Uninstall Android System SafetyCore, as it was automatically installed by google and is used to scan data and consume even more RAM.

Uninstall from here,
or search Android System SafetyCore in your apps section in settings.

Update on the situation;
• It's a false panic, the app was supposed to scan "on-device" through nsfw stuff.
• It's not turned on by default for adults and for accounts below 18, you can opt out. ~source
• Similar feature exists in iOS. ~source
