling Ksh 36.5 million to an alleged agent who presented herself as an intermediary for the necessary banking instruments.
What followed was a shocking betrayal, as this agent, along with purported accomplices within the bank provided her with forged documentation before swiftly siphoning off her funds and leaving her with no recourse.
The businesswoman reported the matter to the Directorate of Criminal Investigations (DCI) and is hoping to raise awareness about the alleged collusion between bank insiders and external fraudsters.
"Dear Cyprian. I have a story that I would like you to bring to the attention of the general public, with the aim of protecting other vulnerable and/or would-be victims from falling into the trap of these fraudsters.
I am a businesswoman working for gain within Nairobi County.
Around April 2024, I aimed to expand my business portfolio to include sugar importation into the country. I confided this ambition to a longtime friend, who happens to be the CEO of Credit Bank Limited, located at One Africa Place, Westlands, by the name of Betty Korir.
I personally paid a courtesy call to her office, where she introduced me to two individuals, Luka Daniel and Kelvin Kahuthu, whom she directed to provide me with necessary assistance, as both were attached to the Trade & Finance Department and thus familiar with the process of securing the requisite financial instruments.
In my discussions, particularly with Luka Daniel, I was advised that I needed to obtain a trade instrument known as a Standby Letter of Credit (SBLC), which he informed me the bank could not provide. However, per his boss Betty Korirโs instructions, he had been directed to introduce me to a third party by the name of Lilian Wangoi Odwoma, who would secure the necessary banking instruments on my behalf.
Luka Daniel explicitly informed me that Lilian Wangoi Odwoma was a customer of Credit Bank Ltd, well known to the CEO, which erased any suspicion on my part, making me feel comfortable and confident in dealing with her.
Around May 2024, with my long-time friend and bankerโs endorsement, I deposited Kenya Shillings Thirty Million (Kshs 30,000,000) into my personal account at Credit Bank Limited. This sum was intended to obtain the SBLC through the agent introduced by my banker.
On 20th May 2024, I wrote a cheque for Kshs 30,000,000 in favor of Credit Bank Limited. However, my bankers advised me to cancel it and instead draw it in favor of Lilian Wangoi Odwoma, which I did by amending the cheque accordingly. As a customer of Credit Bank, the bank accepted the cheque despite the alterations.
A further sum of USD 50,000 was also paid to the bank account of Lilian Wangoi Odwoma. This brought the total amount paid to this individual to Thirty-Six Million Five Hundred Thousand (Kshs 36,500,000), intended for securing the SBLC.
Upon making these payments, my predicament began immediately, leading to an ongoing struggle involving all the individuals named above, which I wish to summarize as follows:
