A diplomatic source told Channel 14 News: "Hamas is demanding international guarantees to prevent Israel from resuming the fighting, even if there is unequivocal evidence that its military wing is rebuilding its capabilities."

It is worth noting that even Hezbollah — at least officially, under the terms of its agreement — relinquished the right to rebuild its military capabilities. Hamas, however, is presenting this demand, which is seen in Jerusalem as an indication that it is not genuinely interested in reaching an agreement.

In light of this, Israel is beginning to realize the need to change its approach regarding negotiations with Hamas. Very soon — unless a significant surprise occurs and a hostage release agreement is reached — the IDF is expected to escalate its military activities in the Gaza Strip by several levels. It is also likely that the IDF will capture Gaza City itself and evacuate its population.
