๐Ÿ™๐Ÿฝ Last November, BCA hosted an appreciation lunch to thank members of the Integrated Digital Delivery Steering Committee (IDDSC) for their contributions in shaping the digital transformation journey for the BE sector.

Co-chaired by BCA Deputy CEO for Industry Development Mr Tan Chee Kiat, NEA Chairman Mr Lee Chuan Seng and CapitaLand Development Managing Director for Investment & Development Mr Chew Peet Mun, the IDDSC has guided initiatives like the Common Data Environment (CDE) Data Standard, BIM Handover Technical Guide, Digital Delivery Management (DDM) Accreditation Scheme, and IDD Lighthouse Case Studies. 

These initiatives have helped the sector shift towards a digitally integrated value chain that spans the entire building lifecycle.

๐Ÿ†• W and Z Clauses for NEC4 ECC

Following the launch of Y(SG) clauses for NEC4 Engineering and Construction Contract (ECC) last year, BCA has developed new W and Z clauses for NEC4 ECC. (Refer to image โฌ†๏ธ). These clauses incorporate local dispute resolution protocols, government procurement rules, and established industry practices, ensuring greater clarity and alignment across the sector.

The NEC4 contract is designed to foster mutual trust and cooperation, enabling project teams to manage risks more effectively and work proactively within clear response timelines. The target cost payment option further incentivises cost-sharing and collaboration, encouraging project teams to identify risks early, and enhance overall project efficiency.

๐Ÿ“ฃ Adjusted CORENET X Implementation Timeline

Since June 2024, many firms have actively participated in the CORENET X voluntary submission phase, gaining invaluable hands-on experience with the system. Earlier today, at the BCA-REDAS Built Environment and Property Prospects Seminar, Minister for National Development, Mr Desmond Lee, highlighted how projects like Wing Taiโ€™s River Valley Green condominium successfully leveraged CORENET X, enhancing collaboration and efficiency.

Recognizing the importance of hands-on experience for firms especially for those handling smaller projects or have fewer active projects, weโ€™re adjusting the implementation timeline for CORENET X to ensure smoother onboarding for everyone. (Refer to image โฌ†๏ธ)

๐Ÿ’ช๐Ÿฝ We strongly encourage early adoption by submitting through CORENET X ahead of the mandatory deadlines. This will allow teams to familiarize themselves with the process, refine workflows, and transition seamlessly when CORENET X is fully implemented.

๐Ÿ†• BCA-REDAS Built Environment and Property Prospects Seminar 2025

Today, Minister for National Development, Mr Desmond Lee, shared that the construction demand in 2025 is projected to be between S$47 billion and S$53 billion (in nominal terms) due to several large-scale developments like Changi Airport Terminal 5 (T5), Marina Bay Sands Integrated Resort expansion and more public housing development. Other contributors to the strong demand include high-spec industrial buildings, educational developments, healthcare facilities and MRT M&E contracts. โ€‹
โ€‹
๏ธFor the medium-term outlook from 2026 to 2029, the projected nominal construction demand is expected to be between $39 billion and $46 billion per year. โ€‹

๐Ÿ“Š The preliminary total construction demand for 2024 reached S$44.2 billion (in nominal terms), exceeding BCAโ€™s revised forecast of S$35 billion to S$41 billion. This was contributed by rolling out more public institutional projects, continuing to ramp up HDBโ€™s public housing projects ahead of demand, and expediting private residential construction projects. โ€‹

๐Ÿ—‚๏ธ With projects becoming more complex and with multiple stakeholders involved, it is crucial to establish a standard for information management to organise the digital assets within the Common Data Environment (CDE). This helps to improve collaboration between stakeholders, and enables them to maximise the potential of harnessing and leveraging technology for better decision-making, including the use of building information modelling (BIM).

To facilitate this, the National Annex of ISO 19650-2 has been developed as a Singapore Standard, to help industry professionals better understand the ISO standards in local terminology, and guide how information can be managed in a structured manner. The Land Transport Authority (LTA) of Singapore is one of the early adopters that has started implementing these standards across multiple projects.

Research and innovation are essential for the Built Environment (BE) sector to stay resilient and future-ready.

Since 2017, the Cities of Tomorrow R&D (CoT) programme has been fostering innovation and empowering BE professionals to reshape the BE sector to address challenges such as climate change, ageing infrastructure and manpower productivity. The CoT has supported several projects including boosting productivity at PPVC fit-out factories through advanced robotics and automation (R&A) systems, as well as enabling a paradigm shift for cooling office buildings through the development of mixed-mode ventilation solutions for the tropics.

The Singapore Contractors Association Ltd (SCAL) HR Forum 2024

This year's event, themed around job redesign, attracted over 50 firms and featured an enlightening discussion between BCA, SCAL, Institute for Human Resource Professional (IHRP), KTC Group, DLE M&E, and Winner Engineering Pte Ltd about BE firms' job redesign journey. The discussion covered the workforce's emerging skills and reskilling needs as firms embrace digitalization and new technologies.

A key highlight of the event was the launch of the Job Redesign Guidebook for the Construction sector by IHRP. The guidebook was developed with support from SCAL, Workforce Singapore, and BCA. It is a self-help resource for BE firms to redesign job roles with technology adoption. It presents a structured framework and case studies for businesses to implement job redesign effectively for improved productivity and employee well-being.

Leadersโ€™ Breakfast Talk & 2nd CORENET X Industry Seminar: Shaping the Future of the Built Environment!

We are thrilled to share highlights from the 2nd CORENET X Industry Seminar, which saw over 800 industry professionals in attendance!

The seminar underscored the critical need for collaboration and coordination as CORENET X is not just about BIM, it is a complete redesign of the regulatory approval process requiring joint submission by different disciplines together.

We are making good progress since the soft launch of CORENET X in December 2023. 23 projects have already onboarded to make submissions on CORENET X, with another 24 in the pipeline. We encourage more projects and companies to come onboard early to familiarise with the new process and system.

The seminar also shared the key updates on the 2nd Edition of the CORENET X Code of Practice (COP) which has just been published. The COP was refined incorporating feedback from industry and learning points from the pilot projects. The 2nd Edition of CORENET X COP can be accessed at https://go.gov.sg/cxcop.

Manual painting methods are often labor-intensive, pose significant health risks, and lead to high material waste.

๐Ÿค– As one of the firms pioneering robotics & automation (R&A) solutions, Teambuild Construction Group recognised these challenges and embarked on a journey to transform its processes by adopting painting robots at one of its projects. By integrating technology and AI, Teambuild not only ensures a safer and healthier work environment but also makes the industry more appealing to the next generation of talent.

Teambuild worked closely with its robotic distributor and supplier to adapt the painting robot to suit Singaporeโ€™s standards and projects. The robot deployment has reduced the time needed for painting by 40%, and material wastage by up to 30%. To date, Teambuild has successfully deployed a fleet of nine robots across three generations of innovative technology.

Constructing the Future: Robotics in the Built Environment, by Centre of Innovation โ€“ Built Environment Robotics and Automation (COI-BERA)
 
BCA and COI-BERA jointly organised a Built Environment Innovation Exchange (BEIX) today. Supported by Enterprise Singapore (ESG), COI-BERA brings together Ngee Ann Polytechnic (NP) and Temasek Polytechnic (TP) to showcase expertise in R&A across design, fabrication, assembly, integration and programming.
 
๐Ÿ—ฃ๏ธ Speakers at the event shared useful insights such as unlocking the potential of R&A and fostering an ecosystem of collaboration to drive Research & Innovation (R&I) to market for impact in Facilities Management.
 
10 R&A projects led by NP and TP, in partnership with their SME partners were also showcased at the event, with 6 robots on display such as the Panel Installation Machine, Remote-Operated Membrane and Coating Robot, Toilet Cleaning Robot, and more!

Keeping Our Workplace Safe

The Multi-Agency Workplace Safety and Health Taskforce (MAST), tripartite partners, the Workplace Safety and Health Council (WSHC), and industry associations are calling for increased vigilance and to initiate a Safety Time-Out (STO) from 8 November 2024 to 22 November 2024 to prioritise safety of construction activities, even as the industry gears up towards the upcoming festive season and new year milestones.

While the Workplace Safety & Health (WSH) performance in the first half of 2024 was encouraging, the recent performance in the Construction sector is concerning. Between July to October 2024, there were 10 fatalities from the Construction sector.

Senior management of developers and contractors are therefore strongly encouraged to conduct a STO to engage with teams on site, review safety procedures, and complete the STO activities. Public sector agencies will lead by example and call on their contractors to conduct STOs at their worksites.

The STO should focus on the following three areas that are of particular concern:
1๏ธโƒฃ Struck by falling objects
2๏ธโƒฃ Vehicular safety hazards
3๏ธโƒฃ Safe lifting and rigging

Besides conducting a STO, here are some other important tips to ensure a safe and healthy workplace:
โœ… Having robust risk management - companies are encouraged to review and strengthen their WSH systems and ensure proper implementation.
โœ… Foster a speak-up culture in your workplace - empower workers to report safety concerns and always follow established safe work procedures. Safety is everyone's responsibility.
โœ… Enhance your WSH capabilities through programmes like bizSAFE and StartSAFE.
โœ… Adopt technology to enhance safety through pre-emptive safety monitoring and leverage robotics & automation to mitigate work-at-heights risks and heat injuries.

Industry may also tap on available support schemes such as Productivity Innovation Project (PIP) and Productivity Solutions Grant (PSG) for support in technology adoption.

We had the privilege of hosting representatives from the newly established Building Technology Research Institute (BTRi) in Hong Kong at BCA. The Institute will conduct research and development (R&D) activities in areas like innovative construction materials, advanced methods and technologies, as well as devise standards, conduct testing and provide accreditation in Hong Kong.
 
It is inspiring to witness Hong Kong embracing innovation to unlock new opportunities for the construction industry while promoting sustainable development.
 
On Singapore, we shared insights on how BCA is similarly building up an enabling environment for the adoption of productive and innovative technologies in our BE sector. Locally, we are seeing a surge in the deployment of solutions like concrete finishing, wall skimming, and painting robots โ€“ an exciting testament to our commitment to productivity and innovation!

๐Ÿง  Intelligent systems and advanced technologies are transforming the Facilities Management (FM) industry!

The FM team at Singapore Sports Hub uses drones and AI to capture and analyse thousands of building faรงade inspection photos โ€“ significantly enhancing operational efficiency and safety.

Meanwhile, CBM Solutions has integrated digitalisation into their FM operations. Through a digital monitoring platform called DigiHUB, its FM team can monitor and manage various assets in their properties in real-time, allowing for proactive maintenance and swift issue resolution.

Embracing technology and digitalisation also means that BE job roles are redefined, and BE professionals can take on higher value roles, such as data analysis!

๐Ÿค– Hear from Hi-Tek Construction on how it is embracing robotics and automation (R&A) solutions to tackle challenges like the shrinking pool of skilled workers and rising employment costs. This shift not only results in productivity gains (painting speed improved by 2.5x), but also creates a safer and healthier work environment.

In Hi-Tekโ€™s pilot, a 4-room HDB flat was painted by a robot within 90 minutes, whereas manual painting would have taken 70 minutes with three workers. With just one worker operating two painting robots, the robots can autonomously paint two units, all controlled via a user-friendly tablet interface.

Hi-Tek Construction Pte Ltd started its R&A journey last year and is now well-placed to meet HDBโ€™s recent requirement for new BTO flats to be painted by robots in 2025.

The JTC Logistics Hub @ Gul project utilised the SEN Innovative Steel system to address challenges such as the need for extensive on-site manpower due to its complex Design for Manufacturing and Assembly (DfMA) features, which required massive temporary scaffolding and welding.

As a result, the project was able to boost productivity by 36%, reduce material wastage, enhance safety by lowering risks for workers, and improve the availability of internal space. The project team took the opportunity to implement the use of SEN Innovative Steel after they were introduced to this system from one of the learning trips that was organised by Kimly Construction Pte Ltd.

๐Ÿ“‹ Embracing digitalisation, such as the adoption of BIM is not just a necessity but is also a strategic driver for industry transformation. The use of standardised project information captured in BIM is important in the project delivery process and improving overall productivity. The lack of such standardised information requirements could lead to confusion and reworks in model preparation and management.

To address that, the Model Content Requirements (MCR) was developed to outline information requirements for BIM across various project stages โ€“ expediting modelling setup processes, reducing clarification time, and ensuring well-coordinated BIM models with asset information, elevating industry standards.

We have just launched the BCA-IMDA Green Mark for Data Centre 2024 criteria (GMDC: 2024) , a significant update to our previous GMDC: 2019 criteria!

Developed to promote energy efficiency and sustainability in data centres, the GMDC has undergone iterative updates to ensure sustainability standards in data centre design and operations stay relevant and effective.

GMDC: 2024 is collaboratively developed with IMDA and stakeholders from the industry. One key focus is on energy efficiency in data centre operations and other sustainability aspects including intelligent systems, carbon reduction, health and well-being, resilience, and maintainability.

This project has set a new standard for construction by adopting a floating prefabricated concrete structure over a traditional deck-on-pile precast system. Geneo overcame the odds during the COVID-19 pandemic and achieved extraordinary results despite manpower and supply challenges. Through the innovative use of digital technologies like BIM coordination and Worker Management System, the project team was able to enhance collaboration, enabling them to tackle these challenges.

๐ŸŒณ On the sustainability front, they utilised Carboncure concrete in 44% of their project concrete needs, which amounted to an estimated 3,400,000kgCO2e of carbon emissions reduction, saving approximately 3,864 trees that would have been needed to offset that amount of carbon emissions.

Geneoโ€™s commitment to sustainability and innovative problem-solving not only earned them the Green Mark Platinum Super Low Energy (SLE) certification, but also BCAโ€™s Project of the Year Award!

๐ŸŒŸ Exciting News from The Institution of Engineers, Singapore (IES) Annual Dinner ๐ŸŒŸ

We are thrilled to announce that two groundbreaking sustainability initiatives were honoured at this year's IES Annual Dinner!

Congratulations to:

๐Ÿ†JTC Corporation, Singapore Green Building Council, NUS-ESI and NTU-ERI@N for winning the IES Sustainability Awards on the Singapore Building Carbon Calculator project; and

๐Ÿ† Dr Mingshan Zhao and his project team for winning the IES Prestigious Engineering Achievement Awards (PEEA) 2024 for their project on CO2 sequestration and utilisation aimed at producing ultra-low carbon concrete. This project, led by SIT in collaboration with Woh Hup Pte Ltd, Alliance Concrete Singapore Pte Ltd, the Institute of Materials Research and Engineering (IMRE), and Cardiff University, was supported by the National Research Foundation Singapore and BCA under the BETA Catalyst Funding Programme.

๐ŸŒณ The Greenhouse at Dulwich College (Singapore) is the first international school in Singapore to achieve the Green Mark Platinum Zero Energy Building rating, including three Green Mark badges โ€“ Health & Wellbeing, Intelligence and Maintainability โ€“ demonstrating a holistic approach to sustainable design.

The project also integrates sustainability into everyday life through features that students can interact with such as the kinetic floor tiles where students can step on to generate energy. Data from the building is displayed real-time and later integrated into the curriculum, creating opportunities to educate and foster a deeper understanding among the students on the topic of sustainability.

The Woodleigh Residences and the Woodleigh Mall showcased the power of a โ€œtop-downโ€ construction approach, which allowed the concurrent execution of basement works, podium works and higher floor PPVC works.

๐Ÿ—บ๏ธ This required strong coordination through the use of innovative digital tools such as BIM 360 for document management, drones to capture and monitor site progress, HoloBuilder, Leica BLK2GO with Cyclone 3DR software for precise mapping, and Novade for quality and defect tracking.

The project teamโ€™s proactive upskilling in emerging areas like computational BIM and construction productivity also played a key role in this success.

Advanced materials contribute to a greener and more sustainable construction industry by offering innovative solutions that reduce environmental impact. One such material gaining attention is biochar, a carbon-rich by-product of biomass. Due to its ability to sequester carbon, it has been increasingly discussed and explored as a green building material.

BCA and Republic Polytechnic recently organised a Built Environment Innovation Exchange (BEIX) event between the Centre of Innovation for Built Environment โ€“ Advanced Materials (COIBE-AM) and Urban Agriculture Centre of Innovation (UACOI), with a spotlight on biochar. Its use as a sustainable building material, and commercial applications in the industry were some of the things that were discussed.

Through this event, RP hopes to inspire more BE stakeholders to collaborate with COIBE-AM, and to adopt innovative solutions that benefit their businesses!
